The paper aims at uncovering the practices of educational decentralization in Nepal that started after the restoration of democracy in 1990. Though decentralization in education in Nepal began with the aim of greater community participation and autonomy to the needs and priorities perceived by the local level functionaries in school, it has been subject to elite capture in its governance. Because of control in planning, organization, management, financial liability and different activities for the education system, the paper argues that practices of educational decentralization have been shaped by the local elites who capture the local resources and power to operate the school with their network and 'one-upmanship'. While arguing so, the paper is based on the ethnographic case study of two public schools located in the Mid-Western region of Nepal. Applying the Gramscian concept of hegemony, the paper narrates the process of a 'sustained' selection of the School Management Committee Chairpersons and shows how they negotiate and balance their power to sustain their capture.  The paper concludes that the informal mechanisms of individual attributes such as trust and capital are playing an important role in their sustained elitism.

How do automatic vs. controlled, hot vs. cold, and agentic vs. communal facets of cultural cognition operate together in a perspective informed by social neuroscience? This question is explored by re-imagining Malinowski’s classic ethnographic case study of the Kula in light of a contemporary social exchange theory of negotiation networks. We propose: (1) sub-institutional patterns of power-dependence form a structural foundation for the rise of tacit meanings, which evolve through social negotiation into explicit, cultural meaning agreements; (2) crucial sub-cultural categories form around the pursuit of both agentic benefits and communal benefits; (3) an individual is culturally shaped through externalization, socialization, and internalization to value and be motivated to seek both kinds of benefits; (4) an individual faces the existential task of navigating both agentic and communal situations across the negotiation network; (5) the basic individual mechanism underlying such navigation entails motivated behavioral choice and motivated cultural cognition; (6) a behavioral choice rests on automatic, largely implicit and hot cognitive processing; (7) motivated cultural cognition rests mostly on the deliberate, mostly explicit, and cool selection of materials from the prevailing cultural toolkit for assembling a justification, but whose underlying trajectory is biased by an automatic, hot value-position, whether agentic or communal. Based on the analysis, some directions for future empirical research are suggested.

This study discusses the dynamics of the coalition of political parties carrying a single candidate in the process of nominating the regent and deputy regent in the 2018 North Padang Lawas Regency election. By using Arend Lijphart's coalition theory, it will be elaborated on how the dynamics of forming a coalition of political parties in support of a single candidate pair will be elaborated. Lijphart categorizes coalitions into 2 forms, namely: policy blind coalition and policy based coalition. By using a qualitative method through a case study approach, this research begins with an explanation of the political parties carrying the candidates, the dynamics that occur between political parties, then an analysis of the form of coalition built by the party is supported by political realities to strengthen the results of the author's analysis. The findings of this study indicate that the coalition of political parties carrying a single candidate in the 2018 North Padang Lawas Regency election tends to form a policy blind coalition, namely a coalition that prioritizes maximizing power rather than considering ideological similarities and party platforms. The coalition that is formed tends to be pragmatic, elitist and office seeking oriented. The selection of candidates tends to consider popularity, influence of the central elite and local elites as well as large capital ownership so as to be able to gather all political parties in one coalition block.

This article examines what I call ‘pulsing’ – visible surges of pedestrian activity. It applies a selection of Torsten Hägerstrand’s time-geographic vocabulary in an ethnographic case-study of Mitzpe Ramon, a small Negev Desert town in Israel, illustrating how various spatio-temporal constraints shape flows of walking at daily, weekly, and annual scales. Pulsing, I argue, simply but powerfully communicates when events of collective interest occur, where, for which groups, and at what volumes. Pulsing embodies cultural practices through mobilities, and shapes community norms. Extending beyond this particular example, I also suggest that the concept of pulsing advances understandings of synchrony and synchory in collective pedestrianism and mobilities more broadly, including pilgrimage, urban rhythms, commuter patterns, periodicity, rush hours, and the filling and emptying of public space.

While accountability has gained significant traction within the contemporary discourse on disaster governance, what it means and takes to be ‘doing accountability’ in promoting democratic governance of disasters remain scantly understood.<em> </em>Using the concept of social accountability and drawing on an ethnographic case study of a civil society-led accountability campaign in post-earthquake Nepal (the Mobile Citizen Help Desk, or MCHD), this article shows how MCHD sought to amplify local voices regarding failures in aid delivery and expanded opportunities for dialogue between disaster-affected communities and local powerholders. It highlights the potential of such initiative in safeguarding and promoting the rights of disaster-affected communities, while also helping overcome the post-disaster environment of mistrust, unfounded allegations and power inequalities. The article also draws attention to the challenges facing such an initiative. It shows that the effectiveness of such efforts in translating citizens’ voices into state response was undermined by: (i) its incorporation into a donor-driven humanitarian accountability initiative, in which generating and reporting feedback to donors proved more pressing than amplifying citizen voice; and (ii) unclear structures of governance at the local level of service delivery, which impeded the civil society actors’ aim to engage with ‘the right authority.’ The article draws attention to the political potential of social accountability in a post-disaster context, while also raising caution that such activism is unlikely to succeed in holding powerholders to account in the absence of supportive national bureaucratic and international aid structures.

Few studies have explored how schools respond to competition in socially embedded education quasi-markets. This study focuses on how state-subsidized privately-run low-fee schools (S-LFPSs) compete with free public schools in some of the poorest neighborhoods of the City of Buenos Aires. In particular, we explore how S-LFPSs follow different logics of action to attract (and shape) enrollment profiting from their extended autonomy and some regulatory gaps. We applied discourse analysis on data from eight months of ethnographic case study research in nine S-LFPSs. Student selection and operational changes (e.g., increasing the student/teacher ratio) prevail over academic and curricular changes. Selection is operated by means of aptitude tests and screening interviews, and other symbolic artifacts aimed at signaling differences with state-run schools and the potential fit between schools and families. We present a heuristic typology of the different logics of action systematizing the schools’ responses as their leading orientations toward the competitive environment. We suggest that policy inconsistencies and deficient governmental oversight tilt the field against state-run schools. Rather than ensuring equality of educational opportunity, the policy contributes to shape and deepen a highly segregated and inequitable educational landscape.

One of the factors that can affect a person's behavior is a communication message. In the context of the da`wah, preachers who involved actively in da`wah communication with the Orang Asli should be able to ensure that the message conveyed can be understood by the target group. In addition, the selection of the correct messages of da`wah based on the foremost priority simplify the process of sharing information between the preachers and the Orang Asli. Accordingly, this article aims to identify specific topics of Islamic faith (akidah) submitted by the Orang Asli in the process of da`wah communication and to identify verbal feedback given by the preachers to the Orang Asli of the topics. This qualitative study using case study design and data was collected through semi-structured interviews. Interviews involving nine preachers were active in da`wah activity to the Orang Asli community in Selangor. Data were analyzed thematically according to the specified objectives. The study found that the topics frequently raised by the Orang Asli is concerned about belief in Allah, belief in Malaikat, and belief in Qada' and Qadar. The topics may be found within the framework of worldview in their beliefs and practice of ancient traditions. Therefore, the preachers gave verbal feedback on these topics is based on a clear and precise sample corresponding to the level of their thinking. The emphasis on these topics is very important to strengthen and purify the faith of the community.Keywords: Communication; Message; Preacher; Indigenous community Abstrak: Elemen mesej dalam komunikasi merupakan salah satu faktor yang dapat memberi kesan terhadap perubahan tingkah laku seseorang. Dalam konteks dakwah, pendakwah yang terlibat dalam proses komunikasi dakwah dengan Orang Asli seharusnya berkebolehan memastikan kandungan mesej yang disampaikan boleh difahami oleh sasaran dakwahnya. Di samping itu, pemilihan mesej dakwah yang betul mengikut keutamaan memudahkan proses perkongsian maklumat antara pendakwah dengan Orang Asli. Sehubungan dengan itu, artikel ini bertujuan untuk mengenalpasti topik-topik tertentu dalam mesej akidah yang dikemukakan oleh masyarakat Orang Asli kepada pendakwah dan mengenalpasti maklum balas lisan yang diberikan oleh pendakwah kepada Orang Asli terhadap topik tersebut. Kajian kualitatif ini menggunakan reka bentuk kajian kes dengan pengumpulan data melalui temu bual separa struktur. Temu bual melibatkan sembilan orang pendakwah yang aktif dalam aktiviti dakwah masyarakat Orang Asli di Selangor. Data kajian dianalisis secara tematik mengikut objektif yang ditentukan. Kajian ini mendapati bahawa topik-topik yang sering dikemukan oleh Orang Asli kepada pendakwah dalam penyampaian mesej akidah ialah berkenaan tentang keimanan kepada Allah SWT, keimanan kepada malaikat, dan keimanan kepada qada’ dan qadar. Topik-topik berkenaan didapati berada dalam kerangka worldview kepercayaan dan amalan tradisi mereka. Sehubungan dengan itu, pendakwah memberikan maklum balas lisan terhadap topik-topik tersebut adalah berdasarkan keterangan yang jelas dan contoh yang tepat bersesuaian dengan tahap pemikiran mereka. Penekanan terhadap topik-topik tersebut merupakan perkara yang penting dalam rangka mengukuhkan dan memurnikan akidah masyarakat Orang Asli.Kata kunci: Komunikasi; Mesej; Pendakwah; Komuniti Orang Asli
