Padmaja Shaw reviews “Community Radio Policies in South Asia” by Preeti Raghunath. Raghunath applies “deliberative policy ecology approach” to study how policy frameworks evolved in four South Asian nations, India, Bangladesh, Nepal and Sri Lanka. Raghunath argues that the “deliberative policy ecology approach” is rooted in emancipatory politics that brings in the stakeholders at the bottom of the policy food chain. Raghunath’s intricate map of policy formulation in post-colonial societies is an engaging revelation of the continued contradictions between the developmentalist instincts of the state and the push of grassroots voices to claim their legitimate space in decision making.

This chapter is about how spatial imagination steeped in sovereign territoriality bedeviled local efforts to achieve a viable regional political community in South Asia. I invoke functional, security community, and post-colonial perspectives to interrogate regionalism in South Asia. This chapter shows that despite all South Asian states agreeing upon the virtues of regional cooperation, their underlying expectations are very different, which frustrates regional cooperation among countries. The chapter explains why spatial imagination is cardinal to this failing. It puts in bold relief how India has addressed regionalism in its immediate surroundings and achieved little in the process. The author shows that the civil society has failed to have any impact in reversing this trend. While a few states have found sub-regional cooperation more convenient, the net result has not been very exciting so far given that such sub-regional cooperation is also subject to the familiar geopolitical dynamics unleashed by territoriality. The limited record of collaboration among India, Bangladesh, Myanmar, Nepal, Bhutan, and China in some sub-regional efforts gives an excellent account of this process.

By reviewing the case of the Rohingya, a marginalized community in the postcolonial state of Myanmar, this article (as part of a special section on South Asian border studies) explores the perspective of Rohingya refugees and conceptualizes social borders from the voices of the refugees. Juxtaposing postcolonial borders with narrations of Rohingya in India brings out the politics of the marginalized communities in the country’s borderlands. The article shows how borderscapes are shaped for refugees that articulate ideas of social justice and recognition. Building on international studies of the Rohingya, I conducted fieldwork into the situation of the Rohingya in India. The resulting interviews add to our understanding of Rohingya refugees and address a scarcity of literature on the Rohingya in border studies. Through the analysis, I discover the history of the Rohingya identity in Myanmar, which contextualizes their statelessness. Social borders and state legislation reinforce barriers to citizenship and sharpen the exclusion of migrants, refugees, and other stateless peoples in South Asia.  Keywords: South Asia, Refugees, Rohingya, post-colonial states, boundaries, borders, margins, Southeast Asia, marginal communities.

South Asian countries have a lot of commonalities exhibited through socio-political and economic situations. The cultural as well as political dynamics within the countries form more or less a similar pattern. These are closely related to colonial pasts, post-colonial histories, polyethnic population, political leadership and governance. These commonalities are also related to political instability, ethnic violence and a greater role of religion in the formation of secular democracies. Scholars have observed that in the post-colonial period, religion has played an important role in political formations in South Asian countries. This article looks at political situations, since the early 1950s, and traces the trajectory of religions’ association in formation of secular democracies in these countries. The article looks at available literature on South Asia and discusses two key ideas: how and why religion and politics are intertwined in South Asian countries, and ramifications of such association in the expansion of secular democracy. The article argues that religion has always been a potent force in South Asian countries and secularisation, in the Western sense, has never been achieved. Therefore, formations of secular democracy take different trajectories in South Asia.

Women have been discriminated in every sphere of life. In South Asia, women constitute roughly half of the population, yet they are rarely seen in parliament or as ministers. It is true that in all sphere of political leadership women are severely underrepresented or in other words, men greatly outnumber women in every sphere of decision making even in parliament also. Women need the power to break up the trap of confinement that engage them busy in domestic work and put many restrictions on them in this patriarchal society. Lack of opportunity and low representation in the political sphere deprives women of being politically empowered. This paper is an attempt to examine the study the women representation in the lower house of parliament and as well as to compare this with the average data of women members in the lower house of Asia and World.

This article shows that two regional organizations- the Association of South East Asian Nations and the South Asian Association for Regional Cooperation were established for regional cooperation and integration. Though both regional organizations’ principles, objectives have similarity but unfortunately, SAARC became an ineffective organization by failing to achieve its goal. Intra-regional trade of SAARC is significantly worse than other regions in the globe. This article tries to find out the reason behind the ineffectiveness of SAARC and concludes that India-Pakistan rivalry, India’s role with smaller countries and mutual mistrust among the nations of South Asia are the main causes that made SAARC an ineffective organization. On the contrary, ASEAN nations have practiced informal diplomacy to mitigate their bilateral disputes, decision making process- the ASEAN way, Indonesia’s positive role made ASEAN a successful organization. The article has also shown a comparative analysis between SAARC and ASEAN for identifying some good examples which SAARC countries could follow.
