Social Housing for Workers in Industrial Zones in Vietnam - Concepts and Practical Solutions towards Sustainable Development. The Case Studies of Hanoi City

Economic growth associated with the rapid industrialization and urbanization over the past 30 years since Doi Moi (Reform) has facilitated the establishment and development of many industrial zones (IZs) in major cities of Vietnam. The high concentration of IZs in the largest cities has attracted millions of industrial laborers and created large migration waves from rural to urban areas. Establishing and improving the living environment of workers have become a huge pressure for the Government and local authorities across the country to deal with. Although the Government has issued numerous policies and incentives to encourage and support housing development for factory workers, there are still many conflicts and challenges in policy implementation. Through observational and questionnaire surveys supported with in-depth interviews of experts in urban planning and management, the research aims to understand clearly the context of social housing development for IZ workers in Vietnam recently, to demonstrate outstanding characters of different types of housing for factory workers as well as crucial issues related to social housing and informal housing for factory workers. Furthermore, the research proposes solutions including legal institutions, management mechanisms, industrial worker housing database establishment, and basic technical solutions (planning and spatial organization) in order to find out some appropriate concepts for social housing targeted at industrial workers and then to achieve social sustainable development.

Official housing statistics project an increase in households by 3.8 million in England between 1996 and 2021.1 In its Strategy for Sustainable Development in the UK, the Government declared its aim to offer everyone the opportunity of a decent home.2 But where are all these new households to go? Housing accounts for about 70% of the consumption of greenfield land by urban development and while in 1991, 10.6% of England's land area had been built upon, this is likely to rise to 11.9% by 2016, if current trends continue.3 The pace at which land is being consumed by urban development is considered as one of the major threats to the achievement of sustainable development,4 which requires the ‘prudent use of natural resources’, a principle to which the Government has also committed itself.5 Consequently, sustainable development requires using as little previously undeveloped land for new development as possible. One way to reduce the land use of housing is to build as many new dwellings as possible on previously developed land.6 Therefore in 1995 the Government set a target of 50% for the proportion of additional homes in England to be built on previously developed land, or provided through conversions7 of existing buildings.8 In 1998 the target was increased to 60% by 2008.9 However, development on brownfield land will not always be the best solution considering the environmental impacts of the development as a whole. The location of housing, for example, is a crucial aspect in determining the creation of needs for energy (another very important sustainability issue). It can be assumed that housing development within existing urban areas is generally more sustainable in energy terms, as it reduces the need for transportation and higher densities of dwellings require less energy for space heating.10 Therefore, the aim should be to increase the amount of new housing development on brownfield land within urban areas. This article examines which obstacles need to be overcome and which instruments are available to achieve the governmental target.

Since Doi Moi (Reform) policy in 1986, Vietnam has experienced rapid urbanization and economic growth. Urbanization has resulted in increasingly high housing demand in the urban areas but this has largely unmet, especially housing for low-income people. Development of social housing for low-income and under-privileged people in cities has been seen as an urgent and important task of the government to pursue stable social and economic development. Low-income people are most vulnerable to environmental impacts and in need of energy-efficient houses to reduce their cost of living. Eco-social housing is seen as a solution to protect the natural environment as well as to boost local economy, improve living conditions particularly for low income people. Through preliminary assessments of three social buildings at three distinct regions of Vietnam, this paper found that despite many challenges, eco-social housing is a solution to Vietnam's needs in providing houses with adequate living conditions to low-income people while protecting the environment and achieving sustainable eco-social development in the long run.

Any country’s environmental problems are related to the level of its economic development, the availability of natural resources and the lifestyle of its population. In India, rapid growth of population, poverty, urbanization, industrialization and several related factors are responsible for the rapid degradation of the environment.  Environmental problems have become serious in many parts of the country, and hence cannot be ignored.  The main environmental problems in India relate to air and water pollution particularly in  metropolitan cities and industrial zones, degradation of common property resources which affect the poor adversely as they depends on them for their livelihood, threat to biodiversity and inadequate system of solid waste disposal and sanitation with consequent adverse impact on health, infant mortality and birth rate. In India, efforts are being made on for the environmental management in a sustainable manner..  At all levels of education provisions have been made for the knowledge of environment and its conservation.  In the country many centres are providing special training for environmental management.  The programmes of environmental awareness have been launched through media.  India is an active member of International Organizations concerning environment.  Several programmes are going on under UNEP.  The Government has recently started emphasizing the combined use of regulatory and economic instruments for improving environmental quality.  There is a need for coordination between government agencies, NGOs and the public for the proper management of environment quality and to achieve sustainable development in the country.

The reuse of industrial zones is becoming one of the determinants of sustainable urban development, which ensures the effective use of urban areas, taking into account the principle of their integrated development. However, the modern urbanized environment has serious environmental problems, which limits the active use of the redevelopment tool. The conducted research of the implemented redevelopment projects showed that their main share is accounted for the construction of apartments and housing, multinational complexes, creative spaces and offices. The results of the cluster analysis of the territories of Russia allowed the authors to identify the most promising regions for redevelopment.

This scientific research was conducted to find out the description of the implementation of the Regional Regulation on Regional Spatial Planning in realizing environmentally sustainable development in Bengkulu Tengah Regency. The focus of this research is on the implementation of the policy of providing Green Open Space in the development of urban areas, namely the City Parks that have been built. The method used in this study uses descriptive qualitative methods with a case study approach. Data analysis is based on techniques commonly used in communication messages, namely data collection, data classification, data interpretation and meaning of research results. The results of the study were viewed from four aspects, namely the determination of zoning, licensing issues, choice of incentives and disincentives, and community participation. From this aspect, it is known that in the construction of City Parks as a form of implementation of the policy of providing Green Open Space in the development of urban areas in Bengkulu Regency, the principle of environmentally sustainable development has not been maximally realized. First, the determination of City Park zoning is carried out unilaterally by the government without coordinating with the community. Secondly, the issue of licensing where the construction of the City Park permit location is unknown to the public. Third, the choice of incentives and disincentives provided by the government is still too small and does not prioritize the interests of the community. Finally, the participation of the community in the construction of the City Park is still very lacking because the government is not transparent regarding the development planning that will be carried out.

Low cost housing in Jakarta – Indonesia is provided by the government for low-income people in urban areas, in line with the program to redevelop or renew slum areas or densely populated neighborhoods for supporting sustainable living environment in urban area. Sustainable living environment will be achived if people who live in low cost housing have the culture which support and apply green principles. The purpose of research is to give knowledge about the change of life-cycle and life stage of low-income people as the first residents as long as they stay in vertical housing, and their culture to green principles. The research objectives are to determine the characteristics of residents as urban people and the factors which influenced, to know how their culture to apply green principles. The research was conducted at four low cost housing in Jakarta. The results showed that currently the families still have characters as informal-traditional, nuclear family and extended family. The residents generally are as employee or entrepreneur in informal sector, and still as low income family. Demographic, socio-culture, and economic are the factors which influenced life-cycle and life stage of low-income people as urban society. People who live in low cost housing still have traditional culture which support to green principles.

Introduction: In Vietnam, the government has invested in monitoring stations in a few big cities like Hanoi and Ho Chi Minh City, which have transportation centers and industrial zones, to assess and predict levels of air pollution. However, the main disadvantage of installing monitoring stations is the cost of investment for operations, maintenance, and equipment. It is also time-consuming to collect and analyze the results. Therefore, it is generally not suitable for the country as a whole. Methods: Using mosses to monitor air quality brings qualitative and quantitative data with simple, environmentally-friendly economic methods. Mosses have particular biological characteristics that make them very suitable adsorbents for a wide variety of chemical elements. When used as transplants like moss bags, allow them to monitor a highly dense sampling network of any site easily. Mosses are bioindicators, plants with artificial roots. Results: In this study, moss bag and native moss were the two methods used to evaluate the accumulation of trace elements in air through Barbula Indica. Observations showed that both methods could detect the same elements: Al, Si, P, S, Ca, Ti, V, Cr, Mn, Fe, Co, Ni, Cu, Zn, Br, Rb, Y, Sb, Ba, Pb, and U. However, the accumulation of the elements in native moss is higher than in moss bag. The main reason is that the absorption efficiency of native moss in air-deposited elements is higher than in moss bags. Conclusion: Moss bags have been used most extensively and successfully in urban areas, where vegetation samples are either unobtainable or are poorly located to the source. These areas can lack moss, or the native moss simply does not grow during the dry season.

The population in urban areas continues to increase while the land owned is limited which results in slum settlements in urban areas. Slum settlements in Medan City often appear in areas where buildings should not be allowed, such as in watersheds. Deli River as a large river that divides Medan City, there are still many slum settlements in the watershed. Management of slum settlements based on sustainable development is needed to provide a long-term impact, especially for the preservation and restoration of the function of the Deli River. This study aims to analyze the management of slum settlements based on sustainable development indicators in achieving sustainable development, namely ecological sustainability, economic sustainability, socio-cultural sustainability, political sustainability, and defense and security sustainability. The research method used is descriptive qualitative. Sources of research data by collecting primary data through interviews and secondary data through documentation and observation studies. The management of slum settlements based on sustainable development in the Deli watershed is still not optimal in terms of ecological sustainability, economic sustainability, and defense and security sustainability. Meanwhile, socio-cultural sustainability and political sustainability are quite optimal. The government must manage slum settlements based on sustainable development through an approach with the community and provide viable housing alternatives so that people do not live in watershed areas.

A smart city is a high-tech urban living environment in which innovative solutions are embedded in its constituent elements and processes to improve its quality and living standards. The concept of a smart city is aimed at sustainable development of urban areas and offers technology as a tool for solving problems in the field of planning, design, integrated engineering landscaping, as well as in the provision of urban services to the population. The article discusses the contents of the smart city concept, which reflects the main directions of the curriculum of the master's program «Sustainable Smart City». Its main purpose is to prepare urban planners who have professional competencies in the development of smart cities in the implementation of urban processes.
