Methodological tools for improving the existing methods of cadastral land valuation are described. The basis of its development and improvement of objectivity is the ecological paradigm, the conceptual novelty of which consists in the cost accounting of changes in productive properties and at the same time the ecological state of arable land as a result of annual cycles of economic use. A conceptually new way of forecasting the potential costs associated with the cultivation of crop products has also been developed. It is based on the economic and mathematical models created by the author.

The article reveals the issue of structuring the regions of Ukraine by indicators of monetary valuation of agricultural land. On the basis of the data of the State Statistics Service of Ukraine the analysis of the structure of agricultural land was carried out, which made it possible to establish a fraction of the area of individual species of land in total. The focus is on the concentration of significant amounts of land in private ownership, which exacerbates the issue of land valuation from the perspective of possible resource management and efficiency in its use. It has been argued that fragmentation of land is one of the good reasons for the inefficient use and changing purpose of land, lack of financial resources and smallholder coherence. In accordance with the Law of Ukraine "On Land Assessment" and the data of directories of the State Service of Ukraine on Geodesy, Cartography and Cadastre for 2017 - 2019. A comparative analysis of the normative monetary valuation of agricultural land by regions of Ukraine was carried out, which became the information base for their structuring by the method of cluster analysis. It was substantiated that one of the powerful methods of multivariate analysis is the cluster analysis, which is based on a set of selected economic indicators and objects of assessment. Estimates are based on the monetary valuation of agricultural land such as: arable land, perennial plantations, hayfields and pastures. On the basis of mathematical standardization of values of indicators the matrix of imaginary Euclidian distances is calculated, became a basis for formation of 7 clusters, each of which includes a final number of objects-regions distributed on homogeneous signs and approximation on estimations of cost of land areas. The formation of clusters on such characteristics will identify the most similar groups of objects-regions to develop a system of monitoring changes in the cost of land resources with subsequent analysis of fluctuations relative to average levels within specific clusters, and in Ukraine as a whole.

Nutrient pollution in Elefsis Bay arises mainly from the disposal of Athens untreated wastewater at the eastern entrance of the Bay. The absence of river discharge, lack of cultivated agricultural areas providing runoff and the Bay's limited circulation provide the conditions for the Bay's eutrophication by the discharge of untreated wastewater. In the spring of 1993 this discharge was replaced by a new deep outfall system. To monitor any future changes an assessment of the present ecological state of the Bay is required. Analysis of appropriate data showed that Elefsis Bay accumulates nutrients. In summer a strong thermal stratification causes anoxic conditions to occur in the lower layer. The ecosystem exhibits reduced species diversity and strong oscillations of plankton annual cycles. Flagellates (Cryptomonas sp.) dominate the phytoplankton, followed by dinoflagellates (Gyrodinium aureolum, Prorocentum dentatum) and only in the spring diatoms (Nitzschia) predominate. The zooplankton was dominated by copepods (Acartia clausi) and cladoceran (Podon polyphemoides). Macrobenthos consists of a small number of pollution-resistant species of Polychaeta (Capitela capitata), whilst in summer only one species of Molluscs (Corbula gibba) survives.

Abstract: Land Acquisition for public interest in Kulon Progo Regency is a procedure that must be implemented before initializing the new airport, which will replace the function of Adisutjipto airport. It facing much rejection during the process, so that it takes long time in completion. That also causing the identification and inventory process to be inhibited so that the land valuation process can’t be done perfectly. Their compensation won’t be given directly to the land owner, but through the consignment procedure that deposited at the District Court. This research is conducted by descriptive qualitative method. The results show that the assessment of the land is done well, although there is a discretionary decision, so that re-assessment is conducted in different time. The payment mechanism of compensation through consignment also done according to procedures, although the requirement of rejection letter from the party who is not eligible can’t be fulfilled, because it can be suspended due to the large interest for the land acquisition process of the new airport. Pembangunan bandara udara baru dilaksanakan melalui prosedur Pengadaan Tanah untuk Kepentingan Umum. Penolakan terhadap pembangunan bandara udara terjadi dalam kegiatan tersebut. Penelitian ini bertujuan untuk mengetahui mekanisme penilaian dan mekanisme konsinyasi terhadap bidang tanah yang mengalami penolakan oleh pihak yang berhak pada kegiatan pengadaan tanah tersebut. Jenis penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan studi kasus dan pendekatan perundang-undangan. Hasil penelitian menunjukkan bahwa dalam pelaksanaan penilaian bidang tanah secara keseluruhan sudah sesuai prosedur yang ada, akan tetapi terdapat putusan diskresi terhadap bidang tanah yang sebelumnya tidak dapat dilakukan penilaian secara keseluruhan kemudian dilakukan penilaian ulang di luar waktu yang telah ditentukan. Mekanisme pembayaran ganti kerugian melalui konsinyasi sudah sesuai dengan peraturan perundang-undangan yang berlaku, hanya dalam proses permohonan registrasi konsinyasi terdapat satu syarat terkait dengan surat penolakan dari pihak yang berhak yang tidak dapat dilampirkan, hal tersebut dapat ditangguhkan mengingat besarnya kepentingan kelancaran proses pengadaan tanah pembangunan bandara udara baru ini. The authors describe the method of mathematical modelling of heating systems of the building and represent the developed mathematical models, pledged and installed into the developed automated system. This article presents a possibility of system-based implementation of determining the cost of work in construction. Based on the principles of systemic and variable visibility a logistics mechanism of the use of systemic economic and mathematical models for determining the cost of work in construction is proposed. The proposed mechanism includes specific regulatory features, contractual proposals and specific features of construction projects. The abovementioned methodology is based on a systemic synthesis of economic feasibility and technological complexity of construction work.
