Purpose. The aim of the article is the development of the inclusive regional development concept, which is seen as the response to the opportunities and threats that the decentralization of power and the financial decentralization of formed territorial communities. Methodology of research. Conventional economic methods are used in the study, in particular: monographic and system-structural, which are used in the development of the inclusive regional development concept in the conditions of decentralization. Findings. It is determined that global trends are oriented towards achieving the prospects of sustainable and inclusive development. The suggested concept of inclusive regional development is adapted to the new conditions taking this into consideration, and taking into account the current processes of financial decentralization taking place in Ukraine. The suggested definition of inclusive development reveals its content and ways of achieving social and economic growth, improving the quality of life of the population. The basic conceptual idea of inclusive regional development is formed and to define the goals, objectives and ways of its implementation. The essence and the author`s vision of financial decentralization as a process of transfer from the central to the local self-government bodies of financial resources, powers, making decision rights in order to better meet the needs of the population in obtaining public goods, intensify the economic growth of the respective territories are disclosed. The main components of the financial decentralization mechanism (methods, tools, principles, forms and factors) are characterized. The definition of the regional self-development mechanism in the conditions of financial decentralization is given and the imperatives of regional self-development mechanism functioning in the conditions of financial decentralization are revealed. Determinants of inclusive regional development are identified, which in their interaction create a synergistic effect for the sustainable development goals achieving. The article proves the necessity of further investigation of theoretical and institutional foundations of regional development with a view to implementing the decentralization of power policy and the necessity of adequate financial support of these processes. Originality.The concept of inclusive regional development under the conditions of financial decentralization is substantiated, which provides for optimal allocation of the financial resources of local self-government bodies accumulated in the local budget due to the effective use of opportunities from financial decentralization and minimizing its potential threats, in order to achieve sustainable development of the region with maximizing the share of the community social product and ensuring a fair distribution of the benefits received on the basis of inclusive growth. Practical value. The obtained results of the study are the basis for solving practical problems of regional development in the context of decentralization in Ukraine. Sustainable development is quite popular scientific concept in a recent time, which formed the basis of the Ukrainian regional development strategic planning and regulation of urban development activities. However, the meth-odological basis for assessing the sustainability of the territorial development is still not developed and formalized enough. Methods for assessing the sustainability of territorial systems development in the economic, environmental and social spheres are still uncertain.Therefore, selected purpose of the study is an analysis of the existing methods of environmental assessment of the territorial development set forth in the legislative and regulatory documents, with further determination of the their suitability for conducting an assessment of the territorial development based on the sustainable development concept, which will form the scientific novelty of this study. To achieve this goal, the legislative and regulatory framework analysis was carried out in the field of territorial development, the main regulatory documents were identified. Subsequently, the definition of ecological assessment and its purpose for each of these basic documents was analyzed, environmental assessment methods and their application suitability for the environmental assessment of the territorial development based of the sustainable development concept were considered. It is concluded, that the environmental assessment methods proposed in these documents have numerous signifi-cant shortcomings when used for ecological assessment of the territorial development sustainability. There is no any formalized methodology for determining the sustainability of the relevant systems development in considered legisla-tive and regulatory documents. There is also an intersection of proposed environmental assessment methods with social and economic assessments. The optimality justifies of the adopted project decisions set issuing exclusively from the environmental and sanitary legislation requirements is incorrect in terms of sustainable development. The conclusion based on the obtained results was made about the need to improve the environmental assessment methods in their abil-ity of sustainable development concept implementation. The assessment of the current territorial state in the economic, social and environmental spheres must be carried out separately from each other while regional development strategies forms on the basis of sustainable development. It will pro-vide further assess of each sphere development balance and form a strategy direction for additional needed measures.Carrying environmental assessment, the strategy analysis for compliance with legislative and regulatory con-straints is insufficient in terms of the sustainable development concept. The assessment of environmental impacts should be carried out both for negative aspects and for positive, where the last are not normalized. Conclusions based on the negative environmental impacts absence are insufficient to consider strategies for developing such territories, as national parks or nature reserves. Therefore, the existing indicators system of environmental pollution levels by human activity as a basis for ecological assessment needs to be finalized, since it does not allow measuring the positive effects of some nature-recovery projects on the environment. Finally, it is necessary to formalize in legislative and regulatory documents the methods for the integrated sustainabil-ity assessment as a basis for consideration of alternative concepts for the territorial development. Formation and implementa-tion of appropriate methods can be selected as a direction for further research by the author on the chosen topic.

Development concept, especially regional development concept has become the most important topic to even out the regional imbalances after the Second World War. The most important date has been after 1929, beginning with big crisis in the world. Regional development agencies which are the role of growth and development key have been established since the early of 1930’s, initially in America, and then in European Countries together with in some other Eastern Countries. Today, the key role of the development within the framework of ‘new development perception’ form the basis of project logic, in other words; project based development model which the agencies are intervening notably. This model is on the agenda, with the strong impact of regional and cohesion politics of European Union and takes the role excessively through grants and funds which development agencies are seen as the place of implementation of those policies. Many different sector-specific projects from infrastructure to protection of heritage, presented to the related authorities are being executed. Supported projects within grants and funds help people changing viewpoints; improve competences and direct people to act through project logic as well. This case carries the meaning of the strong impact of development by relieving the problems or needs through projects. In this study, some definitions related with development, development project examples to the published extent by European Commission and the case of the model that is very new to Turkey within project examples of development agencies have been examined using the comparative analysis method.

This project focuses on development of Maths’ popularity among students. The aim of the research is to preserve and improve the traditions in Mathematics education in the Samara region. The article then extends different methods and strategies of gaining popularity in mathematical knowledge in the region. The methodology of the research was held of using secondary data, also the results of several projects, which were launched in this field, were used. As a result, this approach offers continued support and ultimately increases students’ achievements, engagement and retention. In addition, the authors made a comparison between the previous and future projects in order to show the gap in methodologies in Mathematics education.

The present study aims to map out the central of production, processing, marketing, and service centers of Minapolitan regions in Gianyar regency. The Research sites were determined by purposive sampling in Tampaksiring and Blahbatuh sub-districts, with a basic consideration i.e. both sub-districts were planned as centers for the regional development of fisheries in Gianyar regency. To map the minapolitan regions, the data were analyzed by using GIS (Geographic Information System). The present study discovers some centers of production, processing, marketing, and service centers for Minapolitan regions namely Pering village and some coastal villages in Blahbatuh which were also supported by several coastal villages in Gianyar and Sukawati sub-district and Sanding village in Tampaksiring sub-district. The findings of this study suggest that the regional development may help to the following purposes: (1) improving the well-being, quality of life, ability, and capacity of the economic and social rural communities (2) increasing the bonding communities around the region who have the responsibility to preserve and secure the natural resources; (3) improving quality, productivity, and security of the region; (4) creating jobs, increasing the numbers of employment and income of the country as well as public revenue; (5) encouraging and accelerating the regional development in order to achieve progress and the region's autonomy.
