This scientific research was conducted to find out the description of the implementation of the Regional Regulation on Regional Spatial Planning in realizing environmentally sustainable development in Bengkulu Tengah Regency. The focus of this research is on the implementation of the policy of providing Green Open Space in the development of urban areas, namely the City Parks that have been built. The method used in this study uses descriptive qualitative methods with a case study approach. Data analysis is based on techniques commonly used in communication messages, namely data collection, data classification, data interpretation and meaning of research results. The results of the study were viewed from four aspects, namely the determination of zoning, licensing issues, choice of incentives and disincentives, and community participation. From this aspect, it is known that in the construction of City Parks as a form of implementation of the policy of providing Green Open Space in the development of urban areas in Bengkulu Regency, the principle of environmentally sustainable development has not been maximally realized. First, the determination of City Park zoning is carried out unilaterally by the government without coordinating with the community. Secondly, the issue of licensing where the construction of the City Park permit location is unknown to the public. Third, the choice of incentives and disincentives provided by the government is still too small and does not prioritize the interests of the community. Finally, the participation of the community in the construction of the City Park is still very lacking because the government is not transparent regarding the development planning that will be carried out.

Abstract: The city park is an example of a Public Open Space that is owned by the City Regional Government that is used for the benefit of the general public. The existence of the park as a form of public space in urban areas is closely related to the urban landscape system as a whole. A good landscape system is an indicator of an orderly and sustainable city. Basically the problem of the number of parks that are not visited due to lack of public knowledge about parks, theories / terms that develop among the public about city parks so that it forms certain perceptions that are usually contrary to the reality and behavior / behavior of users / users of the park. Discussion of the level of park preference will determine the factors that are of interest to the community in its utilization so as to maximize the function of the park. This study uses a quantitative paradigm with a rationalistic postpositivistic approach. The technique can use statistics, including grouping data, tabulating data, and presenting data based on variables, as well as performing calculations to answer the problem formulation, to test the hypothesis. Based on the results of the conclusions analysis are as follows: Factors that influence people's preference for the use of Purwodadi city parks are coherence variables (harmony, sustainability, feasibility), complexity (number, variety, uniqueness, difference), mystery (curiosity and uniqueness) , legal (ease and familiarity). Where seen from the beta coefficient value the highest value is coherent to the mystery. This means that coherence is the strongest factor that influences people's preferencesKeyword: Preference, City Park Abstrak: Taman kota merupakan contoh Ruang Terbuka Publik yang dimiliki oleh Pemerintah Daerah Kota yang digunakan untuk kepentingan masyarakat umum. Keberadaan taman sebagai bentuk ruang publik di daerah perkotaan sangat berhubungan dengan sistem pertamanan kota secara keseluruhan. Sistem pertamanan yang baik menjadi indikator suatu kota yang teratur dan berkelanjutan. Pada dasarnya permasalahan banyaknya taman yang tidak dikunjungi karena kurangnya pengetahuan masyarakat tentang taman, teori/istilah yang berkembang dikalangan masyarakat tentang taman kota sehingga membentuk persepsi tertentu yang biasanya bertentangan dengan kenyataan dan perilaku/ behaviour user /pengguna taman tersebut. Pembahasan tingkat preferensi taman akan menentukan faktor yang diminati masyarakat dalam pemanfaatanya sehingga dapat memaksimalkan fungsi taman tersebut. Penelitian ini menggunakan paradigma kuantitatif dengan pendekatan postpositivistik rasionalistik. Tekniknya dapat menggunakan statistik, meliputi pengelompokan data, mentabulasi data, dan menyajikan data berdasar variabel, serta melakukan perhitungan untuk menjawab rumusan masalah, hingga menguji hipotesis.Berdasarkan hasil analisis kesimpulan adalah sebagai berikut: Faktor-faktor yang mempengaruhi preferensi masyarakat terhadap pemanfaatan taman kota Purwodadi adalah variabel koherensi (keselarasan, keberlangsungan, kelayakan),  kompleksitas (jumlah, variasi, keunikan, perbedaan), misteri (rasa ingin tahu dan keunikan), legal (kemudahan dan keakraban). Dimana dilihat dari nilai koefisien beta yang tertinggi nilainya adalah koheren terhadap misteri. Artinya koherensi adalah faktor terkuat yang mempengaruhi preferensi masyarakatKata Kunci: Preferensi, Taman Kota

ABSTRACT The city of Surabaya as a metropolitan city is experiencing a rapid development revolution to meet heterogeneous public demand, which is certainly a concern for the city government. As a metropois city that is growing rapidly in economic development, of course it is also followed by a rapid population as well. The rapid development also still considers environmental aspects and the beauty of the city of Surabaya, so the government is expected to provide public space or Green Open Space (RTH) that can be utilized by the community. In Law No. 26 of 2007, the need for the provision and utilization of green open space with a proportion of the area set at least 30 percent of the total area of the city. RTH is utilized as a public space and by Surabaya Mayor B Risma is built a public facility in the form of a city park, which is an active park and its facilities in the city of Surabaya. RTH service efforts are also being intensified by the Surabaya City Green and Open Space Agency at present. The number of vacant lots in the middle of the city is now used as city parks and urban forests, and there are dozens of city parks owned by Surabaya City. Therefore, it is necessary to conduct research to determine the impact, benefits, influence and satisfaction of the community towards this policy. From the results of the analysis and discussion it is known that the Sports Facilities, Wifi Area, Street Vendors, and Recreation Areas variables have a positive influence on people's satisfaction. Where the city park as a public space part of green space has a contribution of 89.5% to the satisfaction of the community, with the facilities contained in the city park. Therefore Surabaya Mayor B Risma's program builds public facilities in the form of city parks, namely active parks and their facilities in the Surabaya city area, which are very significant and beneficial to the public. Keywords: kepuasan publik, taman kota (Sarana Olahraga, Area Wifi, Pedagang Kaki Lima /Kuliner, Tempat Rekreasi), Ruang Publik.

This study aims to identify the Green Open Space of Manado City and to study the Green Open Space in Manado City by comparing with the determination of green open space based on Law No. 26 of 2007 article 29 on spatial planning. The study was conducted from February to Jully 2017, using secondary data. Secondary data were obtained from the Central Bureau of Statistics (BPS) of Manado City, and the Office of the Regional Development Planning Board (BAPPEDA) of Manado City. Data analysis used is availability analysis, requirement analysis (by area), and adequacy analysis. The results showed that the availability of public green space in Manado City has not reached the target or 20% for public open space and in Manado City there are only 2283,25 hectares or around 14,51%, while for private Green Open Space in Manado city is very wide as 10223, 57 hectares or around 63,01%, has exceeded up to six times the private Green Open Space target of 10%. For that presumably the government can regulate the spatial related to Green Open Space in an effort to improve environmental quality in Manado City, especially in public green space that is still less than the target.

In the face of new global challenges, the economic and social significance of territorial problems in the Russian Federation has received a different, extremely acute meaning. The crisis and shortage of the budgets of most of the municipal formations in the country predetermine the shift of problems of ensuring sustainable development of urban areas from theory to practice. The purpose of this study is to develop a methodology for determination of the priority directions for the city's industrial development. The paper analyzes the principles of sustainable development in the field of urban planning and spatial planning, outlines the mechanisms for stimulating economic growth in cities and the ways to determine the priority directions of the city's industrial development. The authors carried out a practical testing of the proposed methodology on the example of the city of Penza. Recommendations for a more complete use of the potential of the machine-building industry are developed.

AbstractEnvironmental problems in urban areas are a problem that never stops. That every community needs a healthy life, but this seems difficult to become a reality for urban communities because the population continues to increase every year so that land conversion occurs which results in increased air and water pollution. Therefore, the central government hopes that each region or region can provide RTH 30% of the city area. The purpose of this study is to analyze the enforcement of the City Forest Regulations in Surabaya and to find out the efforts of local governments in fulfilling urban forest land in urban areas. This study uses a normative juridical method. As part of RTH, the development of urban forests in Surabaya is very much needed by the community, therefore cooperation between the government and the community is needed in the management and development of urban forests. Fulfillment of urban forest areas in Surabaya can be done by maximizing the form of urban forest that has been regulated based on the City Forest Regulation, either in the form of channels, groups or scattered.Keywords: city forest; green open space; urbanAbstrakMasalah lingkungan hidup diwilayah perkotaan merupakan masalah yang tak kunjung berakhir. Tujuan dilakukannya penelitian ini adalah untuk menganalisa pemberlakuan Perda Hutan Kota di Surabaya serta mengetahui upaya pemerintah daerah dalam memenuhi lahan hutan kota pada wilayah perkotaan. Penelitian ini menggunakan metode yuridis normatif. Sebagai bagian dari RTH, pengembangan hutan kota di Surabaya sangat dibutuhkan oleh masyarakat oleh karenanya diperlukan kerjasama antara pemerintah dengan masyarakat dalam pengelolaan dan pengembangan hutan kota. Pemenuhan luasan hutan kota di Surabaya dapat dilakukan dengan mamaksimalkan bentuk dari hutan kota yang telah diatur berdasarkan pada Perda Hutan Kota, yakni dapat dengan bentuk jelaur, mengelompok maupun menyebar.

The density of a city affects the power to build an area. Regional development has a large impact on compaction and land cover on an area. This will certainly affect the reduced availability of open land, especially green open space (GOS) in an area. At the mandate of the government through Law No. 26 of 2007 concerning spatial planning it is required that within an area the availability of green open space be 30% of the total area. Badung Regency need for green space with a minimum area standard / capita of 0.3 m2 will obtain the area of ??green park needs of the City of 18,900 m2. The need for green space is then initiated by the Government of Badung Regency that the procurement will be followed by the provision of public space functions in the form of city parks. In the provision of green space in the form of city parks, a study of locations that will be used as city parks is needed. This location study begins by looking at locations that have potential by looking at accessibility, social, cultural, economic, and physical conditions as well as permits and regulations related to the land status. Therefore, it is deemed necessary to conduct a site study using the Analytical Hierarchy Process (AHP) method. That way it will be easier to conclude and determine the best location as a function of green open space as well as public open space in the form of city parks. The purpose of this study was to find out the utilization of green open space by looking at the aspects of socialfunctions in the form of recreational activities of park users towards the existence of Taman Monumen 45 Banjarsari(Monjari) city park in Surakarta City. The object of this research is users with various social functions in the form ofactivities in City Parks in Surakarta City, namely, Taman Monumen 45 Banjarsari (Monjari). Data retrieval techniquesuse information collected, namely information and data relating to social functions of City Parks in Surakarta City. Thisinformation and data is obtained from various sources, in the form of magazines, scientific journals, websites (internet)and books that are relevant to the object of research. The analytical method used in this study uses explorative descriptiveanalysis. Conducted by observation, observation of the social function of the existence of city parks on user activities byanalyzing user activity activities that occur outside and inside the city park in the monument of Taman 45 Banjarsari(Monjari). The study was conducted to find out the social functions (user activity) that occur for five days (Tuesday toSunday) starting from morning (07.00 - 09.00 am), afternoon (12.00-14.00 am), and afternoon (15.00 - 17.00 pm) to showthe city park good quality and ideal in the city park.

In Indonesia during the rainy season floods often occur in urban areas, especially in a very densely populated areas. Central or local government has always suffered huge losses due to widespread flooding and paralyze all activities of the city. So many environmental issues that can cause flooding and the problem has become very complex. By doing assessment study deeply it can be seen that there are 7 (seven) causes flooding, namely: there is not environmentally sustainable development; The lack of a clean lifestyle in the general public; The lack of planning and maintenance of good drainage; The lack of consistency from the authorities in Spatial Planning and Regional; The absence of good conservation programs in balancing environmental of water; Iand subsidence; and very high rainfall intensity. Therefore it is necessary for serious efforts to address the flooding problem through: The consistency in environmentally sustainable development; Clean lifestyle in the community; The application of the concept " Water front City "; The application of the concept " One River One Management "; Making Infiltration; Prevention of Land Subsidence by Groundwater Injection manner; and Improved coordination of all stakeholders. Keywords: Causes flooding, options in handling flood problem.

Local diversity through site-dependent activities such as tourism and resource-based recreation, as well as resource extraction, may offer opportunities for regional development and restructuration. The small number of open spaces in urban areas is a factor in the considerably high pressure of life in the city center. Therefore, the existence of public open spaces in the city center, especially green open spaces in urban areas, is needed because of its function and role as a place for socialization and recreation as well as an alternative rest area with its fresh air in the midst of hectic activities in the city center. Public open space also serves as a place for people to relieve fatigue after a long hard work at a very low cost. This research aims to analyze the effectiveness and the efficiency of the management of the Environmental Study Tourism Park in the City of Probolinggo. The management of urban forest in the former “red are” idle land for ecological, educational and socio-economic purposes as a manifestation of public green open space in urban areas is developed into an Environmental Study Tourism Park. Based on the results of research on the performance of the government/management in providing services to the community regarding environmental education information is considered to be good enough because it is supported by certified experts in accordance with their fields and provide convenience to the community/educational institutions in terms of visiting and learning flora and fauna.

This study is intended to explore the public perception, especially visitors of a city park to express their aspirations. Data collection techniques that was employed in this research are observation, questionnaire and interview and literature study. The results showed that the general public perception of the city park in the city of Bandung is quite good, but other respondents have opposite perception. They perceive that the management of city parks are not well maintained, less clean and incomplete in infrastructures, and the maintenance of the park is still incidentally maintained by agency managers. Secondly, there is a fact that there are no institutional system that can accommodate all stakeholders in the management of city parks. It is therefore important for the government of Bandung to immediately review the policies regarding the city park by considering participatory programs with existing policies. The review identifies various other policies needed
