Abstract Unique regulatory requirements and scope of services within assisted living (AL) pose distinctive challenges to COVID-19 response. To identify COVID-19 issues specific to AL, we recruited stakeholders with expertise in AL operations, policy, practice, and research (n=42) to participate in remote interviews between July and September 2020. Using thematic analysis, we derived the following overarching themes: 1) Policymakers lack an understanding of the AL context; 2) AL administrators were left to coordinate guidelines with little support; 3) AL organizations faced limited knowledge of and disparate access to resources; 4) State-level regulatory requirements conflicted with COVID-19 guidelines resulting in confusion; and 5) AL operators struggled to balance public health priorities with promoting their residents’ wellbeing. To develop evidence-informed policy and avoid unintended consequences, AL operators, direct care workers, residents, and clinicians practicing in these settings should have opportunities to provide feedback through the policy development process, both state and national.

<p>The Official Information Act was passed into statute in 1982. Among the purposes of the Act is the enhancement and respect for the law and the promotion of good government. The aim of this paper is to detennine, from a participation perspective, the impact of the Official Information Act 1982 on the core public sector policy process. The paper starts with a background to the Act before reviewing the expected and actual impact of the Act, as outlined in the literature. The policy making process in New Zealand' s core public sector is considered, highlighting opportunities for participation. Participation theory is discussed.  The research involves a survey across the core public sector to gain general views of the impact of the Act on the policy development process. The results are used as the basis for three in-depth case studies of core public sector agencies. The conclusions are that while the Act is an important instrument of accountability, the success of the Act in enabling more effective participation is not so clear. While information is more readily obtainable, technocratic officials and Ministers keen to control information impact on the ability of citizens to participate. It is concluded that for the Act to be of maximum benefit education of officials and a loosening on the control of information will be needed.</p>

<p>After more than 30 years of feminist activism in New Zealand the government policy response to sexual violence continues to be highly contested. This thesis draws on archival material (both official and community records) to trace the competing discourses and agendas within the early policy development process. This process involved the pākehā and Māori women’s rights movements seeking to influence the ways in which the problem of rape was represented and responded to by government within the social policy context. Using Bacchi’s “What’s the problem represented to be?” methodology, the analysis of these discourses identifies the silences and assumptions, as well as the privileged government agenda that redefined, individualised and sought to professionalise the services for rape victims/survivors. I explore the perspectives of feminists involved in the movement and how tensions with the state may be seen to be reflected in the policy process, particularly through the emergence of neo-liberalism, the interplay between liberal and radical feminist views and in the highly contested area of rape education and prevention. Further, I consider how the problem of meeting cultural needs through social policy responses stalled, despite seeming state support for such responses through the 1980s and what it may be about the issue of rape itself and its connection to gender inequality that has contributed to a muted government response to the issue of sexual violence. In a postscript I briefly review current policy discourse and comment on how the focus on rehabilitation, the financial instability of services, lack of adequate provision of appropriate services for women and communities continue to be features of the sector today. I argue that a specific focus on rape education and prevention, critical for reducing the incidence of rape, continues to be severely under attended to, and that this in part reflects continued reluctance to address both the nature of rape and the need for wider structural change in addressing it.</p>

Purpose Providing higher education institutions (HEIs) with a tool for self-assessing their social responsibility (SR) that generates the information and knowledge necessary to a strategic approach to adopting the Green Paper recommendations about the SR of HEIs. Setting out the collaborative policy development process to construct the tool “Indicators of SR of HEIs” (ISRHEI).[AQ1] Design/methodology/approach After a literature review, including self-assessment (SA) tools and leading guidelines, a working group of 24 Portuguese HEIs was created to co-construct the ISRHEI tool, which was then subject to validation in a pilot study. Findings There are 34 indicators in the ISRHEI tool, structured by sequential levels according to the HEI alignment with SR (policies, procedures, practices and monitoring along a strategic continuum) hoping to achieve impacts on the organisational, educational, cognitive and social level. Originality/value This is an innovative and national policy development process for SR in Portugal. It gives insights into guiding documents, SA indicators for SR and the process of developing consensus on this topic amongst 24 HEIs in Portugal. The ISRHEI tool is tailored to the specific characteristics and level of development of HEIs.

This paper takes a retrospective view of the year 2020, with a focus on how Higher Education policy development was undertaken on a Transnational Education (TNE) program between the University of Glasgow (UofG) and the University of Electronics, Science and Technology in Chengdu (UESTC), China in response to the COVID-19 pandemic. It explores the approach to policy development under normal circumstances, contrasting this with the approach taken during the emergence of the epidemic and how the unfolding situation impacted on those policies. It demonstrates how the application of management tools for scenario planning and crisis management can be used effectively to develop a clear and prescriptive policy for staff. It also demonstrates how the use of such tools, combined with careful analysis and planning, can minimize disruption to student learning, teaching, and assessment. The paper then goes on to explain the creation and implementation of policies addressing three main areas: learning and teaching, Final Year Projects, and assessment. Finally, it reflects on the student and staff perspectives on the policies, considering how this information might be used to enhance the policy development process in future.

AbstractWhile the terms ‘sex’ and ‘gender’ represent distinct concepts, their influence may intersect as important determinants of health. Despite their influence in shaping individual health outcomes, there is often inaccuracy and inconsistency in the degree to which sex and gender considerations are integrated in the health policymaking process. This primary aim of this paper is to fill the gap in the current understanding of how sex and gender considerations are integrated in this process. A scoping review methodology was used with the objective of assessing the extent to which sex and gender were considered inclusively and comprehensively in established examples of health policy planning and development. One hundred seventy-five documents from the academic and grey literature were found to meet the inclusion criteria for this scoping review. The authors charted the data from these publications, assessing the ways in which sex and gender were incorporated in their policy development process. Five key findings were ascertained from this review: (1) the terms sex and gender are often used interchangeably; (2) the terms sex and gender are often used with a limited and binary scope; (3) the most inclusive and comprehensive documents included transgender and gender diverse populations; (4) there are significant variations in the degree of inclusivity and comprehensivity of these documents based on geographic distribution; and (5) documents published within the last 5 years were more inclusive than older documents. This paper concludes with an acknowledgment of the limitations of the study design, a summary of the findings, future research directions, and implications for policymakers.

Abstract Background Equity and inclusion are important principles in policy development and implementation. The aim of this study is to explore the extent to which equity and inclusion were considered in the development of Malawi’s National Disability Mainstreaming Strategy and Implementation Plan.Methods We applied an analytical methodology to review the Malawi’s National Disability Mainstreaming Strategy and Implementation Plan using the EquIPP (Equity and Inclusion in Policy Processes) tool. The EquIPP tool assesses 17 Key Actions to explore the extent of equity and inclusion.Results The development of the Malawi National Disability Mainstreaming Strategy and Implementation Plan was informed by a desire to promote the rights, opportunities and wellbeing of persons with disability in Malawi. The majority (58%) of the Key Actions received a rating of three, indicating evidence of clear, but incomplete or only partial engagement of persons with disabilities in the policy process. Three (18%) of the Key Actions received a rating of four indicating that all reasonable steps to engage in the policy development process were observed. Four (23%) of the Key Actions received a score five indicating a reference to Key Action in the core documents in the policy development process.Conclusion The development of disability policies and associated implementation strategies requires equitable and inclusive processes that consider input from all stakeholders especially those whose wellbeing depend on such policies. It is pivotal for government and organisations in the process of policy or strategy development and implementation, to involve stakeholders in a virtuous process of co-production – co-implementation – co-evaluation, which may strengthen both the sense of inclusion and the effectiveness of the policy life-cycle.
