Over the past ten years, the creation of smart cities has become a priority in the development of the digital economy over the world. It is reflected not only in official documents of the leading international organisations including the United Nations (UN), the Organization for Economic Co-operation and Development (OECD) and the European Commission but also in scientific research of many foreign scientists. There are several approaches to the definition of the term “smart city”. This article will overcome some theoretical gaps in a holistic research approach to the study of smart cities, especially in terms of the impact of information and telecommunication technologies on improving the quality of life and well-being of urban residents, because creating a comfortable living environment is one of the most essential tasks in the concept of a smart city. The author paid particular attention to the analysis of the literature on the problems of smart cities based on the international databases of scientific citing — Web of Science and Scopus; a resulting publication stream made it possible to assess the effectiveness of research in subject areas related to economics. The most significant number of projects to create smart cities were implemented in European cities. Researchers from the UK made a substantial contribution to the development of international standards. In Russian practice, this topic is just beginning its development, both in legal and regulatory documents and in economic research. An important step in solving this problem should be the implementation of the national program “Digital Economy of the Russian Federation” and the project “Smart City” in the framework of the national project “Housing and Urban Environment” in 2019.

“Smart city” is a new model of territorial development, taking into account the growing importance of information, innovation and human capital. One of the main elements of the “smart city” is a developed system of higher education. The aim of this work was to study the impact of higher education on "smart" and innovative cities. The objectives of this work were to obtain quantitative characteristics of the impact of the University on the smart city. Approach to solving this problem was to build indicators based on indicators that characterize the quality of life, and ratings to compare cities on their basis. The hypothesis of the study is that the higher education system has a positive impact on the development of smart and innovative cities. A theoretically justified method of constructing an indicator of a certain direction of socio-economic development is a component analysis of indicators characterizing this direction. As a result, the rankings of Russian and foreign cities based on the characteristics of quality of life, which prove that education is a key indicator of the development of "smart" and innovative cities.

ICT technology has seen a widespread influence throughout the globe. It has become a crucial element in safety and security. According to the United States census bureau of 2017, it is estimated that, by 2030, the world's population will be around 8.5 billion. It is also estimated to rise up to 9.8 billion and 11.2 billion by 2050 and 2100 respectively. More than half of humanity today live in urban areas. A large number of cities are witnessing a significant growth of rural citizens moving to urban areas in search of better lifestyle and opportunities, education and a quality of life. As a consequence of this, cities’ are expanding beyond their limits in their infrastructural, security and service sectors to adapt to the overwhelming surge of rural migrants. And this comes with a cost, which is the increased complexity of providing an easier way of life. This has led to cities adopting modern tools of ICT to become Smart Cities capable of adapting and allocating the incoming migrators, as well as increase the quality of life. The paper will explain the definition of smart cities, their opportunities and challenges with tools that include: Smart homes, Smart energy grid, Smart retail and Internet of Things. The study defines the essential elements that comprise smart cities. It will, therefore, aid governments in decision-making when it comes to initiating smart city projects.

One of the main concept objectives of smart cities is to create a quality living environment that is long-term sustainable and economically justified. In that context, modern cities are aware of the exposure to various forms of physical and non-physical pollution that needs to be remediated, eliminated or reduced. To achieve that it is necessary to quality determine the sources and reasons of each pollution. The most prominent examples of physical pollution that affects the quality of life of citizens in cities are light and noise pollution. Noise pollution or noise, is mostly the consequence of road and rail traffic in cities and it directly affects the health of citizens. Traffic control, reduction of peak congestion, dispersion and traffic redirection or building protective barriers, are ways that cities use to reduce the amount of noise or its effects. To make these measures efficient it is necessary to obtain the information related to the level of noise in certain areas, streets, cities. To achieve this, smart cities use noise mapping. <br><br> The city of Zagreb since 2012, participates in the i-SCOPE project (interoperable Smart City services trough Open Platform for urban Ecosystems). i-SCOPE delivers an open platform on top of which it develops, three "smart city" services: optimization of energy consumption through a service for accurate assessment of solar energy potential and energy loss at building level, environmental monitoring through a real-time environmental noise mapping service leveraging citizen's involvement will who act as distributed sensors city-wide measuring noise levels through an application on their mobile phones and improved inclusion and personal mobility of aging and diversely able citizens through an accurate personal routing service. The students of Faculty of Geodesy University of Zagreb, who enrolled in the course Thematic Cartography, were actively involved in the voluntary data acquisition in order to monitor the noise in real time. In this paper are presented the voluntary acquisitioned data of noise level measurement in Zagreb through a mobile application named Noise Tube, which were used as the basis for creating the dynamic noise map. <br><br> The paper describes how citizens through voluntarily collected geoinformation can directly influence decision-making in their community, which certainly affects the quality of life.

The Object of the Study. Modern theoretical and methodological approaches to the assessment of social inequality. The Subject of the Study. Internationally used indicators to assess the digital divide. The Purpose of the Study is analyzing of the theoretical and methodological approaches used in international practice to assess digital inequality in order to find ways to improve the indicators which currently are used in the Rossiyskaya Federatsiya. The Main Provisions of the Article. This author examines the following aspects of the impact of digitalization on Russian society: changes in the availability of information resources for different categories of the population caused by the use of ICT, differentiation in special skills for using ICT, and differences in the dynamics of changes in the quality and standard of living. The process of theoretical and methodological understanding of the phenomenon of digital inequality began in the second half of the XX century. It was initially understood as an economic difference between people in terms of their access to certain technologies, however it gradually gained a more comprehensive conceptualization as a systemic phenomenon: a manifestation of structural social inequality in a network society. Today researchers identify three levels of the digital divide (or steps in its evolution), highlighting the growing role of digital skills as well as social connections, intellectual, motivational and wider – human capital in social stratification. The problem of the inequality between individuals on the matter of using digital skills to improve level and quality of life is exacerbated by Industry 4.0 implementation and realization of the Russian government project of the creation of the digital economy. Analysis of the current Rosstat data from the point of view of three levels of digital inequality showed significant improvements in its first level – every year ICT becomes more accessible for Russians. The increase in the number of users leads to a drop in the average indicators of digital skills proficiency, nevertheless the number of Russians using such technologies to improve their level and quality of life is gradually growing. However, additional work is needed in this direction to make the reduction of third-level inequality a sustainable trend. The analysis of indicators which currently are used in the Rossiyskaya Federatsiya to assess the development of the information society, carried out in the framework of this study, demonstrated their compliance with international standards. The theoretical and methodological problem of the statistical methodology used by The Rosstat was revealed: the current indicators do not allow to reflect the correlation between the employment of the population and it’s level of the digital skills. Therefore the indicators currently used in Russiya for digital divide evaluation do not allow to access the readiness of the population to the transition period between industrial revolutions which are always accompanied by the primary wave of technological unemployment in the process of creative destruction of social and economic systems. The Russian state program «Digital Economy» had the strategic target «to launch a regular monitoring to identify the needs of different groups of the working population in the formation of digital economy competencies with the involvement of employers» by June 2019. However checking of the governmental sites of the authorities, who are responsible for the implementation of the mentioned monitoring showed that it is still not ready or just doesn’t accessible for general public.

The article presents the results of a study of the impact of pension reform in Russia on economic growth and quality of life in a digital economy, taking into account the experience of raising the retirement age in Europe. The aim of the study was to identify and analyze the impact of raising the retirement age on economic growth in the context of the development of digitalization in Russia and a comparative analysis with European countries. Results: the studies conducted allowed us to develop a system of indicators characterizing the impact of raising the retirement age on economic growth and the quality of life of the population in the context of digitalization. The authors found that raising the retirement age leads to a change in labor relations in Russia and Europe. The application of the proposed indicators can be used in the formation of a balanced state socio-economic policy in the field of institutional changes in the field of labor relations and raising the retirement age. The study was carried out under a grant from the RFBR № 19-010-00362 А.

Digital technologies, ubiquitous in our daily life, have radically changed the way we work, communicate, and consume in a short period of time. They affect all components of quality of life: well-being, work, health, education, social connections, environmental quality, the ability to participate and govern civil society, and so on. Digital transformation creates both opportunities and serious risks to the well-being of people. Researchers and statistical agencies around the world are facing a major challenge to develop new tools to analyze the impact of digital transformation on the well-being of the population. The risks are very diverse in nature and it is very difficult to identify the key factor. All researchers conclude that secure digital technologies significantly improve the lives of those who have the skills to use them and pose a serious risk of inequality for society, as they introduce a digital divide between those who have the skills to use them and those who do not. In the article, the author examines the risks created by digital technologies for some components of the quality of life (digital component of the quality of life), which are six main components: the digital quality of the population, providing the population with digital benefits, the labor market in the digital economy, the impact of digitalization on the social sphere, state electronic services for the population and the security of information activities. The study was carried out on the basis of the available statistical base and the results of research by scientists from different countries of the world. The risks of the digital economy cannot be ignored when pursuing state social policy. Attention is paid to government regulation aimed at reducing the negative consequences of digitalization through the prism of national, federal projects and other events.

The paper focuses on the importance of robotics and artificial intelligence inside of the new urban contexts in which it is possible to consider and enhance the different dimensions of quality of life such as safety and health, environmental quality, social connection and civic participation. Smart technologies help cities to meet the new challenges of society, thus making them more livable, attractive and responsive in order to plan and to improve the city of the future. In accordance with the Agenda 2030 Program for sustainable development that intends the inclusive, safe, resilient and sustainable city, the direction of growth and prosperity of urban environments is pursued by optimizing the use of resources and respecting the environment. In the current society, robotic technology is proposed as a tool for innovation and evolution in urban as well as industrial and domestic contexts. On the one hand the users-citizens who participate dynamically in the activities and on the other the new technological systems integrated in the urban fabric. Existing urban systems that are “amplified” of artificial and digital intelligence and give life to smart cities, physical places that allow new forms of coexistence between humans and robots in order to implement the level of quality of life and define “human centered” innovative solutions and services thus responding to the particular needs of people in an effective and dynamic way. The current city goes beyond the definition of smart city. In fact, as said by Carlo Ratti, it becomes a "senseable city", a city capable of feeling but also sensitive and capable of responding to citizens who define the overall performance of the city. The multidisciplinary approach through the dialogue between designers, architects, engineers and urban planners will allow to face the new challenges through the dynamics of robot integration in the urban landscape. The cities of the future, in fact, will be pervaded by autonomous driving vehicles, robotized delivery systems and light transport solutions, in response to the new concept of smart mobility, on a human scale, shared and connected mobility in order to improve management and control of the digitized and smart city. Automation at constant rates as the keystone for urban futures and new models of innovative society. Through the identification of representative case studies in the field of innovative systems it will be possible to highlight the connections between design, smart city and "urban" robotics that will synergically highlight the main "desirable" qualities of life in the city as a place of experimentation and radical transformations. In particular, parallel to the new robotic solutions and human-robot interactions, the design discipline will be responsible for designing the total experience of the user who lives in synergy with the robots, thus changing the socio-economic dynamics of the city.

Recent technological advancements have given rise to the concept of hyper-connected smart cities being adopted around the world. These cities aspire to achieve better outcomes for citizens by improving the quality of service delivery, information sharing, and creating a sustainable environment. A smart city comprises of a network of interconnected devices also known as IoT (Internet of Things), which captures data and transmits it to a platform for analysis. This data covers a variety of information produced in large volumes also known as Big Data. From data capture to processing and storage, there are several stages where a breach in security and privacy could result in catastrophic impacts. Presently there is a gap in the centralization of knowledge to implement smart city services with a secure architecture. To bridge this gap, we present a framework that highlights challenges within the smart city applications and synthesizes the techniques feasible to solve them. Additionally, we analyze the impact of a potential breach on smart city applications and state-of-the-art architectures available. Furthermore, we identify the stakeholders who may have an interest in learning about the relationships between the significant aspects of a smart city. We demonstrate these relationships through force-directed network diagrams. They will help raise the awareness amongst the stakeholders for planning the development of a smart city. Digital transformation is an emerging trend in developing the way how the work is being done, and it is present in the private and public sector, in all industries and fields of work. Smart cities, as one of the concepts related to digital transformation, is usually seen as a matter of local governments, as it is their responsibility to ensure a better quality of life for the citizens. Some cities have already taken advantages of possibilities offered by the concept of smart cities, creating new values to all stakeholders interacting in the living city ecosystems, thus serving as examples of good practice, while others are still developing and growing on their intentions to become smart. This paper provides a structured literature analysis and investigates key scope, services and technologies related to smart cities and digital transformation as concepts of empowering social and collaboration interactions, in order to identify leading factors in most smart city initiatives.
