This article describes the aims and continuing progress of the Scottish Academic Periodicals Implementing an Effective Networked Service (SAPIENS) project which has been running at the University of Strathclyde's Centre for Digital Library Research since September 2001. Initially funded for two years, the project has been extended until October 2004. The rationale behind SAPIENS is the concern that small Scottish publishers, operating on limited budgets, are in danger of finding themselves marginalised in the modern information environment. The project's primary objectives are to explore the viability of, and launch, an electronic publishing service to assist small-scale Scottish publishers of academic and cultural periodicals to publish online. It has achieved these aims by implementing a demonstration service which is gradually moving into an operational mode, delivering current journals.

Digital Library Services (DLS) at the University of Iowa Libraries has progressively worked toward coordinating more large-scale, “left-to-right” digitization projects both within the libraries and across campus, moving away from model of web exhibits that were often created before the department was formed in 2005. However, a variety of situations still call for small-scale projects. This chapter, describing the design and production of the “W9XK Experimental Television Digital Collection”, attempts to show that small-scale digitization projects can bridge that gap, and yield collections that rise above the level of web exhibits in their usefulness to scholars and the general public by limiting exclusive selection and promoting comprehensiveness. While mirroring this approach of mass-digitization, digital librarians can also use curatorial decisions and software functionality to further assist users of these small-scale collections.

A brief introduction to acronyms is given and motivation for extracting them in a digital library environment is discussed. A technique for extracting acronyms is given with an analysis of the results. The technique is found to have a low number of false negatives and a high number of false positives. Introduction Digital library research seeks to build tools to enable access of content, while making as few as possible assumptions about the content, since assumptions limit the range of applicability of the tools. Generally, the broader the assumptions the more widely applicable the tools. For example, keyword based indexing [5] is based on communications theory and applies to all natural human textual languages (allowances for differences in character sets and similar localisation issues not withstanding) . Purpose – The purpose of this paper is to presents the very recent development of e-journal publishing services at the University of North Carolina (UNC) at Charlotte. In 2011, the J. Murrey Atkins Library at UNC Charlotte created a new unit in the library, the Digital Scholarship Lab (DSL), which partners with faculty and graduate students in the use of digital and networked research tools to create, disseminate and store new knowledge. E-journal publishing and hosting are among the suite of services offered by the DSL, and we currently publish three journals (https://journals.uncc.edu/). Design/methodology/approach – This report provides an overview of the context of our library’s decision to begin publishing journals, including a discussion of our university’s becoming more research-intensive, our university system mandating increased efficiencies and sharing research with the state citizens, and the library’s own goals of raising awareness of and supporting open access. Also outlined are the technical and procedural choices made, important activities undertaken to develop, define and publicize the new services, campus response to the service and next steps. Findings – This report provides detailed accounting of how a large academic library implemented an electronic publishing service to support open access scholarship. Important activities such as marketing communication, policies development and technical/procedural activities are defined and results described. The report provides observation and lessons learned for academic libraries in development and support of electronic journals. Originality/value – Library as the publisher is a new concept. This report will be of interest to many libraries who are considering offering publishing services and to libraries that currently offer publishing services.

This paper presents small-scale low-speed maneuvering tests with an oceanographic research vessel and the comparison with mathematical model using the real time maneuvering simulator developed by the University of São Paulo (USP). The tests are intended to verify the behavior of the vessel and the mathematical model under transient and low speed tests. The small-scale tests were conducted in deep and shallow waters, with a depth-draft ratio equal to 1.28, in order to verify the simulator ability to represent the vessel maneuverability on both depth conditions. The hydrodynamic coefficients used in the simulator model were obtained by CFD calculations and wind tunnel model tests carried out for this vessel. Standard turning circle and accelerating turn maneuvers were used to compare the experimental and numerical results. A fair agreement was achieved for shallow and deep water. Some differences were observed mainly in the initial phase of the accelerating turn test.

Many parts of the western US is rural in nature and consequently do not have electrical distribution lines in many parts of farms and ranches. Distribution line extension costs can run from $15,000 to $25,000 per mile, thereby making availability of electricity to small water pumping projects economically unattractive. Solar photo-voltaic (PV) powered water pumping is more cost effective in these small scale applications. Many western states including Wyoming are passing through fifth year of drought with the consequent shortages of water for many applications. Wyoming State Climatologist is predicting a possible 5–10 years of drought. Drought impacts the surface water right away, while it takes much longer to impact the underground aquifers. To mitigate the effect on the livestock and wildlife, Wyoming Governor Dave Freudenthal initiated a solar water pumping initiative in cooperation with the University of Wyoming, County Conservation Districts, Rural Electric Cooperatives, and ranching organizations. Solar water pumping has several advantages over traditional systems; for example, diesel or propane engines require not only expensive fuels, they also create noise and air pollution in many remote pristine areas. Solar systems are environment friendly, low maintenance and have no fuel cost. In this paper the design, installation and performance monitoring of the solar system for small scale remote water pumping will be presented.
