This position paper provides a review of the current European research vessel fleet, its capabilities and equipment, assessing its ability to support marine science across the globe now and into the future. It particularly looks at current and future capabilities in the context of deep sea and Polar research. It also takes a wider vision, assessing the importance of these vessels in the ocean and earth observing landscape. This review includes not only technological but also human capabilities, looking at training needs for crew and technicians to ensure they can continue to deliver on critical science needs. It also considers the ways in which the current European fleet is managed.This Position Paper sets out recommendations for how the fleet will need to develop in the future to ensure that it will continue to provide the same high level of support to science globally, as well as highlighting ways in which management could be made more efficient. It is aimed at national- and European-level policy makers and funders, as well as the marine science community and the research vessel operator community.

Research vessels and their equipment are one of the most reliable means we have of accessing diverse marine environments to conduct research. The ocean and its inhabitants play a significant role in the changes facing the globe, and developing our understanding of marine ecosystems is therefore more important than ever. Marine research infrastructures are critical for supporting the continued development of marine scientific evidence. Given their importance, a review of the current European fleet and its capabilities was conducted, with information also gathered on fleet management and operation, and on training.This Policy Brief outlines why we need research vessels, explaining the multiple roles they play in supporting marine science and ocean observing. It presents an overview of the current European fleet and its capabilities, including specialized capacity to conduct research in deep-sea and Polar regions. It highlights the importance of transnational access for European researchers within this context. It also briefly outlines the concerns around training for vessel crew, marine technicians and shore-based staff. It then presents the main recommendations of EMB Position Paper 25, which are applicable to the research vessel and marine science communities, national and Euoprean funders and to policy makers. This publication summarises the main messages and recommendations of the recent EMB Position Paper 25 on “Next Generation European Research Vessels: Current Status and Foreseeable Evolution”, which was produced in collaboration with the European Research Vessel Operators (ERVO) community. The Position Paper provided a comprehensive look at the current research vessel fleet in Europe, updating the findings and recommendations of EMB Position Paper 10 from 2007 on “European Ocean Research Fleets - Towards a Common Strategy and Enhanced Use”.

During the late 1970s and early 1980s, despite growing political, scientific, and popular concern about the prospect of melting glaciers, sea-level rise, and more generally, climate-induced societal instability, American high-level science advisers and administrators, scientific committees, national and international scientific organizations, and officials within the Carter administration engineered a politics of restrained management of climate risk. Adopting a strategy of restraint appeared optimal not because of a pervasive disinterest in or ignorance of the potentially catastrophic consequences of climate change. Rather, this administrative decision was rooted in widespread skepticism of the public’s ability to regulate their panic given popular dissemination of alarming scenarios of the future. Their concerns were not epistemic; they were sociopolitical. Broad-based appeals to moderation directly informed both scientists and the administration’s eventual decision in 1980 to minimize executive involvement. Despite some environmentalists’ and scientists’ calls for a more proactive position aligned with their ethical perspectives about the future implications of climate change, these linguistic cues of moderation became powerful heuristics that helped shape and anchor assessments of climate risk, calibrate scientists’ advice to policy makers, and regulate public apprehension about climate risk. Ultimately, officials within and outside the science community concluded that the likely short-term costs incurred from immediate action to curb fossil fuel emissions were greater than the social and political costs incurred from maintaining what was considered to be a tempered approach to climate governance in the near-term.

The networking approach to the World Wide Web is defined not only by the exploration of architecture, but also by the confirmed need for interrupts. Given the current status of authenticated archetypes, steganographers dubiously desire the analysis of scatter/gather I/O. the focus in this position paper is not on whether Moore's Law can be made concurrent, distributed, and pervasive, but rather on proposing an analysis of 32 bit architectures (Grange). It is concluded that, using probabilistic and interactive information and based on relational modality, the machine system and kernels are verified, which is widely used in the future.

This paper is not a formal review of hill farming literature. Rather, it is my view on the critical challenges and changes that we need to deal with if mixed livestock farming on hill lands is to be successful over the next 20 years. It is my hope that industry leaders, policy makers and agribusiness managers will give consideration to these views. Some people say that it is not smart to look into the rear-vision mirror, but I do not agree. Having a better understanding of the consequences of past events can help guide future decisions and changes.

This study aimed to investigate the conditions in which Bitcoin has developed as a leading cryptocurrency and, according to Nakamoto (2008), could become an instrument for everyday payments around the world. In comparison to other digital payment solutions, Bitcoin is based on a peer-to-peer electronic cash system using “the blockchain”. This innovative technology allows for decentralised storage and movement of currency in a fully anonymous way, introducing advantageous methods for encrypted security and faster transactions (Hagiu & Beach, 2014). Scepticism regards Bitcoin’s foundation, energy consumption and price volatility, however, did not take long to arise (Holthaus, 2017). Ten years from its white paper release, Bitcoin is further supported by the same drivers which could sustain its growth as the future of digital payments (Russo, 2018). In order to investigate the key drivers and feasibility of acceptance, a London based survey was used to understand the desirability of Bitcoin as a day-to-day tool for digital payments. Additionally, this research analysed Bitcoin’s stakeholders and forecast drivers of sustainability for its application to become the future of the payment industry. A space which relies on policies that involve multiple layers of society, governments, regulators and tech-firms, all on a global scale. The findings confirmed how the increasing lack of trust of political and financial institutions, coupled with the increasing cases of data-breaches by tech-firms, encouraged over 70% of respondents to consider more decentralised and anonymous methods for their day-to-day actions; like payments. Policy makers need to cope with societies increasingly separating politically but gathering together digitally (LBS, 2017). For Bitcoin to truly establish itself as a global digital payment solution, key stakeholder acceptance must converge alongside the introduction of more robust regulation.

Leonid Efimovich Rodin (1907-1990) was a graduate of Leningrad state University. To him, the future is known geobotanica, happened to a course in Botanical geography is still at the N. A. Bush. His teachers were also A. P. Shennikov and A. A. Korchagin, who subsequently headed related Department of geobotany and Botanical geography of Leningrad state University. This was the first school scientist. And since the beginning of the 30s of XX century and until the end of life L. E. was an employee of the Department of geobotany of the Komarov Botanical Institute (RAS), where long time worked together with E. M. Lavrenko, V. B. Sochava, B. A. Tikhomirov, V. D. Alexandrova and many other high-level professionals, first continuing to learn and gain experience, then defining the direction of development of geobotany in the Institute and the country as a whole.

This article examines the development of legislation to create a federal designation for Asian American and Pacific Islander (AAPI) serving institutions. Specifically, the article draws from interviews with nineteen policy makers, congressional staffers, and community advocates in order to address their motivations for establishing this designation and the related challenges that they encountered. Besides the complexities of ushering legislation through Congress, one of the major challenges highlighted includes the lack of political infrastructure for advocating Asian American issues related to education. Recommendations for the future sustainability of federal support for AAPI serving institutions are also discussed.

As procurement organizations increasingly move from a cost-and-efficiency emphasis to a profit-and-growth emphasis, flexible data architecture will become an integral part of a procurement analytics strategy. It is therefore imperative for procurement leaders to understand and address digitization trends in supply chains and to develop strategies to create robust data architecture and analytics strategies for the future. This chapter assesses and examines the ways companies can organize their procurement data architectures in the big data space to mitigate current limitations and to lay foundations for the discovery of new insights. It sets out to understand and define the levels of maturity in procurement organizations as they pertain to the capture, curation, exploitation, and management of procurement data. The chapter then develops a framework for articulating the value proposition of moving between maturity levels and examines what the future entails for companies with mature data architectures. In addition to surveying the practitioner and academic research literature on procurement data analytics, the chapter presents detailed and structured interviews with over fifteen procurement experts from companies around the globe. The chapter finds several important and useful strategies that have helped procurement organizations design strategic roadmaps for the development of robust data architectures. It then further identifies four archetype procurement area data architecture contexts. In addition, this chapter details exemplary high-level mature data architecture for each archetype and examines the critical assumptions underlying each one. Data architectures built for the future need a design approach that supports both descriptive and real-time, prescriptive analytics.
