Significance Malian authorities on January 1 proposed a five-year delay to elections that were due to take place in February. The proposal came after Mali’s National Conference on Reconstruction formally recommended that the transition be extended by at least six months or up to five years beyond February. Impacts Despite army claims that soldiers are eliminating scores of jihadists, much of Mali's territory is outside government control. The now-confirmed presence of Russian military trainers may give the junta more bargaining power in negotiations on the electoral timetable. The government is weak on economic policy and will struggle to stem the rise in food prices.

In this chapter, three main approaches to creating a new, more stable monetary system, which is under wide discussion today, are considered in turn. First, the feasibility of reviving the use of gold as backing for currencies is a never-ending controversy, kept very much alive by those who argue that “In a crisis, there is nothing else.” Second, the rapidly growing use of the internet for decentralised finance or “DeFi” services is offering the public a growing range of new, reliable, low-cost financial services. Among these is the use of “crypto-currencies,” which are growing rapidly but which still suffer severe instability and uncertainty. Third, the world's central banks are developing their own internet-based currencies, known as central bank digital currencies (CBDC). However, these are unlike private crypto-currencies since their use would give government control over all transactions – a degree of power which would risk enabling tyranny.

The purpose of this study is to examine the effect of human resources, the government's internal control system and regional financial audits towards the quality of financial statements. The population in this study was all employees in the Office of the Regional Financial and Asset Management Agency (BPKAD) Riau Province whilst the sample was 116 respondents. The sampling method in this research is census sampling. The data used were primary data, which was completely done by using survey methods with questionnaires and the processing method used was multiple linear regression. The result of this study conveys that the variables of human resources, internal government control systems and regional financial audits affect the quality of financial statements.

This article investigates the governance of post-US invasion Afghan and Iraqi media systems by analyzing provisions pertinent to public broadcasting, licensing, and defamation in 14 laws and policy documents in the two nations. The author argues that the results point to a regime of regulatory ambivalence whereby state authorities have established an ontologically incongruent complex of legal and policy structures characterized by a simultaneous cohabitation of democratic and authoritarian tendencies. This ambivalence, born of struggles and contestations between state authorities, domestic civil societies and external supporters and donors, is a deliberate technology of media governance. The authoritarian tendencies of this regulatory regime have implications for media/journalists’ self-regulation as they are designed to curtail the agency of media institutions and journalists, and assert government control over speech and the flow of information.

The topicality of this article is due to the fact that the civil service is a special element of the governmental system of each state, the effective functioning of which provides the observance of constitutional rights and freedoms of citizens, consistent and sustainable development of the country. The purpose of the article is to conduct scientific research on the functioning and overall reform of government control and civil service in Ukraine and in developed countries of the world. The leading research methods are general scientific and specific research methods, including methods of logic, analysis, comparison etc. The results of this study are a comparative and legal analysis of the civil service institute construction in developed countries of the world, the identification of basic problems and consequences of reforming this field in Ukraine. The significance of the obtained results is reflected in the fact that this study may serve as a basis for outlining future changes to the current legislation of Ukraine on the functioning of the civil service and the protection of the rights and legitimate interests of civil servants

Just like the fight against discrimination or other injustice in its time, the sphere ofbusiness and human rights goes through the same stages: the experience of injustice is accumulated –a demand for release from the problem is formed, a demand for a more perfect reality – a requestfor new regulation arises.The article discusses the key issues for the theory of law, conditioned by the formation of thisnew reality. The starting point for consideration is the question of business as a direct addressee ofhuman rights requirements, that is, the operation of human rights without mediation by the state,since one of the defining reasons for the emergence of public expectations, embodied in the conceptof business and human rights, was the inability or in some cases of deliberate unwillingness of thestate to ensure corporate respect for human rights. This, in turn, raises the question of the powerinfluence of business on human rights and the need to revise the concept according to which privateactors in their relations are equal. The imperious nature of the influence of business also means thatthere is a revision of the social contract, the parties to which were previously considered society andthe state, and therefore the need to legitimize such power of business, substantive and procedural. Even in a situation where the state exercises effective control over the business operations, therequirement of legitimation is relevant, since there is a space free from state legal regulation. Objectively,the state cannot (and should not) regulate all aspects of the functioning of economic entities; thespace for self-regulation always remains. Business, by understanding its internal processes, is betterable to identify risks to human rights and minimize them. The state can only react to the violationof human rights that has occurred.The demand for business to fulfill its human rights obligations is particularly heightened ina situation where government control over its activities is absent or ineffective. Such situations arepossible in the case of a weak nature of state power or its inconsistent policy in the field of humanrights (in particular, investment projects may not be assessed by the state in terms of their impacton human rights) or in a situation of an undemocratic political regime, when the state itself violateshuman rights. and business is directly or indirectly involved in such violations. It is also possible thatthe state does not have sufficient leverage over business. Transnational corporations are a classicexample of this situation. The lack of effective state control can also be explained by the oligarchicstructure of the economy.Accordingly, the concept of business and human rights, being a response to modern challenges of“unfair social experience”, forces us to reconsider the classical views on the addressees of human rightsdemands, the mechanism of operation of the rule of law, the requirements of which should applyto private actors and, in general, to reconsider the social contract taking into account the significantimpact that business has on the organization of life in modern society.

Revealing the practice of the capital assistance system in coastal communities that are indicated to have deviated from the principles of social capital, and building an integrated model as a solution for improving fishermen’s low performance are the main objectives of this study. For this purpose, fishermen communities were chosen as the research sample. The research locations were focused on two provinces in Indonesia (Bengkulu and East Java provinces). Data were collected through observation, interview, and documentation methods. Discriminant and SEM/SmartPLS analysis methods were used to analyze quantitative data, while the descriptive analysis method was used to analyze qualitative data. The results show that the implementation of the capital assistance system by well-off fishermen (as capital providers) was proven to deviate from the principles of social capital because it was detrimental to small-scale/traditional fishermen. Six factors cause deviations in the capital assistance system: (a) the lack of “altruism cooperation” between well-off fisherman and small-scale/traditional fishermen; (b) mutual trust is not developed; (c) the powerlessness of the fishing community, which desperately needs funds for working capital; (d) government control is not effective; (e) the role of cooperative institutions (fisheries) as providers of funds/loan capital is still weak; and (f) an empowerment integrated model is considered capable of providing a comprehensive solution.

This study aims to determine the dynamics of taxpayer compliance from time to time by using a mathematical model. This study uses two analysis tools, namely differential equations, to create a model of taxpayer compliance and Moderated Regression Analysis to determine the effect of moderating government control on increasing taxpayer compliance. This study indicates that government control can reduce the number of non-compliant taxpayers by looking at the sensitivity index. The results of the sensitivity index of government control parameters can reduce the basic reproduction number. Statistically, it is also proven that the moderation of government control can strengthen the effect of awareness on taxpayer compliance by 82.5%.
