Decision making is a condition that must occur at various top management levels and sometimesinterventions or conflict of interest occur in making decisions. Preference Ranking for Organization Method forEnrichment Evaluation (PROMETHEE) is a method that can be used to help decision makers in this case thebest student selection decision at a university. Tests carried out using the PROMETHEE method can produce acomplete ranking by eliminating the low value of each process in the PROMETHEE method and by developapplication using programming language it’s much faster to get decision.

Abstract In recent decades, decision support system has been constantly growing in the field of transportation planning. PROMETHEE (Preference Ranking Organization METHod for Enrichment Evaluation) method is an efficient decision-making support deployed in case of a finite number of criteria. It provides a partial ranking through PROMETHEE I and a complete ranking with PROMETHEE II. This outranking methodology is characterized by the elimination of scale effects between criteria and managing incomparability with the comprehensive ranking. However, PROMETHEE does not provide guidance to assign weights to criteria and assumes that decision makers are able to allocate weights. This review presents an overview of PROMETHEE models applied in transportation and points out the found gaps in literature.

Health is a state of well-being of body, soul and society that enables everyone to live productively socially and economically. Therefore, health is the most important element in human life. Health is closely related to economic conditions. factors that affect human health such as healthy food and drinks, a healthy environment and healthy living habits will be fulfilled. Conversely, if a bad economy will make it difficult for individual people to meet some of these factors, if these conditions are ignored, the individual community will find it difficult to improve their health. The problem that occurred at Galang Health Center was the unsatisfactory selection of KIS (Kartu Indonesia Sehat) participants. the selection of KIS (Kartu Indonesia Sehat) participants requires a decision support system (DSS) to speed up and make it easier to make decisions. Decision support systems are used to assist decision making in an organization to facilitate decision making. Where no one knows exactly how decisions should be made. The Promethee method (Preference Ranking Organizational Method for Enrichment Evaluation) is a method used to determine priority (order) in multi-criteria analysis. With the Promethee method, the problem of choosing KIS (Kartu Indonesia Sehat) participants is feasible to use in this study, the stages of research carried out in this study are starting from data collection, problem analysis, method analysis, design and testing of applications to be built, the purpose of this research is to solve the problems of the participants. KIS (Kartu Indonesia Sehat), which have been unsatisfied in terms of the decision of KIS (Kartu Indonesia Sehat) recipients. The results showed that of the three KIS (Kartu Indonesia Sehat) participants who were tested, there were two participants who deserved KIS (Kartu Indonesia Sehat) based on the results of the assessment of the five criteria used so that the calculation results using the Promethee method showed that the net flow from each of the alternatef is -1 for alternative 1 and 0.2 for alternative 2 and 0.8 for the third alternative.

This paper presents a new hybrid decision-making support method (New Hesitant Fuzzy AHP-QFD-PROMETHEE II Method), which jointly uses the Analytic Hierarchy Process (AHP), the Quality Function Deployment (QFD) and the Preference Ranking Method for Enrichment Evaluation (PRO-METHEE II), as well as the Hesitant Fuzzy Linguistic Term Sets (HFLTS) to capture hesitation and aggregate divergent opinions from different experts. A real application of the new method to a packaging design selection problem for an automotive company is described, finding that AHP assisted in determining the importance of QFD’s customer requirements (CRs) and PROMETHEE II was used to select the best packaging design. With this same problem, for the purpose of validating the proposed method, a comparative analysis was made with the use of the Hesitant Fuzzy AHP-QFD-TOPSIS method and also with the traditional AHP-QFD-PROMETHEE method, which makes it impossible to capture the hesitation of decision makers. The result showed similarity in the rankings of design alternatives found in the three methods application. The proposed method proved advantageous for solving problems that can generally be solved with the QFD House of Quality but have serious difficulties when decision makers have divergent opinions and hesitate in evaluating criteria and alternatives.

ABSTRACT Determination of the landing beach becomes a must for the Marine Forces of the Indonesian Navy as an element of the landing forces in order to carry out the task of amphibious operations in particular to determine the ideal landing beach location for the successful implementation of the task. Requirements on the determination of ideal landing beaches should be in accordance with predetermined parameters and serve as an important component in determining the weighting value of landing beach selection criteria. This study aims to determine the location of landing beaches by using the Preference Ranking Method Method of Organization for Enrichment Evaluation (PROMETHEE) combined into the Borda method. The research stages started from determining the value of criterion preferences to the landing beach alternative options analyzed by PROMETHEE method then processed again in Borda method. The PROMETHEE method is used to analyze individual decisions of decision makers, while the Borda method is used to manage group decisions from the PROMETHEE method of ranking. The use of both methods is a solution to generate more objective group decisions so as to obtain a ranking result against the selection of logical amphibious landing beaches and have an objective value in accordance with accurate data and greatly assist decision-makers to solve multi-criteria problems. From the results of this study can be seen that the location of the selected beach is the most feasible to serve as the location of landing beaches in amphibious operations is Beach 3 with a weighted value of 0.389.  Keywords: Amphibious operations, the landing beach, Decision Support Systems, PROMETHEE, Borda

From the viewpoint of human resource management, personnel selection is one of the more important issues for enterprises in a high-level competitive environment. In general, many influence factors, quantitative and qualitative, affect the decision-making process of personnel selection. For considering qualitative factors, decision-makers cannot always easily judge the suitable degree of each applicant. Under this situation, this research proposes a systematic decision-making method based on computing with linguistic variables. First, unsuitable applicants are filtered by considering the quantitative information of each applicant. At this stage, technique for order of preference by similarity to ideal solution (TOPSIS) and entropy methods are aggregated to eliminate unsuitable applicants in accordance with their closeness coefficient values. Second, experts (or decision-makers) use different types of 2-tuple linguistic variables to express their opinions of suitable candidates with respect to qualitative criteria. At this stage, we consider different preference functions in the preference ranking organization method for enrichment evaluation (PROMETHEE) method to calculate the outranking index of each suitable candidate. Next, we aggregate the closeness coefficient and outranking index of each suitable applicant to determine the ranking order. In order to illustrate the computational processes, an example demonstrates the practicability of the two-phase personnel selection method. The benefit of the proposed method is as follows. (1) It reduces the time for reviewing and evaluating the huge numbers of applicants. (2) It avoids subjective judgment by experts to determine the weights of all criteria. Finally, conclusions and contributions are discussed at the end of this paper.

A way to minimize uncertainty and achieve the best possible project performance in construction project management can be achieved during the procurement process, which involves selecting an optimal contractor according to “the most economically advantageous tender.” As resources are limited, decision-makers are often pulled apart by conflicting demands coming from various stakeholders. The challenge of addressing them at the same time can be modelled as a multi-criteria decision-making problem. The aim of this paper is to show that the analytic hierarchy process (AHP) together with PROMETHEE could cope with such a problem. As a result of their synergy, a decision support concept for selecting the optimal contractor (DSC-CONT) is proposed that: (a) allows the incorporation of opposing stakeholders’ demands; (b) increases the transparency of decision-making and the consistency of the decision-making process; (c) enhances the legitimacy of the final outcome; and (d) is a scientific approach with great potential for application to similar decision-making problems where sustainable decisions are needed.

Increasing population growth also contributes to the increasing need for homes or dwellings as basic human needs. Many ways people do to meet these needs, among others, by buying from someone else, building it yourself or by buying a house in a housing developer. Houses besides being a basic human need, it is also used as an indicator of one's success and as an asset for business development and an increase in the economic value of the owner. Prospective home buyers certainly have criteria that are considered in choosing a house. Many of the existing criteria are often followed by the availability of more than one choice of the house to be able to meet these criteria. Therefore, the writer tries to try to make a Decision Support System in a Home Purchase that will later help prospective home buyers in deciding which house to buy. The decision-making method used in this system is an analytical hierarchy process (AHP) as a form of decision-making model that is suitable for multi-criteria and multi-alternative problems with the main input being human perception. Combined with the Borda method which is one method of group decision making that can combine the results of perceptual analysis (the results of AHP analysis) from several decision makers. it is necessary to have a group decision-making technique (group decision support system). So that the resulting home purchase decision can be accepted by all decision makers (family). The article discusses the issues of improving the efficiency of decision support activities on a relatively large amount of information. The research relevance is associated with the increasing complexity of control objects, which leads to a decrease in the efficiency of decision-making based on the personal experience of decision-makers, up to complete impossibility. The purpose of the ar-ticle is to analyze the problems faced by decision-makers and the creation of methods to improve the effectiveness of decision-making in typical situations. The article examines the main compo-nents of the intelligent subsystem of the decision support system, which require the use of analytical tools, and also forms the methods interaction structure necessary for the effective formation of sce-narios of information support for decision making. To achieve the goals, a decision support method based on an intelligent component was used, which is aimed at creating an effective infrastructure to sup-port decision-making; methods of identification and categorization, designed to implement the most accurate and correct comparison of the characteristics (state) of the observed situation and the characteristics of a typical situation stored in the knowledge base; correlation methods aimed at finding dependencies between the characteristics of situations and scenarios to solve problems associated with these situa-tions; a method for constructing subject qualimetry, used to form a predictive model to assess the degree of compliance of the selected scenario for solving the current situation. As a result, it was de-termined that an important aspect of decision-making in typical situations is the most accurate identification of the state of the situation, the choice of the best scenario for implementing the solu-tion for this situation and the analysis of the consequences of the selected set of measures. To solve these problems, a method for identifying a situation, a method for finding solution scenarios and a qualimetric method for predicting the effectiveness of the selected scenario have been formed. The article concludes that decision-making activities based on the accumulated experience can be im-proved by using the proposed methods and implementing a decision support system with an intelli-gent component.

The Precise Consistency Consensus Matrix (PCCM) is a decisional tool for AHP-Group Decision Making (AHP-GDM). Based on the initial pairwise comparison matrices of the individuals, the PCCM constructs a consensus matrix for the group using the concept of consistency. This paper presents a decision support system (PRIOR-PCCM) that facilitates the construction of the PCCM in the context of AHP-GDM, and the calculus of four indicators that allows comparison of the behaviour of group consensus matrices. PRIOR-PCCM incorporates the possibility of considering different weights for the decision makers and includes a module that permits the extension of the initial PCCM which can achieve the minimum number of non-null entries required for deriving priorities or establishing a complete PCCM matrix. It also includes two cardinal indicators for measuring consistency and compatibility and two ordinal indicators for evaluating the number of violations of consistency and priority. The paper introduces some new visualisation tools that improve comprehension of the process followed for obtaining the PCCM matrix and allow the cognitive exploitation of the results. These original contributions are illustrated with a case study.
