Shale Gas is a potential non-conventional energy source to be developed. However, currently shale gas has not been developed optimally in Indonesia. Therefore, the authors aim to help develop the potential of shale gas by indicating the potential for distribution in Indonesia. The research study was conducted by reviewing literature sourced from literature such as journals, articles and books. Based on the research conducted, potential shale gas reserves are found in the North Sumatra Basin, Central Sumatra Basin and South Sumatra Basin. Geochemical method which includes parameters of Total Organic Carbon (TOC), type of kerogen and maturity level (Ro) used to develop shale gas potential in an area. Shale gas can be a substitute for conventional fossil fuels, so further studies are needed so that it can be produced commercially

A detailed combined geological and geophysical study in North Sumatra basin has shown that prospective formations for shale play containing gas sweet spots are found to be in shales from Bampo, Belumai, and Baong Formations. Bampo Formation exhibits low shale gas potential with very low to medium in organic material contents, maturity index of immature to mature, and moderate brittleness. Rocks within the formation tend to be reactive to highly reactive to water, with a moderate degree of swelling capacity. Porosity varies within 5.8 - 7.4 % with permeability ranging from 0.37 to 3.2 mD. Sweet spots in the formation found around Basilam-1 and Securai-1wells occupy about 21% of the formation. On the other hand, Belumai Formation shows moderate to good shale gas potential, with low to high organic material contents, immature to mature levels of maturity, and moderately brittle to brittle. Sweet spot areas in the formation found around the two wells are about 29% of the formation. For Baong Formation, analysis reveals moderate to good shale gas potential, with low to medium contents of organic material, immature to mature in maturity index, moderately brittle to brittle in brittleness, and tendency of being reactive to highly reactive to water but with low degree of swelling capacity. Sweet spots in the formation found around the two wells occupies are roughly 11% of the total formation volume in the area. Basin modeling leading to gas resources estimation for Baong, Belumai and Bampo Formations has led to estimated volumes of 6,379 TCF, 16,994 TCF, and 25,024 TCF, respectively, with a total amount of 48,397 TCF. The resources figures are speculative in nature and do not incorporate any certainty and efficiency factors.

Special Economic Zones (SEZ) is a region with certain limits within the jurisdiction of Indonesia which is set to perform economic functions and obtain certain facilities. One SEZ developed in North Sumatra Province and included in the National Strategic Area (KSN) Medan - Binjai - Deli Serdang - Karo is SEZ Sei Mangke. SEZ Sei Mangke is defined in PP 29 of 2012 on 27 February 2012 and is the first KEK in Indonesia which was inaugurated its operation by President Joko Widodo on January 27, 2015. KSN Mebidangro itself is an area of priority spatial arrangement because it has a very important influence nationally against state sovereignty, defense and state security, economic, social, cultural, and / or environment, including areas designated as world heritage. This research is an evaluative research intended to find out the end of a policy program in order to determine recommendation of last policy by using CIPO model which includes four stages: (1) context, (2) input, (3) process, and (4) output. The research method used is case study by applying qualitative research that aims to make an accurate interpretation of the characteristics of the object under study. Findings on the evaluation context indicate that the program is generally running well, but some aspects of synergy and policy optimization as well as financing support from central and local government need to be improved. In the input evaluation, and evaluation process some aspects need to be improved because the findings show the weakness of some aspects is the result of lack of synergy and optimization of policy and support from local government. Interesting from the evaluation of ouput is that with some weaknesses in the input and process components, it turns out the evaluation findings ouput show Seek Mangke SEZ development can still run well. The recommendation of this research is to improve the quality of policy synergy / program of SEZ Seek development by improving several aspects that are categorized in each stage of evaluation

The purpose of this study is to improve the cementing quality of shale gas well by mud cake solidification, as well as to provide the better annular isolation for its hydraulic fracturing development. Based on the self-established experimental method and API RP 10, the effects of mud cake solidifiers on the shear strength at cement-interlayer interface (SSCFI) were evaluated. After curing for 3, 7, 15 and 30 days, SSCFI was remarkably improved by 629.03%, 222.37%, 241.43% and 273.33%, respectively, compared with the original technology. Moreover, the compatibility among the mud cake solidifier, cement slurry, drilling fluid and prepad fluid meets the safety requirements for cementing operation. An application example in a shale gas well (Yuanye HF-1) was also presented. The high quality ratio of cementing quality is 93.49% of the whole well section, while the unqualified ratio of adjacent well (Yuanba 9) is 84.46%. Moreover, the cementing quality of six gas-bearing reservoirs is high. This paper also discussed the mechanism of mud cake solidification. The reactions among H3AlO42- and H3SiO4- from alkali-dissolved reaction, Na+ and H3SiO4- in the mud cake solidifiers, and Ca2+ and OH- from cement slurry form the natrolite and calcium silicate hydrate (C-S-H) with different silicate-calcium ratio. Based on these, SSCFI and cementing quality were improved.
