Purpose. The aim of the article is the development of the inclusive regional development concept, which is seen as the response to the opportunities and threats that the decentralization of power and the financial decentralization of formed territorial communities. Methodology of research. Conventional economic methods are used in the study, in particular: monographic and system-structural, which are used in the development of the inclusive regional development concept in the conditions of decentralization. Findings. It is determined that global trends are oriented towards achieving the prospects of sustainable and inclusive development. The suggested concept of inclusive regional development is adapted to the new conditions taking this into consideration, and taking into account the current processes of financial decentralization taking place in Ukraine. The suggested definition of inclusive development reveals its content and ways of achieving social and economic growth, improving the quality of life of the population. The basic conceptual idea of inclusive regional development is formed and to define the goals, objectives and ways of its implementation. The essence and the author`s vision of financial decentralization as a process of transfer from the central to the local self-government bodies of financial resources, powers, making decision rights in order to better meet the needs of the population in obtaining public goods, intensify the economic growth of the respective territories are disclosed. The main components of the financial decentralization mechanism (methods, tools, principles, forms and factors) are characterized. The definition of the regional self-development mechanism in the conditions of financial decentralization is given and the imperatives of regional self-development mechanism functioning in the conditions of financial decentralization are revealed. Determinants of inclusive regional development are identified, which in their interaction create a synergistic effect for the sustainable development goals achieving. The article proves the necessity of further investigation of theoretical and institutional foundations of regional development with a view to implementing the decentralization of power policy and the necessity of adequate financial support of these processes. Originality.The concept of inclusive regional development under the conditions of financial decentralization is substantiated, which provides for optimal allocation of the financial resources of local self-government bodies accumulated in the local budget due to the effective use of opportunities from financial decentralization and minimizing its potential threats, in order to achieve sustainable development of the region with maximizing the share of the community social product and ensuring a fair distribution of the benefits received on the basis of inclusive growth. Practical value. The obtained results of the study are the basis for solving practical problems of regional development in the context of decentralization in Ukraine. Purpose. The purpose of the article is systematization of approaches to the definition of “sustainable development”, substantiation of its complementary components and improving the concept interpretation. Methodology of research. Dialectical method of scientific knowledge, general scientific principles, provisions of sustainable development concept are theoretical and methodological basis of the study. Systems analysis is used for disclosure of basic categories. Analysis and synthesis are used to improve the meaningful interpretation of sustainable development. Findings. It is substantiated that sustainable development is associated with the transformation of the human’s role in the process of socio-ecological and economic progress, progressive economic growth and the formation of a new circular economy. The difference between the concepts of “sustainable development” and “stability” is determined. Stability is a dynamic growth vector characterized by a positive value. Sustainable development implies not only positive values of growth, but also negative and zero indicators. The difference between stability and sustainable development is that the latter allows zero and negative values, and the amplitude of cyclical fluctuations is much larger than in stability process. Originality. Interpretation of “sustainable development” concept is improved. It is interpreted as a pluralistic, complementary process that interconnects with economic, social and ecological systems, determines their dynamics and direction in order to increase and qualitative growth of the integrated socio-ecological-economic effect, preservation and enrichment of the environment. Practical value. The main provisions of the study can be applied in the formation and use of sustainable development programs at the micro, meso and macro levels. This article analyses the legal and practical implications of the Scottish Government's overall stated objective of increasing sustainable economic growth and the further implications that arise now that the term is formalised in legislation. It draws on the author's previous research into use of legal duties to deliver government objectives and the meaning and delivery of sustainable development and economic development. It is based on a critical review of Scottish Government policy, the provisions of the Regulatory Reform (Scotland) Act 2014, as well as the written and oral evidence submitted to parliamentary committees scrutinising Bills, their reports, and the subsequent Government responses. More broadly, the article examines the relationship between sustainable economic growth and the more widely accepted and used objective of sustainable development as complementary or contrasting policy objectives and legal duties. In doing so, it also aims to demonstrate the difficulties governments face in trying to put flesh on the bones of the Brundtland definition of sustainable development and accelerate progress towards sustainable living.

Sustainable development is quite popular scientific concept in a recent time, which formed the basis of the Ukrainian regional development strategic planning and regulation of urban development activities. However, the meth-odological basis for assessing the sustainability of the territorial development is still not developed and formalized enough. Methods for assessing the sustainability of territorial systems development in the economic, environmental and social spheres are still uncertain.Therefore, selected purpose of the study is an analysis of the existing methods of environmental assessment of the territorial development set forth in the legislative and regulatory documents, with further determination of the their suitability for conducting an assessment of the territorial development based on the sustainable development concept, which will form the scientific novelty of this study. To achieve this goal, the legislative and regulatory framework analysis was carried out in the field of territorial development, the main regulatory documents were identified. Subsequently, the definition of ecological assessment and its purpose for each of these basic documents was analyzed, environmental assessment methods and their application suitability for the environmental assessment of the territorial development based of the sustainable development concept were considered. It is concluded, that the environmental assessment methods proposed in these documents have numerous signifi-cant shortcomings when used for ecological assessment of the territorial development sustainability. There is no any formalized methodology for determining the sustainability of the relevant systems development in considered legisla-tive and regulatory documents. There is also an intersection of proposed environmental assessment methods with social and economic assessments. The optimality justifies of the adopted project decisions set issuing exclusively from the environmental and sanitary legislation requirements is incorrect in terms of sustainable development. The conclusion based on the obtained results was made about the need to improve the environmental assessment methods in their abil-ity of sustainable development concept implementation. The assessment of the current territorial state in the economic, social and environmental spheres must be carried out separately from each other while regional development strategies forms on the basis of sustainable development. It will pro-vide further assess of each sphere development balance and form a strategy direction for additional needed measures.Carrying environmental assessment, the strategy analysis for compliance with legislative and regulatory con-straints is insufficient in terms of the sustainable development concept. The assessment of environmental impacts should be carried out both for negative aspects and for positive, where the last are not normalized. Conclusions based on the negative environmental impacts absence are insufficient to consider strategies for developing such territories, as national parks or nature reserves. Therefore, the existing indicators system of environmental pollution levels by human activity as a basis for ecological assessment needs to be finalized, since it does not allow measuring the positive effects of some nature-recovery projects on the environment. Finally, it is necessary to formalize in legislative and regulatory documents the methods for the integrated sustainabil-ity assessment as a basis for consideration of alternative concepts for the territorial development. Formation and implementa-tion of appropriate methods can be selected as a direction for further research by the author on the chosen topic.

The article considers the essential features of rural development as a multi-vector process, which not only involves economic growth in rural areas, but also requires its adaptation to human behavior, social and political structure of rural communities and their involvement in development processes. It also reflects systemic positive changes in rural areas, which are initiated "from bottom" and supported "from top". In this concept of rural development, inclusiveness is inherent. The authors show that the development of the concept of "inclusive rural development" took place in the process of enrichment and specification of the theoretical concepts of sustainable development, inclusive growth and inclusive development in relation to the rural sector of society. This concept denotes a development whose result consists in the creation of proper conditions for the rural population for such purposes as: the use of land and other local resources in the economic activities; adequate distribution of the results of economic growth in the agriculture and other sectors of the rural economy; and participation in social and public life for the consolidation of communities and observance of human rights. Such development leads to the reduction of poverty, overcoming the economic, social and political exclusion of people residing in rural areas. It is pointed out that ensuring the inclusive development is a function of the state regulation of national economy. To implement it in Ukraine, it is necessary to ensure, first of all, the implementation, in the regulatory and legal framework, of the global goals of sustainable development and the objectives for their achievement. That could be realized by adopting the Law on the Strategy for Sustainable Development until 2030, and, in the part of inclusive rural development, also the Law on the Basic Principles of the State Agrarian Policy and State Policy of Rural Development.

Significant imbalances of existing development models are demonstrated by global economic growth, and outlines the need to move to a new more flexible and balanced model that is able to maintain the declared high and long-term growth rates together with the preservation of social equality and population general welfare. The purpose of the study is to identify EU comprehensive growth opportunities through of EU flagship initiatives achievement current EU situation in the field of poverty, unemployment, youth and women's unemployment and their involvement as labor force geographical aspects analysis; current state and prospects of EU inclusive development analysis; possibility of the sustainable development goals and inclusive growth based on the EU's flagship initiatives achievement substantiation. The object of the study is the process of inclusive economic growth within the EU through the EU flagship initiatives practical implementation. It is determined that along with traditional economic growth indicators it is necessary to take into account the human capital equality, ecological state of the environment, social protection, food security and social cohesion. Imperative knowledge on the interconnection of EU policy priorities and flagship initiatives, sustainable development goals and their compliance with inclusive economic development are systematized. The expediency of European inclusive economic growth model, declared in the “Europe 2020” strategy, design and implementation was grounded. Modern trends and geographical aspects of state of unemployment and poverty in the European region countries is determined. The level of women's participation in the European economy is analyzed. The level of women employment in comparison with men in the EU countries is analyzed, which made it possible to determine that this indicator is consistently lower, however, there is no significant disparity in most member states. It is substantiated that at the new cross-border economic order conditions, proposed by the EU, inclusive growth allows all member countries enjoy the progressive results of the union, economic integration and economic growth. The purpose of the article is to generalize theoretical approaches to defining the essence of balanced rural development through the prism of the evolution of theories of spatial and inclusive development and the concept of sustainable eco-socio-economic growth. Research methods. The methodological basis of the research was general scientific and economic research methods, scientific works of Ukrainian and foreign scientists on sustainable rural development and the evolution of scientific thought regarding this problem. In particular, the research used the following methods: abstract-logical (when proposing a hypothesis, making generalizations, formulating conclusions and proposals); analysis and synthesis (in the study of the evolution of theories of spatial and inclusive development and the concept of sustainable eco-socio-economic growth); induction and deduction (to study the essence of the category of balanced rural development). Research results. The evolution of the main economic theories of sustainable rural development, which, developing gradually according to the laws of dialectics, inherited the scientific developments and predictions of scientists of several generations, is revealed. Scientific novelty. Scientific approaches to the interpretation of the category "sustainable development of rural areas" were further developed, which was proposed to be understood as a process of improving the level and quality of life of the rural population, which, in turn, contributes to a variety of types of agricultural and non-agricultural activities, productive employment, diversification of incomes of rural households and filling budgets of local communities, social protection of residents, modern infrastructural development of the settlement network, preservation and enhancement of soil fertility, protection of landscapes and biological diversity. Practical significance. The study of the theories of spatial economics, inclusive growth and sustainable development can be-come in the future a scientific and methodological basis for the balanced (sustainable) development of rural areas, which will contribute to the restoration of human-centered socio-economic and ecological equilibrium in conditions of destabilizing internal and external factors. The paper discusses conceptual differences of the definitions “sustainability” and “harmony” and the confusion caused by incorrect interpretations of sustainable development strategies. The paper also deals with gaps in urban design and planning standardization, which becomes a serious obstacle to sustainable urban and regional development. The priority targets indicated in this paper are: 1) urban design normative validation; 2) differential definition of urban structural areas development; 3) establishment of detailed urban central part formation and 4) integrated planning of the suburban and metropolitan range area. Topicality. The guiding vision of a stable market economy in Ukraine is accelerating the transition to the introduction of the principle of inclusiveness in market conditions, which, in the context of broadening the overall employment of the population, is an increase in access to education, entrepreneurship, services for young people, women, people in less developed regions and those with disabilities. Implementation of the country's strategic priorities for the transition to sustainable development should take place by ensuring inclusiveness, in particular through agricultural land use. An important task of promoting the principles of inclusiveness is to assess its impact on specific target groups.The introduction of inclusiveness in terms of economic development has a long-term perspective, covering social interests and the rational use of resources. The main focus is on productive employment as a means of reducing the stratification of society by income and raising the standard of living of less well-off people.Aim and tasks. The purpose of the article is to analyze the definition of the inclusiveness of nature use as an economic category in the context of land use, namely the development of inclusive activity. Disclosure of the characteristics of the inclusive approach to land use and outline its benefits. Formulation of the intrinsic features and objectives of the inclusive economy, in particular inclusive agricultural land use. Justification of the scientific principles of the implementation of the principles of organizing the inclusion of land use in agricultural activities.Research results. The concept of inclusiveness in the context of nature use in generalized form and in accordance with land use is developed in the part of expanding the attraction of as many members of society as possible. Improved conceptual-categorical apparatus of the study of "inclusiveness", in particular inclusive growth, inclusive economy, inclusive activity in the context of land use, inclusive ecological agriculture. The relationship between these categories is determined. Formed general scientific principles of inclusive development, principles of inclusive agricultural land use: systematic and complex, adequacy and flexibility, objectivity and accuracy, efficiency, purposefulness, scientific, priority of economic interests of the state. The principles of inclusive agricultural land use are determined on the basis of generally accepted conditions that form the basis of inclusive development and determine its directions and priorities. The advantages of creating ecologically clean lands and conducting ecologically oriented agriculture as one of the directions of development of inclusive nature management in Ukraine are grounded.Conclusion. It is substantiated that, despite a number of literature and discussion of this topic, there is no single definition of the concept of inclusive growth. In the article the genesis of inclusiveness is investigated and the preconditions of the emergence of "inclusive economy" are determined. It is determined that the basic principles under the influence of which the concept of "inclusiveness" was formed are from the theoretical and methodological foundations of sustainable development, "green economy", social economy, and innovation economics. The market component of inclusive land use has been identified and theoretically grounded, which is to involve individual and individual peasant farms in order to organize activities and processes of rational land use, which includes individuals from all walks of life and psychophysical possibilities, through the expansion of: access to land resources; possibilities of land use grouping; the availability of special technical equipment for all individuals; opportunities for obtaining or improving qualifications in the field of ecologically oriented agriculture.

In today's modern circumstances ensuring the economic growth of territorial communities requires theoretical redefining and additional research, since new challenges have negatively affected the well-being of the population and ensuing progress. The purpose of the article is to determine financial factors in the latest theories of economic growth of territorial communities. Scientific approaches to the definition of “territorial community” are generalized, own approach is offered and the main features of territorial community (territorial, natural, social-psychological, historical-cultural, organizational-functional, political, economic) are substantiated. Emphasis is placed on the need for a new theoretical approach to the development of territorial communities based on the synthesis and combination of basic guidelines and principles of modern scientific concepts and models, their interpretation in the context of local development. The latest theories of economic growth are studied, including: the theory of endogenous growth, inclusive development and the theory of sustainable development (E. Ostrom's concept of community resource management is highlighted). It is substantiated that the model of endogenous growth is focused on reducing inequality of economic development through the use of internal factors, mechanisms of management and management of the territory. There are two vectors of achieving inclusive development of territorial communities: internal - maximum involvement of community members in the process of its development; external - ensuring access of members of the territorial community to the opportunities provided by more developed communities. It is emphasized that the key idea in E. Ostrom's research is to achieve efficiency and substantiation of ways of community management of common resources. Within the framework of the theory of inclusive development, a review of the concept of financial inclusion, which raises the issue of community development – “banking deserts”. The existence of interdependence of perception of members of territorial communities – “banking deserts” of opportunities and prospects of obtaining banking services is indicated, which requires the involvement of theoretical foundations of behavioral economics in the study of this issue. The factors of economic growth of territorial communities are systematized, which are united into five groups: natural, factors of human development; social, production and financial. The financial factors of economic growth of territorial communities include: budget; investment, inflation, monetary. The expediency of applying the ideas of the latest theories of economic growth in the process of analyzing financial factors is substantiated.
