Objetivo: Refletir teoricamente sobre a Política Nacional (brasileira) para Prevenção e Controle do Câncer na Rede de Atenção à Saúde das Pessoas com Doenças Crônicas e articulações na formação do enfermeiro e na prática profissional. Metodologia: Reflexão teórica, por meio de questionamentos das pesquisadoras, discussões em grupo e busca na literatura. Resultados: Os trabalhadores que atuam no cuidado ao paciente oncológico possuem papel essencial na efetivação dessa política. Porém, para que sejam implementadas, é necessário que seus princípios estabelecidos façam sentido na formação e nas práticas profissionais. Conclusão: O ensino reflexivo sobre essa política na formação do enfermeiro contribui para melhorias em sua prática, assim como, práticas reflexivas e melhor qualificadas certamente impactam positivamente na formação profissional. Results: Caregivers of oncological patients have an essential role on the effecting this Policy. The relationship between nationalism and public policy remains largely unexplored. Focusing on the link between sub-state nationalism and social policy, this article formulates three main arguments. The first is that social policy is likely to factor into processes of identity- and nation-building spearheaded by sub-state nationalism, and that nationalist movements typically trigger pressures for the decentralization of social policy. The second is that recognizing the importance of this connection should not lead to hasty conclusions about the impact of societal and institutional pressures on public policy. Nationalism is not only a societal force; it is also a political construction that reflects broad institutional legacies. The third is that the historical sequence of nationalism and policy development may create institutional forces preventing the congruence between policies and ethno-linguistic boundaries, in spite of pressures emanating from nationalist movements. The analysis of Social Security politics in contemporary Belgium provides ground to these claims.

The arena of public policy affecting exceptional children has grown steadily during the past decade. One phase of this activity culminated with the passage of Public Law 94-142, the Education for All Handicapped Children Act of 1975. Since then policy relating to exceptional children has continued to develop but with a shift of focus and with the involvement of a wider variety of policy makers. These changes in the policy development process are described by the authors. Three types of policy are defined through representative examples of changes and state special education policy within the past three years.

In the recent attempt to add an external wing to its economy, Singapore has been using its various agencies and instruments to promote the growth of micro enterprises and other types of Small and Medium-sized Enterprises (SMEs). Recognising the potential contribution by entrepreneurs to help sustain economic growth for the country, the Singapore government is now embarking on a proactive public policy to motivate new business entrepreneurship. This paper shows how the government has worked with industry to encourage entrepreneurship development. Particular attention is paid to the activities of various government agencies in relation to new business entrepreneurship and to the barriers of this activity in Singapore. The Singapore experience and programme offer useful insights for policy development and management by other countries in the region.

This article addresses the issues regarding the use of the income redistribution mechanism as a tool for mitigating the living standards disparity among citizens. Finding the most effective tools at the level of public policy becomes imperative due to the increasingly higher socio-economic stratification among citizens. Therefore, the author studies the existing approaches to defining “income” and “living standards” terms in order to establish objective reasons for the continued growth of such an asymmetric socio-economic situation, as well as to identify key factors behind widening of such an income gap. The paper identifies the main patterns in the ratio of the studied categories, determines the indicators characterizing the level of income and analyzes the main values of such indicators in terms of the social and market approach. Following this analysis, the authors study all the regulatory metrics used for measuring living standards. These metrics represent an array of socio-economic indicators and minimum social standards funded from the budgets of different levels through the targeted financing of public regulatory obligations against state guarantees. The authors also identify the nature of such metrics and the main mechanisms of their implementation, as well as examine government control tools based on their use, including target programs and mitigatory actions being implemented with regard to socio-economic relations and aimed at improving the quality of life. In order to create conditions for mitigating the social-economic asymmetry, the authors define the “state budget system” term, which also includes social security. The researchers formulate the key public policy development areas, which will be instrumental in overcoming the income disparity among the economically active population.
