The article investigates the interrelationship between Lithuanian civil service reform initiatives and administrative Europeanisation processes by identifying the role and approaches of Lithuanian parliamentary elites in the process of the implementation of reforms during the period of membership in the EU. The research was based on the qualitative content analysis of primary sources, the records of the Lithuanian Government activities, and the qualitative analysis of the secondary sources including research literature and other documents and records, semi-structured qualitative interview. Research gives an opportunity to estimate the level of institutionalisation of pro-European values amongst parliamentary elites and their contributions to the implementation of administrative Europeanisation. According to the research findings, administrative Europeanisation agenda is not a priority for Lithuanian parliamentary elites per se, however, pro-European attitudes are fixed.

This article provides research findings on the impact of changes in the organization of trolleybus line No. 29 on passengers’ travel behaviour, in particular the inhabitants of Fikakowo residential district in Gdynia. The article comprises the following sections: introduction, characteristics of line No. 29 and transport infrastructure and rolling stock in operation, presentation of the results of own studies and conclusion. In the article secondary sources were used (overview of literature and the organizer’s internal materials) as well as the primary sources (results of own research conducted under method of face-to-face, individual and standardized interviews).

PurposeElementary classroom teachers can infuse social studies into the curriculum by integrating history, civics and English/language arts. Elementary teachers can bundle close reading, critical thinking and text-based writing within historical inquiries using accessible primary sources with engaging secondary sources.Design/methodology/approachThis article reports the successes and struggles of one fourth-grade teacher's theory-into-practice interdisciplinary unit. The month-long, history-based inquiry integrated close readings of primary and secondary sources to scaffold and refine students' text-based writing about the oft-ignored interconnections between two Civil Rights icons who never met.FindingsFindings included the import of historical inquiries within the elementary grades, students' abilities to scrutinize and extract meaning from dozens of sources and the value of revision for text-based writing, particularly its impact on the clarity, criticality and complexity of students' writing.Originality/valueThe inquiry's length, use of repeated readings, bulk of curricular resources and integration of revision are each comparably unique within the elementary social studies research literature.

This paper analyzes the recent reform initiatives of the civil service system in Korea. The modern civil service system was founded during the Park Jung-Hee Administration. The major characteristics of the system can be summarized as a merit-based, rank-oriented, closed career, and centralized managemetn system. The Korean civil service system was instrumental during the period of government-led growth. However, the 1997 financial crisis and the ensuring economic recession instigated the Korean government reform program, including civil service reform. As the package of civil service reform policies has been formulated and implemented during the Kim Dae-Jung and Roh Moo-Hyun administrations, the Korean civil service system is experiencing a paradigm shift from a rank-oriented, closed career, seniority-based, and centralized management system to a job-oriented, open-career, performance-based, and decentralized system. This article outlines three factors explaining the transformation. For Korean civil service reform to be successful, implementation is required for a certain period of time. The article discusses several tasks that are necessary for fully achieving the reform goals of the participatory government.

ResumenEn este trabajo analizamos las relaciones entre tomas de tierras y Estado, en elAlto Valle de Río Negro en Argentina. En un contexto general de especulacióninmobiliaria, por la que se encarecen los precios de alquileres y terrenos, y depolíticas de vivienda selectivas y acotadas, los sectores populares acceden aun espacio en la ciudad mediante tomas de tierras. Frente a estos conflictos,el Estado, en sus diferentes niveles y poderes, despliega una forma deintervención basada en la criminalización de las luchas por tierra y vivienda.Al mismo tiempo, el poder ejecutivo nacional crea la Secretaría de Acceso alHábitat, para posibilitar la intervención política orientada a la regularizaciónde los asentamientos. In a general context of real estatespeculation, where rents and land prices are expensive, and a policy ofselective and limited housing, popular sectors can have access to a spacein the city through land occupation. In front of these conflicts, the Statein its different levels and powers, displays a form of intervention basedon the criminalization of struggles for land and housing. At the sametime, the national executive creates the Secretariat of Access to Habitat,oriented to allow political intervention for the regularization of settlements.However, this intervention tends to re-register the housing problems in thepolitical arena, reducing it to a conflict “between parties” and eluding theresponsibility of the State.From a qualitative methodological approach, we selected as empirical referencethe case of the settlement of Villa Obrera in Fiske, Menuco (GeneralRoca). Background: Despite the historical employment of boron-containing compounds (BCCs) with medicinal purposes, the reported cases of BCC toxicity in humans during the twentieth-century drived us towards a “boron-withdrawal” period. Fortunately, the use of boric acid for specific purposes remains, and the discovery of natural BCCs with biological action attractive for therapeutic purposes as well as the introduction of some new BCCs for clinical use has reactivated the interest in studying the properties of these BCCs. Methods: We carried out a structured search of bibliographic databases for scientific peerreviewed research literature regarding boron toxicity and linked that information to that of BCCs in drug design and development. A deductive qualitative content analysis methodology was applied to analyse the interventions and findings of the included studies using a theoretical outline. Results: This review recapitulates the following on a timeline: the boron uses in medicine, the data known about the toxicological profiles of some BCCs, the pharmacological properties of some BCCs that are employed in cancer and infectious disease therapies, and the known properties of BCCs recently introduced into clinical assays as well as the identification of their structure-activity relationships for toxicity and therapeutic use. Then, we discuss the use of new approaches taking advantage of some toxicological data to identify potent and efficient BCCs for prevention and therapy while limiting their toxic effects. Conclusion: Data for boron toxicity can be strategically used for boron-containing drug design.

In recent years the research literature has explored technological developments in varied areas that measure change. The current study focuses on the smart board, and its purpose is to examine its effect on the school system. The study was conducted via a questionnaire completed by 130 respondents (boys and girls) in the fifth and sixth grades of two elementary schools in Jerusalem—Efrata and Tali Gilo. Smart boards were introduced in these two schools in recent years.We hypothesized that smart boards improve teaching, based on the teaching measures developed by Nira Hativa of Tel Aviv University: order and organization, level of clarity, interest, and general level of satisfaction. The study’s significant finding is that the greatest improvement since the introduction of smart boards is in the variable of clarity, and a significant difference was found in the favor of sixth grade students. Additionally, a significant difference was found in the variable of interest, in favor of the girls. All four variables appear to be interrelated, and each contributes to the student’s success and to improving the student’s learning process.The research findings illuminate the contribution of technology to teaching, through a case study of smart boards, in the dimension of clarity, found by the study to be a significant criterion of good teaching. Examination of the various technological tools in light of their contribution to the research-proven dimensions of outstanding teaching might enhance the pedagogical contribution of technological developments to teaching.

Until recently most students of Congress were limited to studying it from afar, depending primarily on secondary sources. Limited press coverage of current debates and behavior were often so skimpy that it was necessary to wait a number of years until a select group of events percolated through the process to become part of “the literature.” It took even longer before the events found their way into the classroom as relevant examples of important principles and concepts. The primary sources available (The Congressional Record, Committee Reports, etc.) were ponderous, poorly indexed and often retained the tainted image that they did not truly represent reality. While the Congress of recent years is much more open to public view than its predecessors, open committee meetings and the increase in recorded voting did little to enhance the resources available to teachers or students for understanding the process.
