Abstract. The purpose of the research is to comprehensively assess the resource potential of agricultural organizations in the Kurgan region to form the trajectory of their development and determine the contribution to agricultural production in the region. Methods. The study was based on the use of statistical and econometric methods for collecting, processing, modeling data. It is based on the assessment of the use of the following functional components of the resource potential: land, material and technical, personnel, innovation and financial. At the same time, the dynamic assessment for each subspecies of the resource potential gives an idea of the trend in the volume and level of resource use, and the stochastic assessment – to identify the relationship between the indicators of resource investment and their return. Results. The presented assessment of the existing relationships between the quantitative and qualitative indicators of the resource potential and its subspecies indicate, on the one hand, an acute shortage of certain types of resources, and, on the other hand, an increasing intensity of their use without a proportional level of return. The study allows us to conclude that it is necessary to develop levers for managing the resource potential of agricultural organizations based on the symbiosis of the needs of agricultural producers and the territory in which they operate. Scientific novelty. The research methodology allows combining several methods of assessing (dynamic and stochastic) in achieving the final result, as well as assessing the elasticity between the general level of resource productivity of agricultural organizations and indicators of the efficiency of using the main types of resources. This approach makes it possible to form a sequence of actions to ensure an increase in the level of development and use of the resource potential of agricultural organizations.

Abstract Nowadays agricultural production is experiencing certain difficulties that negatively affect the profitability of agricultural organizations. Despite all the efforts of the state and its attempts to support agricultural producers, one can observe a decrease in production volumes of some types of products, as well as a lack of high-tech equipment. These challenges can be solved by improving the tools and by methods of regulating the activities of agricultural organizations. The implementation of new state control scientific approaches, primarily financial and credit, informative consulting and personnel issues of agricultural sector, will help overcome negative trends. The priority task of strengthening the state stimulating role in control of inter-farm relations in the regional agricultural sector is state support for the development of peasant (farm) households and cooperation in agriculture, while maintaining the existing level of support for medium and large agricultural. The article presents an assessment of the effectiveness of public investments in the development of agriculture on the example of the Chuvash Republic, which indicates a decrease in the effectiveness of the selected forms of support for the agricultural sector. There is a growing need to develop new tools to stimulate the innovative development of the agro-industrial complex.

In a market economy, the prime-cost of production is the most important indicator of the financial and economic activity of any economic entity. It is a cost estimate of all resources used in the production process of the industry: feed, animal protection products, materials, fuel, energy, fixed assets, labour, natural and other costs associated with its production and sale. The purpose of the work was to calculate the prime-cost of production when rearing of young animals in dairy and beef cattle breeding in the Kurgan region. The analysis has shown that according to the years of observations less than half of livestock products were produced in agricultural organizations of the region: meat – 36,3–38,6 %, milk – 29,3–30,6 %. Egg production in agricultural organizations was at the level of 13 %. The correct choice of objects of calculation and calculation units, as well as the use of special methodological recommendations for accounting production costs and calculating the prime-cost of products (works, services) in agricultural organizations allows us to more accurately determine the prime-cost in dairy and beef cattle breeding. Despite the great attention to the individual aspects of cost accounting and calculating the prime-cost of agricultural production, there is still a need and importance of a more detailed study and further improvement of accounting and calculation of meat and dairy cattle products. The prime-cost of the gain in the live weight of young cattle can be calculated by different methods, but at the same time the selected option must be fixed in the accounting policy of the organization.

A number of important points and indicators characterizing the current state and potential of the Belarusian agricultural production are considered. It has been established that over the past decade in the agricultural organizations of the republic there was a decrease in the energy supply indicator by 15 %, and the power supply to labor during this time increased by more than 1.4 times. The overall efficiency of agricultural and livestock production, the level of labor productivity in an agricultural organization, the availability of energy capacities has a very significant and often decisive impact.

Subject. The article investigates the system of statistical indicators of agricultural labor resources, and considers three subjects of the Russian Federation with different agro-climatic conditions (the Republic of Buryatia, the Lipetsk Oblast and the Stavropol Territory). Objectives. The aim is to develop the typology of peasant (farmer) households and agricultural organizations, according to the All-Russian Agricultural Census, and to obtain detailed characteristics of labor resources by selected type. Methods. I employ the cluster analysis and the variance analysis. The depersonalized data of the All-Russian Agricultural Census of 2016 served as an information base of the study. Results. The paper unveils a strong differentiation of peasant (farmer) households and agricultural organizations in terms of size, specialization, and production intensity. This indicates the need to develop their typology and to study labor resources by selected type. Based on the developed methodology, I identify three groups from each category of farms (small, medium and large) in the said subjects of the Russian Federation. Within the categories, there are significant differences in terms of the number of employees and supply of labor. In general, in regions with more favorable natural conditions, the proportion of full-time farm laborers is higher. Conclusions. The findings can be used by federal, regional and local authorities for developing measures to increase employment in agriculture and rural areas.

The relevance of the role of cooperative organizations in the development of regional agricultural markets in the food security system of the Russian Federation is determined by a special degree of state priority in the system of providing the population with food products guaranteed at any time. The main place in ensuring food security is occupied by functioning organizational and economic forms of producers of agro-food products. Agricultural organizations and enterprises, peasants and farmers, individual entrepreneurs and rural farmsteads are directly involved in the creation of food funds in Russia. The author analyzes the level of participation of different organizational and legal groups in the cultivation of agricultural products, argues for the need to activate the innovative activities of agricultural organizations and enterprises, more qualified inclusion of cooperative principles in the production activities of cooperative societies in the development of agriculture, increasing the production of agricultural products by agricultural organizations, rural farmsteads and farmers, their share in the growth of economic efficiency, improving the competitiveness of agricultural producers, improving living conditions in rural areas

 Information of the real cost price of milk and cattle meat production directly affects the accuracy and timeliness of management decisions in agricultural organizations. This led to the main objective of this study - with the help of an inclusive approach of calculating costs, to display the actual situation with costs and efficiency in cattle breeding, to develop a methodology for applying this approach in practice. The second objective of this longitudinal study is to look at the dynamics of the evolution of costs and prices for milk and cattle meat, since their change is closely related to understanding the past and present problems faced by agricultural producers. The paper describes the method developed by the author to distribution of costs in cattle breeding, the scale for determining the residual value of animal has been presented, depending on the period of its useful use. The method is based on a more accurate distribution of the company’s expenses by types of products obtained and complements the current cost price calculation methodology. Approbation of the developed inclusive approach to calculating costs in cattle breeding made it possible to assess the actual situation in the industry: cattle fattening is not that unprofitable (calculations have shown that fattening is effective in one third of the thousand surveyed agricultural organizations), and milk production is not as efficient as it is commonly believed (only a quarter of enterprises receive actual profits from milk sale).
