The indicators that determine the change in the macroeconomic situation in the economy of Azerbaijan in 2010–2017, as well as the conditions for increasing the effectiveness of state intervention in solving economic problems are analyzed. It is noted that it is not the size of the public sector that becomes important, but its qualitative component (management and redistribution of resources and revenues, coordination of government intervention in economic relations). The main reasons limiting economic growth are identified, and the mechanisms for overcoming them are disclosed, since economic growth is of particular importance in the transformational period of state development. It substantiates the assertion that the forms and methods of state regulation should be the result of a reasonable combination of the private and public sectors of the economy to more effectively achieve the goal of economic development of the country and increase the welfare of the population. To this end, it is advisable to limit the actions of market forces and find a rational ratio of market and government measures that stimulate economic growth and development.It is shown that in the near future the development of the economy of Azerbaijan should be focused on the transition to the integration of various models of economic transformation; at the same time, “attraction of investments” should be carried out by methods of stimulating consumption, and the concept of a socially oriented economy, which the state also implements, should prevail, thereby ensuring social protection of the population and at the same time developing market relations. Disproportions in regional and sectoral development are also noted, which are the result of an ineffective distribution of goods produced, inadequate investment in human capital, a low level of coordination and stimulation of economic growth and development.

The article seeks describing the benefits and challenges faced by auditors in assessing the effectiveness of public procurement procedures in terms of applying the methodology for calculating efficiency, economy and effectiveness, taking into account the risks of procurement in e-auctions. Quantitative risk parameters are calculated using data of probabilistic indicators of procurement risk assessment according to the ratio of the number of relevant procedures (sub-threshold and above-threshold) to the total number of procurement procedures. Statistical valuation methods are used for the cost risk assessments and calculation of the aggregate risk indicator of public procurement. The calculations are performed using the data of the open e-procurement system ProZorro for all announced procurements in 2018-2019. We analyzed the methods, indicators and the extent to which the study of the public procurement effectiveness via bibliographic and case studies is performed. As a result, the majority of methods cover four components of assessing the public procurement efficiency - targeted efficiency, cost-effectiveness, organizational efficiency, efficiency of budget expenditures for public procurement. This does not provide an assessment of the automated systems’ impact on the procurement procedures results and on possible savings due to the use of certain procurement procedures. To comprehensively assess the procurement efficiency in e-bidding, the authors propose considering four key risks: the risk of cancellation of the procurement procedure, the risk that the procurement procedure will not take place, the risk of appealing the procurement, the risk of disqualification. As a result of risks calculations under the sub-threshold and above-threshold procurement, individual values of risks and their aggregate indicator are determined. This will adjust the scope of audit procedures to verify individual procurements and identify weaknesses in the procurement management system. We believe that the methodology of auditing the procurement effectiveness, taking into account the quantitative and qualitative parameters of procurement risks, will be a useful audit tool to determine the effectiveness of the use of public funds under individual procurements and identify areas of cost-effectiveness for the state budget funds.

In the current article we study patterns and conditions, under which the role of marine shipping industry within the system of balanced sustainable development of mega economics can be increased. We concentrate attention on the synchronism of emerging problems of differentiation certain economical subsystems and issues of keeping the priorities of development and sustainable positioning. Marine shipping industry holds a special position within international economic relations. Being under the general market relations laws, it predetermines the parameters of supply segment in a limited way. That is why unbalanced cargo traffic and fleet freight capacity cause integral and external losses. Despite system dependence on the international trade pattern, commercial shipping is essential for innovative development of big maritime states' industrial sector.

In this paper, we describe the improved performance of the SAC-OCDMA system using OFDM technique compared to SCM/SAC-OCDMA system. The theoretical results of proposed system shows that the new SAC/OCDMA system with OFDM technique provides better performance compared to SCM/OCDMA system based on multi diagonal code (MD), and the results have been evaluated based on BER and number of users for bit rate 1Gb/s and 10 Gb/s . Thus this system could be a promising solution to symmetric high capacity access networks with high spectral efficiency, cost effectiveness, good flexibility and enhanced security, which is candidate for next generation networks.

Engaging with theory and comparative research, the specific aim of this special issue is to contribute to scholarship engaging with state rescaling theory in non-Western societies as well as to on-going debates about the changing scalar dimensions of urban and regional development. It does so by examining scalar dynamics on the basis of empirical case studies in China and India, including fieldwork-based research. The starting point of the papers is the observation that subnational states assume distinctly more significant roles than in the past for regulating economic activities and shaping economic governance. Processes of state restructuring currently underway in each country are reconfiguring the spatial deployment of the state, or state territoriality, a development that has attracted considerably less academic attention than changing state-market relations. This introductory article sets out the special issue's theoretical and empirical objectives. It provides a review of existing literature, analysing the various modalities of scalar restructuring and situating them in relation to each national context. In particular, ‘rescaling’ and ‘decentralisation’ processes are carefully distinguished, in order to sharpen the focus of the debate and facilitate comparison between the Chinese and Indian cases. Finally, the specific aspects of state restructuring analysed in this set of papers are discussed with regard to the literature, to underscore their contribution. The papers cover a range of policy domains and instruments pertaining to both economic development and social welfare. Using scale-sensitive methods, they map changing geographies of both state space and socio-economic relations and discuss them in relation to each country's unique development trajectory.

In its early days, the international air express industry was synonymous with on-board couriers, carrying bags of documents on commercial flights. The industry has changed dramatically. That initial focus on documents has widened into the transport of packages and freight, carried by fleets of fully owned or dedicated aircraft, trucks, trains and delivery vans. The bulk of the business is dominated by 24-hour guaranteed and next-day deliveries. “Every day, hundreds of thousands of employees serve the distribution needs of an increasing number of businesses worldwide from one region to another” (European Express Association, 2002). The express companies are also making use of state-of-the-art information technology systems to provide minute-by-minute control and track and trace information. All the resources in the industry are dedicated to providing customers maximum reliability and flexibility of service. In this article, detailed information on major regulatory barriers in the air express industry are presented. Furthermore, recommendations on how to minimize the impact of these barriers in order to build a better future (with reference to operational efficiency, cost effectiveness and wider coverage of services to the final customers) are also discussed.
