Designing a fire prevention inspection system in buildings is very necessary, to determine the level of reliability. The fire prevention management system uses the following criteria: precautionary measures and preventive supervision against fire hazards. The assessment of the system design is carried out by means of a questionnaire for respondents who understand / are experts in fire problems, and the application of the system design uses direct surveys and questionnaires to the building manager. The assessment is carried out at the smallest level. Analysis of the building reliability inspection system in fire prevention using the Analytical Hierarchy Process (AHP) method, the criteria used are: prevention, limitation and extinguishing against fire. The fire prevention management system uses the following criteria: precautionary measures and preventive supervision against fire hazards. The results of the reliability inspection of the Ki Hadjar Dewantara Mako Kodiklatal building in Surabaya with a value of 94.06% indicated that the reliability system was in the "Less Reliable" category for fire hazard prevention.   Keywords: Inspection, fire prevention, reliability.

Mechanical engineering corps of Indonesian Naval Cadets Department in charge of producing professional Engineering Corps Officers with knowledge and skills in the field of Indonesian Navy logistics management and warship engine engineering. There were still some of the obstacles that exist in the Study Program will certainly have an impact on the performance displayed by the graduates in their duties. This study used the IPA (Importance Performance Analysis) method to see the performance of graduates, the SWOT (Strength, Weakness, Opportunities and Threat) method in formulating strategies and the ISM (Interpretative Structural Modeling) approach in determining priorities and strategy mapping with the aim of producing a roadmap of chosen strategy. The results showed that the mapping of the position of the performance attributes of graduates in the Quadrant Analysis and the level of satisfaction at the level was quite satisfied with a satisfaction score of 63.6%. By using ISM method approach, five levels of hierarchical structure are generated to be used as a reference in determining the roadmap for the professional development strategy of the engineering corps of Indonesian Naval Cadets.   Keywords: Engineering corps of Indonesian Naval Cadets Department, IPA, SWOT, and ISM

Historical facts show that in their heyday, the kingdoms in the archipelago such as Majapahit and Sriwijaya were maritime kingdoms with enormous power. With the ability to project their military power on and through the media of the sea, the two great empires were able to control the entire archipelago and even abroad. Although the government has declared Indonesia as the world's maritime axis, in its implementation there are several obstacles and among them are related to the culture of border communities who still do things that are contrary to the laws and regulations in Indonesia. The object of the research in this study is focused on the culture of the Indonesian people who are on the border area of ​​Indonesia and the Philippines in the province of North Sulawesi, which has hundreds of years and for generations, has a relationship with the Filipinos. So that by examining the variables related to the culture of border communities, it will be possible to determine the best maritime policy that can have positive implications for Indonesia's national security. This study aims to obtain a conceptual model that can present the cultural influence of border communities on the Indonesian government's maritime policy and its implications for Indonesia's national security, this model is needed as a basis for determining maritime policies that can have positive implications for strengthening Indonesia's national security. The conceptual model and framework are based on quantitative descriptive analysis method by describing the relationship between the variables and the indicators of each variable. The results of the study show that there is a significant influence between X1 (social culture of border communities) and Y1 (Maritime Policy), there is no significant effect between X2 (Economic activities of border communities) and Y1.   Keywords: Social culture, economic activity, illegal activities, maritime policy, national security.

The United Nations (UN) was founded on October 24, 1945 or after World War II ended. At the time of its establishment, the UN consists of 51 member countries and continues to grow until now it has 193 members. The birth of the UN was motivated by the failure of The League of Nations because it could not realize the desire of its founders to create peace throughout the world by preventing war. After World War I, it turned out that World War II was still followed. The UN is considered successful in preventing a widespread war so that until now there has been no World War III. However, in the current situation, wars in several parts of the world have recurred, such as in Syria, Palestine, Azerbaijan and others. The existence of the UN as a universal organization that maintains peace is again being questioned. Indonesia as archipelagic country, needs strong maritime sector security. The Indonesian Navy in Law Number 34 Year 2004 has been given the mandate to safeguard the sovereignty of the Republic of Indonesia. The Armada II Command as Kotamaops annually carries out Military Operations Other Than War (OMSP) which is carried out under the command of Guspurla and Guskamla. Intelligence information regarding the estimated threat / contingency that will occur is very influential on decision makers in operational planning. With the contingency provided by the intelligence staff, it is necessary to have an appropriate marine operation modeling. In a multi-operation operation, it is necessary to have a supporting attribute, that is, a base ship. The purpose of this study is to formulate an operation modeling using the selection of a headquarter ship which is preceded by the determination of contingency priorities. This study uses MCDM which consists of MCDA and MCDO which uses the integration of the Delphi method, AHP, Fuzzy weighting, Goal programming and linear Integer-Zero one programming. Based on the processing of Delphi and AHP, in determining the threat of OMSP, it is influenced by the number / intensity of incidents of 20.4%; impact of Ipoleksosbudhankam 29.4%, Capabiity 38.2% and involvement factor of 12.1% where national jurisdiction marine security operations are selected as the first priority. Meanwhile, in the selection of the headquarters ship which functions to coordinate the KRI in carrying out sector patrols, using the FWH and IGP, the KRI was chosen as the Sigma class to be the headquarters ship. This modeling uses 22 of the 24 KRI that have been allocated by obtaining an increase in the optimization of the coverage area and fuel savings.. Population problems in Indonesia is still important and complex issues that must be resolved. Indonesia has the fourth largest population after China, India and the United States. Uncontrolled population growth will cause problems, such as lack of employment opportunity, unemployment and increased crime. To solve these problems, the government through BKKBN (The National Population and Family Planning) increase the promotion of Family Planning (KB) with the slogan "two children are enough". To support the success of KB program, the government is introducing Kampung KB program. Based on description, this research will be investigated how the grouping of villages based on KB supporting indicators as basic mapping for formation Kampung KB in Surabaya, because Surabaya is the second largest city in Indonesia after Jakarta. The variables used in this research are contraceptive prevalence rate/ CPR, the survival rate of contraceptive use, mix contraceptive, unmet need, the number of pra prosperous and prosperous I familyies, the number of toddler, the number of elderly, long-term contraceptionon method, the number of male participation KB, the number of women of childbearing age, the number of patriarch by employment status, the number of patriarch by education level, the number of population, and the number of teenagers marriages under 20 years old. The results show that using cluster hierarchy analysis and cluster non hierarchy analysis, the optimum grouping is 4 groups. Keywords: Population, KB program, Kampung KB.

A project of base facility is a kind of routine developing in Indonesian Naval. In this developmentt is necessary to develop methods in measuring performance and evaluating project time through a more accurate critical path feature. The research problem statement is how to evaluate the project schedule related to the time and cost of the Indonesian Navy's facility construction project by conducting a case study as a study for project scheduling at a later stage. The research objective is to identify the critical path of the project through network analysis, determine the factors that cause delays and how to overcome them, and calculate the time effectiveness and cost-efficiency of the project based on the calculation of scheduling acceleration. In this study, project performance measurement was carried out using the Earned Value Method (EVM) and network analysis using the Precedence Diagram Method (PDM). The solution to overcome delays with the crashing project method. The results of the discussion identified 15 critical path activities. The factor causing the delay is the delay in activities on the critical path due to the low level of productivity of the workforce group. The crashing method through additional 2 hours/day overtime can solve the problem of delays so that project implementation can be accelerated from the implementation of 256 working days to 226 working days (11.72% effectiveness) with the initial project cost of Rp. 74,316,727,585.00 reduced to Rp. 72,152,162,704.00 (2.91% efficiency). It will be measurable and reasonable in responsibility when it was suitable with the target.   Keywords : Network Analysis, Naval Base, and Project Development.

Every single country of this world wants to enlarge and optimize their territory. It causes every single country get competition to strengthen their country. In the other side they want some comfort condition, the condition is free from anxiety and the ability to predict threats, is a situation esired by all citizens. Not yet optimal in countermeasures and predicting the direction of the threat. The need for innovation in the method of determination according to the current state. Research based on the Decision Support System (DSS) trying will provide a solution in determining the predictor of the threat state. Using the Profile Matching method researchers try to map the profiles of countries located in the region. Providing problem solving by modifying the Profile Matching method is to start with delphi method in obtaining the determining criteria of research and weighting it with Borda technique. The criteria and weighting as the constituent criteria of the threat predictor country's strength profile, followed by the role so that the names of the threat predictor countries in Southeast Asia are obtained. The determination of the predictor state will facilitate in countermeasures or deal with it as well as provide actual information of where the threat comes from and the disertor criteria where the country can be weakened by Indonesia.   Keywords: Strategic Position, threat, Southeast Asia Country, Profile Matching, Borda Method.

One of the Main Duties of the Indonesian Navy (TNI AL) is to enforce the law and maintain security in the marine area of ​​national jurisdiction in accordance with the provisions of national law and international law which are then manifested in Marine Security Operations (Opskamla) The Indonesian Navy Base is one of the Opskamla components. which functions to project the strength of the Indonesian Navy to the area of ​​operation and provide ongoing administrative and logistical support to ensure the operational continuity of the elements of the Navy, carry out capacity building and conduct limited maritime security operations in the context of enforcing sovereignty and law at sea and carrying out coordination, regulation base defense. In the alternative selection of the Indonesian Navy Base in the Koarmada II work area, this study uses a combination of AHP and Topsis methods, the hierarchical structure modeling in the AHP method is influenced by the criteria and sub criteria, while for Topsis it is used as a ranking of the best alternative TNI AL bases as the initial position for Operation activities Marine Security The results obtained from the alternative weighting of the Indonesian Navy bases in sequence are the Banjarmasin Navy Base with a weight value of 0.959 more priority to be selected as a base for handling criminal offenses at sea, then the Nunukan Navy Base weight value 0.643 Palu weight value 0.589, Kendari weight value 0.333 Sangata has a weight value of 0.301, Kota Baru has a weight value of 0.265 and finally Toli-Toli has a weight value of 0.237.   Keywords : Opskamla, Naval Base, Selection of bases, Indonesian Archipelago Sea Lanes (ALKI II), Analytical Hierarchy Process (AHP), Topsis.

Organizational performance plays an important role as a measure of the success of an organization or company. To achieve this success, organizational performance is influenced by many factors, including transformational leadership and organizational culture itself. The purpose of this study was to determine the effect of these two factors on organizational performance. The population of this research is all employees in a company of 94 people with the sampling technique using the total sample. Based on data processing with the SPSS Version 19.00 statistical program, it proves that partial hypothesis testing for transformational leadership and organizational culture variables is proven to affect organizational performance, this explains that the better the leadership and organizational culture are implemented, the more it can improve organizational performance. independent of organizational performance can be seen in the value of R Square of 33.1% and the rest is influenced by other variables not examined in this study. This shows that leadership and organizational culture have an important role for success in motivating employee work, which ultimately has an impact on organizational performance.   Keywords: Organizational Performance, Transformational Leadership, Organizational
