Analysis on the Coupling Relationship between Smoke-Free City Community Public Service Function and Street Space

Objectives: In this study, with Gulou District, Xuzhou City, Jiangsu Province in eastern Chinataken as the research object, the coupling coordination model between the two subsystems, namely smoke-free city communitypublic servicefunction and street space vitality, was constructed based on the principle of synergy theory. Next, the measurement system of street space form in the research area was established with the aid of urban basic information data provided by the open data platform and the GIS technology. Furthermore, the related system was evaluated by the entropy method and the spatial syntax, and the results of multi-dimensional systematic evaluation indexes were visualizedby introducing the grid method. Finally, the internal coupling coordination relationship between smoke-free city communitypublicservice function and street space vitality was revealed to assistant smoke-freepublic service space design and optimisation and guide fine smoke-freecity planning practice. The following results were obtained. Population density and spatial integration are important evaluation indexes for measuring the coupling between public service function and street space vitality. Therefore, appropriate residential density and street traffic vitality are the key to promoting the development of community public service space. In view of this, this study can provide a quantitative basis for the construction of smoke-free public environment in healthy cities.

According to the characteristics of human resources managers’ competency and the research of relevant literatures at home and abroad, a competency evaluation method of human resources managers based on multi-granularity linguistic variables and VIKOR method is proposed. Firstly, the evaluation indicator system based on the competency of human resources managers is constructed. Then, by converting the evaluation information of different experts in different granularity to the same granularity by two-semantics, the comprehensive evaluation values can be obtained by integrating information of different experts. Further, the objective weights of the evaluation indexes were determined by the entropy method and an evaluation method were proposed based on the VIKOR method. Finally, an application example is given to illustrate the evaluation procedures of the developed approach and to demonstrate their practicality and effectiveness.

CCTV cameras have an important function in the field of public service, especially for convenience. The objects recorded through CCTV cameras are processed into information to support service satisfaction in the community. This study uses the function of CCTV for people counting from objects recorded by a camera. Currently, the process of detecting and tracking people takes a long time to detect all frames. In this study, the frame selection into keyframes uses the mutual information entropy method. The keyframes processing uses the Histogram of Oriented Gradient (HOG) and Kalman filter methods. The proposed method results F1 value of 0.85, recall of 76 %, and precision of 97 % with winStride parameter (12,12), scale 1.05, and the distance of the human object to CCTV 4 meters.

The basic principle of matter element analysis theory was applied to establish the multi-level extensible evaluation model of advanced public transportation system. First, evaluation index system was established from three aspects, the transit technology level, economic benefit, social benefit and environmental impact. Then, according to the characteristics of evaluation indexes on different levels, entropy method and AHP was respectively used to determine the index weight value. Grade of evaluation was given by calculating relational degrees by layers. Finally, APTS in a city was studied as an example, and improvement measures were put forward. The method is proved to be reasonable and valid.

Reasonable black-start scheme is of great significance to power system restoration. The entropy method and improved analytic hierarchy process algorithm are applied in evaluation indexes determination. Compared to the traditional algorithm, it takes into account the objectivity of reality and the subjectivity of human experience and adjusts both relative importance by a impact factor. It dose.t need the optimization calculations. At the same time, the fuzzy consistent matrix is applied to improve the traditional analytic hierarchy process, avoiding the consistence problems. Finally, compare the pros and cons of each program by calculating the comprehensive evaluation index to achieve the program’s full sort. The calculation process is simple, the efficiency is obviously improved and the availability of the method is validated through an example.

Purpose City investment companies (CICs) in China, set up and funded by the government, are playing an important role in the construction of urban infrastructure in China. The purpose of this paper is to analyze the structural risk of diversified project financing of CICs and explore its key influencing factors. Design/methodology/approach The best worst method (BWM) is used in this study to empirically analyze and quantitatively study the optimization of the structural risk of diversified financing of CICs. Findings In this study, the structural risk of diversified financing of CICs has been clearly defined, and its key evaluation indexes, including the structure of projects, the structure of financing, asset-liability ratio, earnings before interest and tax margin, the rate of return on capital and the ratio of long-term debt and short-term debt, have been determined. What is more, a comprehensive evaluation system of the structural risk of diversified financing has been established. Originality/value This study has established a comprehensive evaluation system of the structural risk of diversified financing. Based on the validated systematic evaluation, comparison and ranking of the structural risk of diversified financing of CICs by using the BWM, the ranking results can help investors to select the CICs with small structural risk of diversified financing to invest.

Patent protection is a critical aspect of sustainable technology innovation, which is currently facing the challenge of patent risk. This study aimed to help enterprises prevent and avoid patent risk in a global view of technology innovation, and to propose a systematic evaluation model for patent risk. By combining the entropy method with the analytic hierarchy process (AHP), this study constructed an analytic hierarchy model of patent risk. Some indexes in the model were selected based on the summary of prior literature, and other indexes were selected according to experts’ communication, which helped us to generalize the patent risk as comprehensively as possible. The AHP evaluation results determined the weight and relative materiality for each risk factor, which were contained in a criteria layer and a sub-criteria layer. The entropy method integrated the evaluation weights of different experts’ opinions. By dividing the risk factors into three categories, namely “high”, “medium”, or “low”, according to the priority degree, the risk priority ranking was obtained. Suggestions are discussed regarding support for enterprises in dealing with patent risk that may occur during international trade or other commercial activities.

The ultimate goal of social marketing is to change the behavior, attitude, concept, and so on of target audiences. For the public welfare organization, the basis of its service project design is the organization's mission and location. The key to achieve the organizational mission is to be able to lock the service objects and respond to the needs of service objects effectively. This research is based on the theoretical framework of social marketing and based on the questionnaire survey and analysis of the advocacy effectiveness and problems of service objects of the 327 public service organizations in China. Using the Delphi method and the entropy method, the 6P model of social marketing for service objects advocacy in the field of domestic public welfare practice is concise, and a new operational mechanism for service objects advocacy of public welfare organizations is proposed to implement the mission and value of public welfare organizations and contribute to the change of service objects.
