This executive summary consolidates findings from a smart city environmental scan (E-Scan) and five case studies of smart city initiatives in Canada. The E-Scan entailed compiling and reviewing documents and definitions produced by smart city vendors, think tanks, associations, consulting firms, standards organizations, conferences, civil society organizations, including critical academic literature, government reports, marketing material, specifications and requirements documents. This research was motivated by a desire to identify international shapers of smart cities and to better understand what differentiates a smart city from an Open Smart City.

This paper presents the evaluation of usersХ experiences in three intelligent lighting pilots in Finland. Two of the case studies are related to the use of intelligent lighting in different kinds of traffic areas, having emphasis on aspects of visibility, traffic and movement safety, and sense of security. The last case study presents a more complex view to the experience of intelligent lighting in smart city contexts. The evaluation methods, tailored to each pilot context, include questionnaires, an urban dashboard, in-situ interviews and observations, evaluation probes, and system data analyses. The applicability of the selected and tested methods is discussed reflecting the process and achieved results.

The aim of this chapter is to interrogate and diagnose the concept of smart cities as it has been applied to Sub-Saharan Africa (SSA) in a bid to decrypt the opportunities and challenges characterizing its manifestation in space and actuality. The chapter is a product of the critical engagement of scholarly work that compares the best practices in the development and promotion of the smart city concept against those practices that are antithetical and retrogressive in light of this good cause. To crystallize the realities, the chapter makes use of case studies that speak to these contrasting experiences. Case studies in SSA reveal differential practices with South Africa emerging as a country doing very well relative to others in the region. Some cities, especially the small and intermediate ones, fail to break even in terms of the revenue collections. This is partly because they have failed to attract investment in the form of industries or retain them because of politically induced instabilities.

One of the main motives for creating this article was to explore the importance of cultural aspects in building smart city approaches. The aim of this article was to obtain answers to three research questions, the answers to which made it possible to identify the elements of multiculturalism that affect the development of smart cities, to find out how multiculturalism affects smart cities and how to manage diversity. The ambition was to create and organize the most important findings into a comprehensive framework. To achieve this goal, secondary analysis methods were used by examining the literature and case studies of best practices from Europe, North America, and Asia. The choice of case studies was conditioned by the placement of smart cities in four global indices (smart city index, Arcadis, IESE and global power index), the existence of a multicultural strategy and elements of successful diversity management, including positive effects and possible limitations. In addition, methods of analysis, comparison and summarization were used. Effective diversity management acts as an accelerator of the sustainable development of smart cities. The results of the analysis of the case studies serve as a basis for recommendations and the creation of a proposed general model, whose task is to simplify the adoption of intelligent concepts, which creates space for the specification of local or cultural conditions of the country. Testing the model in practice is the subject of the following research activities of the authors.

This research paper investigates the ways in which health was talked about and addressed in Infrastructure Canada’s Smart City Challenge. Using the Smart City Challenge applications as the basis of the research, and two as in depth case studies. The main critiques of Smart City Technologies, as well as the concept of Co Creation, and a Performance Measurement Framework were used to identify if the applications could improve, how and if citizens were engaged meaningfully, and where in the healthcare system will the proposed technologies make measurable improvements. Findings from the study indicate there needs to be: greater protections for individual privacy, greater resident engagement/involvement, having health and wellbeing as core nets of a smart city challenge, and greater protections for indigenous data sovereignty. If these recommendations are taken into account, they will lead to more robust applications in the next iteration Smart City Challenge, and will provide invaluable steps towards greater national data guidelines.

Recently proliferating ‘smart city’ building efforts have lent themselves well to interpretations through the lens of the policy mobilities literature. Applying this perspective, studies have insightfully shown how policymaking centred around smart cities is at once a messy, networked process stretching across scales, while also manifesting itself in concrete practices shaped by territorial–regulatory contexts. Informed by empirical research on smart city policies in Hungary and the Netherlands, this paper argues that the policy mobilities approach tends to overemphasize the global and the local. Notwithstanding the transnational circulation of smart city ideas, the national scale continues being reproduced by these ideas as a relevant scale of urban regulation, discursive framing and strategy-making under globalization. To acknowledge this, and to move towards a more decidedly multiscalar perspective on actually existing smart urbanisms, it is suggested that we incorporate the national scale, understood as a relational set of practices and discourses, more explicitly into our analysis. Insights from the Hungarian and Dutch case studies are used to illustrate the manifold ways in which the local embedding of the globally mobile smart city concept is shaped by the national scale, as well as how the national itself is being renegotiated in this process.

Purpose This study aims to discuss the transformational effect of the smart governance concept, which is one of the complementary elements of the smart city concept and to explain the change in governance structures according to the developments in information and communication technology. Design/methodology/approach In this study, the case study as one of the qualitative research methods is preferred, and smart city models of Barcelona, Amsterdam, Kocaeli and Ankara are examined. Findings In the research, scientific studies in the academic literature were evaluated according to the content analysis, and as a result of this analysis, the cities examined were grouped as “beginner,” “medium” and “advanced.” In the group, the characteristics of smart cities and the services they offer were taken into account. In this context, smart governance methods and their transformational effects are analyzed. Originality/value The most important contribution of this study to the literature is to identify the important characteristics of developed and successful smart city initiatives and to encourage their application to other developing world cities as a best practices model.

The diversity of smart city case studies presented in this special issue demonstrates the need for provincialised understandings of smart cities that account for cities’ worlding strategies. Case studies drawn from North America, South America, Europe, the Middle East and Asia show that ‘the smart city’ takes very diverse forms, serves very diverse objectives, and is embedded in complex power geometries that vary from city to city. Case studies are a critical strategy for understanding phenomena in context, yet they present their own epistemological and ontological limitations. We argue for a more-than-Global-North smart city research agenda focused on the comparative analysis of smart cities, an agenda that foregrounds the conjunctural geographies of relationships and processes shaping these cities.

<p><b>Local governments are innovatively applying smart city technology to resolve challenges in their jurisdictions. These challenges commonly relate to environmental sustainability, infrastructure, and transportation, and result in novel discourses within local government strategies and operations, such as Smart Environment, Smart Infrastructure, and Smart Mobility. Driven by the success of these discourses, local governments seek further solutions through converging the smart city technology with other disciplines. The next likely convergence is with the heritage discipline, subsequently producing the Smart Heritage discourse. Academic literature records that Smart Heritage is an emergent yet unformed discourse that is on the verge of application within local government. Smart Heritage presents opportunities to converge historical narratives with the automated and autonomous capabilities of smart technology. However, due to its novelty, the local government sector has no guidance on delivering Smart Heritage within strategies and operations. Therefore, this thesis comprehensively explores and defines the Smart Heritage discourse and addresses Smart Heritage's delivery within local government strategies and operations.</b></p> <p>The original contributions to knowledge in this thesis are the first thorough definition of Smart Heritage in academic literature and the production of Smart Heritage Principles, which direct the delivery of Smart Heritage within local government. This thesis firstly defines Smart Heritage through an investigation into the nascent patchwork of academic literature at the intersection of the smart city and heritage disciplines. This definition establishes the discursive framework for the subsequent inquiry into how to deliver Smart Heritage in local government organisations. In this inquiry, the researcher conducts three case studies on local governments in Australia: Broken Hill City Council, the City of Melbourne, and the City of Newcastle. In each case study, the researcher analyses strategic smart city and heritage documents and then interviews their smart city and heritage advisors regarding strategic and operational convergences between the disciplines. The researcher then synthesises the resulting data into cross-case key considerations that contextualise a base understanding of how local governments deliver Smart Heritage. Using this understanding, the researcher conducts a second round of interviews and synthesis that, in turn, produces the refined Smart Heritage Principles. The researcher validates the principles’ relevancy and applicability through an additional case study with Wellington City Council in New Zealand.</p> <p>The research finds that Smart Heritage in the academic literature is nascent yet organically forming around a shared discourse between the smart city and heritage disciplines. As a result, there are numerous understandings of Smart Heritage. Nevertheless, these understandings agree that Smart Heritage convergences historical contextual narratives with automatic and autonomous technologies and advances from the passive Digital Heritage discourse. The case studies find that there is a foundation for Smart Heritage within local government through strategic documents that share similar focuses and advisors who seek multi-disciplinary convergences. However, the disciplines’ overlapping is not explicitly recognised in strategic documents and operational models, leading to inadequate financial and staff resourcing of Smart Heritage and inefficient cross-disciplinary initiatives in local government. The research identifies four thematic key considerations that address delivering Smart Heritage within local government; recognition, delivery, resourcing, and innovation; and proposes four Smart Heritage Principles for local governments to follow in order to deliver the discourse. The researcher presents the principles in an industry-ready document at the end of the thesis.</p> <p>The implications of this research are the increased visibility of Smart Heritage as an academic discourse and support for the delivery of Smart Heritage within local government strategies and operations. Smart Heritage becomes more visible as this research solidifies then illuminates a discursive pathway that researchers can engage with. Importantly, this research presents evidence that Smart Heritage is extant within academic literature and local governments, supporting its position as a constructive academic and practical discourse. The Smart Heritage Principles support the delivery of Smart Heritage within local government strategies and operations through the applied guidance they offer the organisations. As the industry-ready document is the first publication with this focus, the influence on the delivery of Smart Heritage is significant. The researcher aspires to share the Smart Heritage Principles document beyond this research context through its distribution to other councils globally.</p>

Building Smart City management concepts is based on the implementation and use of advanced technologies. The primary impulse for writing the article was the ambition to identify the current advanced technologies of Smart City management. The aim of the article is to propose a general model for the implementation of advanced technologies for Smart City management, based on the knowledge gained from the analysis of literature and case studies. In order to fulfill the set goal, it is necessary to obtain answers to two research questions. The findings were obtained through a secondary analysis of the literature, i.e., relevant articles from the scientific databases Web of Science and Scopus analysis of case studies of the best Smart Cities practices. According to the Smart City Index 2020 and IESE Cities in Motion, the leaders among the Smart Cities are Singapore and London, followed by Helsinki. In addition to the analyses, the article also uses methods of summarization, comparison, creativity, logic, induction and deduction. Smart Cities use 12 identified advanced technologies in their practice. Strategic management in Singapore, London and Helsinki adapts technology to the needs and requirements of its citizens, thus connecting the technological aspect with the managerial and social aspects. The contributions of the work include results for fellow researchers and a model for strategic management of new Smart Cities. The results of the article provide fellow researchers with the findings of a secondary analysis of relevant articles, from which they can draw when writing their own publications without the need for time-consuming search of the articles about this topic in databases. The general model of implementation of advanced technologies serves as a basis for strategic management of new Smart Cities that want to implement a technological base and at the same time do not want to forget the managerial and social aspects. Testing the model in practice with a new Slovak Smart City is part of future research activities.
