Pelayanan publik adalah segala kegiatan pelayanan yang diselenggarakan oleh penyelenggara pelayanan sebagai upaya pemenuhan kebutuhan penerima pelayanan, Pelayanan publik ini menjadi semakin penting karena senantiasa berhubungan dengan masyarakat yang memiliki keanekaragaman kepentingan dan tujuan. Oleh karena itu penelitian ini bertujuan untuk mengetahui distribusi fungsi pelayanan kecamatan serta interaksi antar kecamatan pada setiap Satuan Wilayah Pembangunan (SWP) di Kabupaten Tegal. Berdasarkan hasil penelitian dari kedua masalah yang diperoleh bahwa Distribusi fungsi pelayanan menunjukan bahwa Kecamatan yang memiliki jumlah penduduk sedikit belum tentu jumlah fasilitasnya juga sedikit, dengan kata lain terjadi ketidakmerataan fasilitas di Kabupaten Tegal. Tingkat interaksi menunjukan bahwa Kecamatan yang memiliki jumlah tingkat interaksi tertinggi adalah Kecamatan Margasari, dan Kecamatan yang memilki jumlah Interaksi Terendah adalah Kecamatan Talang, Keterkaitan antara Distribusi fungsi pelayanan dengan Interaksi antar wilayah menunjukan semakin rendah jumlah fasilitas suatu Kecamatan maka semakin tinggi tingkat interaksi dengan Kecamatan lainnya, hal ini terjadi karena untuk memenuhi kebutuhan suatu daerah, maka daerah tersebut harus mengakses fasilitas daerahlainnya Public service is any service activity organized by service providers as addressing the needs of service recipients, public services have become increasingly important because it is always in touch with people who have a diversity of interests and goals. Therefore, this study aims to determine the distribution of the service function and interaction among sub-districts in each Regional Unit Development (SWP) in Tegal regency. Based on the research results obtained from the second issue that the distribution of the service function indicates that the sub-district which has a population of a little bit is not necessarily the number of facilities are also a little bit, in other words going inequality facilities in Tegal regency. The level of interaction indicate that the Regency which have the highest number of population is Margasari Regency, and the Regency that have the lowest number of interaction is Talang Regency. The relevance between the service fuction distribution with the interaction between region indicate that the number of facilities a district is lower, then the level of interaction with other Regency is higher. It happened because to fulfill the requirement a region, so that region have to access the facility of other regions.

Equal Opportunities in the Field of Sports - An Investigation of History, Environmental Factors, Facility Network and Organisational Circumstances in Cross-Country Skiing and Canoeing in FinlandServices in the field of sports as a public service and as a voluntary-based civil initiative are developing on the grounds of national, regional history, environmental factors, and governmental policy, which then educate expert personnel, provide directly or induce indirectly finance for operation and facility construction. In this article the authors analyse whether equal opportunity exists in practising cross-country skiing or canoeing in Finland. Finland is one of the richest countries in Europe when it comes to natural space. The legislative basis to practice nature-based, outdoor recreational and competitive sports is laid down in the "Everyman's Right". Both of the examined sports have a long history in Finland. The weather and environment are more than suitable for practising either of these sports. The facility network is well developed for cross-country skiing but insufficient for canoeing. A magnitude difference to be found in the popularity of the two sports. By utilising the historical and natural resources and bettering organisational effectiveness, development has broad perspectives in canoeing.

Objectives: In this study, with Gulou District, Xuzhou City, Jiangsu Province in eastern Chinataken as the research object, the coupling coordination model between the two subsystems, namely smoke-free city communitypublic servicefunction and street space vitality, was constructed based on the principle of synergy theory. Next, the measurement system of street space form in the research area was established with the aid of urban basic information data provided by the open data platform and the GIS technology. Furthermore, the related system was evaluated by the entropy method and the spatial syntax, and the results of multi-dimensional systematic evaluation indexes were visualizedby introducing the grid method. Finally, the internal coupling coordination relationship between smoke-free city communitypublicservice function and street space vitality was revealed to assistant smoke-freepublic service space design and optimisation and guide fine smoke-freecity planning practice. The following results were obtained. Population density and spatial integration are important evaluation indexes for measuring the coupling between public service function and street space vitality. Therefore, appropriate residential density and street traffic vitality are the key to promoting the development of community public service space. In view of this, this study can provide a quantitative basis for the construction of smoke-free public environment in healthy cities.

Journalism(s) at the margins have often been perceived to focus exclusively on public service obligations.The motivation for this lies in the inability and/or unwillingness of mainstream public service and commercialmedia to provide a range of civic programming that caters to the needs and interests of diverse groupsin society. This research, however, shows that evolving socio-political and socio-economic circumstanceshave had a considerable impact on contemporary marginal journalism(s). Whilst a commitment to publicservicegoals remains perceptible, this article makes two key arguments. First, the changing conditionsin which journalists at the margins operate increasingly compel them to embrace mechanised journalisticroutines associated with mainstream media, thereby compromising their public-service function. Secondand following on from the first point, marginal journalism(s) have devised innovative media strategies tocope with the evolving circumstances in a manner reminiscent of the concept of the “third sector”. Thisevidence – based on data gathered through ethnographic research at three selected case study organisations- provides us with an enhanced understanding of current trends in this field. The article highlightsthese developments and in doing so, makes a contribution to the development of a conceptual frameworkof contemporary marginal journalism(s).
