STRATEGY OF LIBERALIZATION AND PROBLEMS OF STATE REGULATION OF AZERBAIJAN ECONOMY

The indicators that determine the change in the macroeconomic situation in the economy of Azerbaijan in 2010–2017, as well as the conditions for increasing the effectiveness of state intervention in solving economic problems are analyzed. It is noted that it is not the size of the public sector that becomes important, but its qualitative component (management and redistribution of resources and revenues, coordination of government intervention in economic relations). The main reasons limiting economic growth are identified, and the mechanisms for overcoming them are disclosed, since economic growth is of particular importance in the transformational period of state development. It substantiates the assertion that the forms and methods of state regulation should be the result of a reasonable combination of the private and public sectors of the economy to more effectively achieve the goal of economic development of the country and increase the welfare of the population. To this end, it is advisable to limit the actions of market forces and find a rational ratio of market and government measures that stimulate economic growth and development.It is shown that in the near future the development of the economy of Azerbaijan should be focused on the transition to the integration of various models of economic transformation; at the same time, “attraction of investments” should be carried out by methods of stimulating consumption, and the concept of a socially oriented economy, which the state also implements, should prevail, thereby ensuring social protection of the population and at the same time developing market relations. Disproportions in regional and sectoral development are also noted, which are the result of an ineffective distribution of goods produced, inadequate investment in human capital, a low level of coordination and stimulation of economic growth and development.

The article deals with modern mechanisms for managing social protection of the population by the state and the private sector. From the point of view of forms of state regulation of the sphere of social protection, system indicators usually include the state and dynamics of growth in the standard of living of the population, material goods, services and social guarantees for the poorly provided segments of the population. The main indicator among the above is the state of the consumer market, as one of the main factors in the development of the state. Priority areas of public administration with the use of various forms of social security have been identified. It should be emphasized that, despite the legislative conflicts that exist today in Ukraine, mandatory indexation of the cost of living is established, which is associated with inflation. Various scientists note that although the definition of the cost of living index has a well-established methodology, there are quite a lot of regional features in the structure of consumption. All this is due to restrictions that are included in the consumer basket of goods and different levels of socio-economic development of regions. The analysis of the establishment and periodic review of the minimum consumer budgets of the subsistence minimum and wages of the working population and the need to form state insurance funds for unforeseen circumstances is carried out. Considering in this context the levers of state management of social guarantees of the population, we drew attention to the crisis periods that are associated with the market transformation of the regional economy. In these conditions, there is a need to develop and implement new mechanisms and clusters in the system of socio-economic relations. The components of the mechanisms ofstate regulation ofsocial guarantees of the population are proposed. The deepening of market relations in the process of reforming the system of social protection of the population should be aimed at social well-being.

Relevance of the research topic. The implementation of an effective budget policy for the formation and implementation of the budget in the system of financial and economic relations plays an important role in the process of regulating the socio-economic development of the country. In the conditions of transformational transformations, budget policy is an important tool for the influence of public administration bodies on socio-economic processes. Improving the soundness of fiscal policy requires the application of a systematic approach given the importance of development and coordination of financial and budgetary institutions. Formulation of the problem. The importance of budget policy development in the conditions of transformational transformations is conditioned by the necessity of substantiation of conceptual provisions of coordination of components of financial and budgetary policy taking into account dynamism and cyclicity of economic processes. At the same time, when forming and executing the budget in order to ensure dynamic balance, an important condition is compliance with the principles of transformation, which determine the basic model of ensuring financial and budgetary stability and balance. Analysis of recent research and publications. The issue of budget policy development is quite common in research. These are the works of famous domestic and foreign scientists: J. Keynes, P. Samuelson, J. Stiglitz, S. Kucherenko, L. Lysyak, L. Levaeva, I. Lukyanenko, V. Makogon, M. Pasichny, I. Chugunov and others. Selection of unexplored parts of the general problem. The above issues are relevant in connection with the deepening of the processes of transformation. An important task is to increase the stability of the budget system, which will help create conditions for macroeconomic stability and sustainable economic growth. It is advisable to develop tools for budget regulation. Problem statement, research goals. The objectives of the study are: to reveal the role of budget policy of economic growth, to substantiate the peculiarities of the formation and implementation of budget policy. Carry out an analysis and assessment of the revenue and expenditure side of the state budget. The purpose of the study is to reveal the directions of budget policy in the conditions of transformational transformations. Method or methodology of the study. The article uses a set of research methods: a systematic approach, statistical analysis, structuring, analysis, synthesis, etc. Presentation of the main material (results of work). The role of budget policy of economic growth is revealed, the peculiarities of formation and implementation of budget policy are substantiated. The directions of budget policy in the conditions of transformational transformations are substantiated. Field of application of results. The results of the study can be used in the process of formation and implementation of financial and budgetary policy of Ukraine, reforming the public finance system and its components. Conclusions in accordance with the article. Fiscal policy is an effective tool of macroeconomic regulation, volatility of economic development and dynamism of social processes determines the need to develop new approaches to budget formation and implementation in the system of financial and economic relations in order to strengthen the regulatory financial and budgetary mechanism to stimulate economic growth. It is important to have a mutually agreed combination of components of the financial and budgetary mechanism, which will help optimize the budget architecture and ensure the innovative direction of economic development. The main prerequisites for ensuring a quality level of budget architecture are the effectiveness of approaches to institutional support for the development of the budget environment.

The article compares market reforms during the New Economic Policy (NEP) period in the 1920s to Post-Soviet Russia in relation to the transformation of institutions and economic policy. The consecutive stages in the development of NEP and Post-Soviet Russia are identified. The differences in the ideology and practice of financial stabilization in both periods leading to the production growth under NEP and economic fall in the 1990s are considered. Benefits of the combination of state regulation and market relations at the first stage of NEP and the lack of such combination in the 1990s are demonstrated. At the same time, excessive state intervention in the economy led to the erosion of NEP and hampers economy efficiency in modern Russia.

The article examines an important component of social and legal relations - a social service, which was previously largely regulated by the law of social security. It was revealed that the development of social institutions testifies to the penetration of economic relations into the social sphere. The paper proposes to consider the provision of social services, taking into account the organization of their provision and the peculiarities of legal ties between entities, a special category of social entrepreneurship. In order to analyze sectoral concepts on the example of the principles of law, the logical method and the method of system analysis, a conclusion was made about the combination of private and public principles within the framework of legal regulation of the provision of services and social protection of citizens in need. These positions are presented through the basic provisions of the principles of legal regulation, enshrined in public and private branches of law. The principles of constitutional, administrative, civil law are touched upon, the principle of their interaction is proposed. Conclusions are made regarding the peculiarities of the emergence of the principles of public and private law in relation to the institution of social entrepreneurship. The principles that should become basic in the formation of relations in the system of rendering social services have been identified and analyzed. It is concluded that such principles as the principle of legality, recognition of the diversity of forms of ownership, the principle of a single economic space, the principle of freedom and the principle of equal opportunities for all to engage in any kind of activity are fundamental, fundamental for social entrepreneurship. It has been substantiated that the most significant principles of social entrepreneurship, predetermined by its legal features, include the principle of balance between private and public interests, the principle of the priority of human rights and freedoms, the principle of balancing the interests of entrepreneurs and the interests of society, a citizen in need of social protection.

Urgency of the research. The forming-up of public finances effective system involves the improving fiscal policy as an important component of socio-economic transformation. Target setting. Currently, the important tasks are to prove the fiscal policy role in the social and economic reforms, to open its priorities and objectives, to identify ways to implement them. Actual scientific researches and issues analysis. A wide range of scientists publishing by such scientists as T. Boholib, О. Vasylyk, I. Zapatrina, L. Lysyak, I. Lukyanenko, V. Fedosov, I. Chuhunov and others are dedicated to development of fiscal policy formulation and implementation approaches, to define its priorities and directions to implement them. Uninvestigated parts of general matters defining. However, at this stage, despite the numerous important scientific researches it is important to deepen the researches of the fiscal policy role as part of the socio-economic transformations. The research objective. To substantiate the fiscal policy role as a component of socio-economic transformations, to define its priority tasks and directions of their implementations. The statement of basic materials. Fiscal policy is a powerful instrument of socio-economic processes state regulation. Currently, the main objective of fiscal policy is to stabilize public finances. The basic condition is to support the macroeconomic stability, to speed up the economic growth, to implement the effective governance, to strengthen decentralization processes and to reform the public finances system. Conclusions. Effective fiscal policy provides an opportunity to increase the level and quality of life, to create conditions for sustainable economic growth, to modernize the economy and social sphere, to achieve the strategic objectives of socio-economic development.

Condition of the building complex has an impact on the ability to work all areas of the economy and life processes of reproduction. Currently, construction management in the Russian Federation is considered as self-regulatory control system in this activity with obligatory direct impact of this activity on the part of government. State intervention in the regulation of construction activities necessary to combine state (public) and private interests, with a view to the development of large proportions (ratios) in the economy between consumption, saving and investment on the basis of forecasting, strategic planning, budget financing, taxation and other measures of state influence on investment markets, contracting, real estate The article discusses the role and value of bodies of state regulation of the construction industry, as well as their basic control and monitoring functions. The most important role in the implementation of state influence on the construction industry assigned to the federal bodies of executive power at the regional level identified sectoral authorities and the public sphere of regulation of construction and housing and communal services, at the municipal level describes the functions of the administrative-territorial units in the field. The article also identifies key federal agencies with the greatest impact on the construction industry.

The issue of mixed educational financing is rarely evoked in the literature, although the financial contribution of parents in the public educational system can be significant. This paper presents a comparative analysis of the mixed system and public and private ?extreme? systems in terms of economic growth and social disparity. For developing countries and for heterogeneous individuals, the mixed system is widely preferred. For homogeneous agents the public and private systems cannot lead to better economic performance than the mixed system. The public system always reduces social inequality, in contrast to the mixed and private systems, which generate the same level of inequality.

The essay is a slightly revised paper submitted at a seminar on Men in a Gender Perspective at the University og Copenhagen in 1999. As a starting point Niels Finn Christiansen suggests that three distinct periods, with changing relationsships between state and market, between private and public, and between gender and class are decisive in relation to the assesment of gender and class are decisive in relation to the assesment of gender and power in the Welfare State. In the first period up till 1914 market relations dominated, and women lacked political and public rights. In the second period, the interwar perios, a paradox emerged around women's formal public rights and the consolidation of the male breadwinner family. During the third period of the 1950s and 1960s women entered the public sphere as workers and as individual receipients of welfare facilities. Finally it is suggested that the result has been a win-win situation - a development in which both men and women have prospered.

The article considers state regulation in terms of ensuring fair wages. It is noted that in the transition to a market economy there is a separation of interests of employees, employers and the state. An employee is objectively interested in this if the state and trade unions really guarantee him social protection. Characterizing the role of the state, it is indicated on the one hand that it acts as a subject of social partnership and directs its activities to economic growth. On the other hand, in the event of the need for a sharp increase in wages, the state, using the tax system and other indirect methods, is able to reduce the negative consequences for the entrepreneur from making such decisions. Depending on the influence of certain factors, there are notions of normative and positive role of the state. The question of the insolvability of the problem of measuring the amount of labor is raised. Emphasis is placed on the fact that work is the functioning of the employee, his appropriate activities in production or in the field of services, in the process of which he spends some physical energy and mental effort. It is determined that with the help of the mechanism of state regulation the conditions of balance of interests of all subjects of labor relations are created. The state performs the function of ensuring the general conditions of socio- economic growth. In this regard, both the types of regulation and the mechanism itself are changing, ie the changes relate to methods, methods of regulation. It is concluded that the state needs to take on the organizing function of setting reasonable prices for labor, taking into account differences in the qualifications of employees. Nowhere in the world are there such great differences in wages as in modern Ukraine, which differ in complexity. The transition to a policy of anticipatory growth of monetary income should not be too abrupt, should be manageable and take into account the real situation with the availability of goods and services.

Introduction. In the current conditions, the role of the open ground vegetable market in the food supply of the population has increased significantly due to the need to preserve and rationally use the growing domestic production of vegetables, increase the profitability of producers and fully meet consumer needs for quality and safe vegetable products. However, today the open vegetable industry is stagnant and needs to develop effective organizational and economic measures for recovery and further development. Methods. Theoretical and methodological basis of the study is a scientific method of cognition and systematic, comprehensive, differentiated approaches to the study of economic processes of open field vegetable production, basic research of domestic and foreign scientists on market and state regulation of the market, its infrastructure, development of open field vegetable production and improvement of the organizational and economic mechanism of functioning of the market of vegetable products of the open ground. Modern methods of general scientific and economic knowledge of social and economic phenomena and processes are used during the study: historical and monographic, dialectical, abstract and logical, graphic, etc. Results. It is proved that in essence the organizational and economic mechanism of regulation of the open ground vegetable market is a system of organizational and economic relations, which includes a self-regulating system of functioning and interaction of agricultural producers of different organizational and legal forms with other market agents, economic relations between which are based on the equivalence of exchange with a rational level of state intervention in market processes. The basic tasks of the organizational and economic mechanism of regulation of the open ground vegetable market are the formation of the necessary prerequisites and conditions for achieving organizational unity of economic entities (agricultural producers, processing, service and trade), increasing the efficiency and sustainable development of the vegetable subcomplex, improving economic relations to ensure the interests of economic agents, both the subjects of the vegetable market and the needs of society. Discussion. Adherence to the selected principles of functioning of the organizational and economic mechanism of regulation of the market of vegetable products of the open ground, will promote further increase of efficiency of its components in achievement of the strategic purposes of development of market participants. Effective functioning of the organizational and economic mechanism of regulation of the open ground vegetable market should maximize the potential and internal reserves, ensure the interaction of the industry with other areas, industries and components of agro-industrial production as a more complex system that is part of the external macroenvironment.
