On the development of deep grain processing in Russia and abroad: an innovative aspect

The article analyzes the current state and prospects for the development of deep processing of corn and wheat in Russia and abroad – in the United States, the European Union, Brazil and China. It is emphasized that despite the presence of some constraining factors in recent years, the development of this direction in the grain complex has intensified in Russia. This is due to the commissioning of a number of large specialized factories for the production of new products with high added value: starch, gluten, glucose-fructose syrups, amino acids, and others, which reduces the cost of foreign currency funds for their import due to import substitution. The essence of the biotechnological process and its three main fractions in the production of deep grain processing products, as well as its economic component, are considered on the example of the design solution of a plant with a capacity of 500 t/day. Additional measures of the Government of the Russian Federation and the Ministry of Agriculture of the Russian Federation to enhance support for the development of deep grain processing in the country and to increase the export of new products are presented.

Objective: Evaluation of the lag timelines for the launch of innovative drugs to the Russian market and pharmacoeconomic factors they can depend on. Methods: To complete the investigation, we used information about drug products, namely, dates of submission and approval, and pharmacological groups recovered from national registers and official databases. Results: Due to impacts of market factors and imperfection of the state regulation, original drugs developed abroad enter the Russian market a few years after their registration in the United States of America, the European Union, and Japan. The average time from the moment of initial approval of a drug in the aforementioned countries and jurisdictions to the moment of registration in Russia is 4 years and 8 months, with a median value of 2.5 years. It has been shown that half of this term is spent on the performance of the procedures of the expertise of the drug registration dossier in the Russian Federation. Conclusion: To attain the goal of adequate supplies to the population of the Russian Federation of the most up-to-date, high quality, safe, and efficacious medications, apart from the support of national originators of innovative drugs, we are required to upgrade the existing system of original drug registration. Improvement should be primary focused on the drugs already approved by the leading national regulatory authorities in order to ensure innovative medicine access for Russian patients.

This article is aimed at considering current sources of financing for high-tech projects. In the article, statistical data confirm the orientation of developed and developing countries' economies towards the generation of high-tech products by the dynamics of added value in high-tech and medium-high-tech industries, respectively - support for high-tech manufacturing enterprises and industries as a whole. Lists of high and medium-high-tech adopted sectors in the Russian Federation, in the United States, and in European nations, and a list of critical technologies are given. Special attention is given to the essence of the high-tech projects, concept, through the implementation of a rise in the share of high-tech products. The article identifies the main characteristics that distinguish a high-tech project from an innovative one. The dynamics of value-added in high-tech and medium-high-tech sectors of the economies of developing and developed countries are studied in conjunction with R & D spending in high-tech sectors of these countries. On the example of the United States (the global leader in the high-tech industry), the structure of financing high-tech projects carried out by companies at the expense of internal financing, that is, own funds is investigated. Based on the Russian Federation, the volumes of attracted cash in the form of grants and the amount of borrowed cash in the form of a subsidy for the implementation of high-tech projects in dynamics for 2012-2018 are investigated.

Eurasia is gradually turning into the point of intersection of various longterm political and economic initiatives undertaken by the leading actors of contemporary international relations, including the Russian Federation, the European Union, the United States and the People’s Republic of China. This trend compounded by a complicated dynamics of integration and disintegration processes in the post-Soviet states further exacerbates tensions in the region, already fraught with conflict. It also poses additional obstacles to the projects of Eurasian integration, promoted by the Russian Federation. In order to provide a better understanding of the specificities and prospects of Russia’s initiatives, the paper examines the origins and the evolution of the Russian strategy of Eurasian integration, and identifies its key elements. The author concludes that fundamental principles of the Russian strategy for reshaping the post-Soviet states have been laid down during the presidency of B.N. Yeltsin and were merely adjusted to meet certain political, social and economic changes both in Russia and abroad. These principles include: 1) commitment to the idea of a multipolar world; 2) creation of supranational Eurasian economic institutions to multiply the economic potential of member-states; 3) prevention of a change of political regimes in neighboring countries if they can bring to power anti-Russian groups; 4) establishment of closer links with China, especially on political, economic and security issues; 5) formation of a new center of political gravity in Eurasia through expanding the capacities of regional political and military organizations which would complement integration processes and ensure regional security. The paper shows that amid growing international tensions in the second half of 2010s the Russian integration initiatives have become increasingly focused on geostrategic, political and military issues. In that regard, the author concludes that, although the development of the Eurasian integration projects enables a wide range of horizontal and vertical economic linkages between the Eurasian Economic Union (EAEU) memberstates, overtly competitive nature of both the Russian and the Western states’ strategies increases the conflict potential of the region. In the absence of alternative approaches, this conflict could not only become a potential source of new tensions between Russia and the West, but also threatens to reverse the current integration processes within the EAEU. The author emphasizes that the abandonment of excessively politicized and ideologized policies both in Russia and in the Western states, which prevents political elites from finding compromises and developing alternative approaches, is the only way to improve the situation in the Eurasian region.

In 2014, a number of states and integration entities imposed sanctions and restrictive measures against the Russian Federation. The author analysis acts the measures adopted by the United States, the European Union, some other countries against the Russian Federation, from the point of view of the international law. The author investigates reasonableness of the arguments justifying the sanctions against the Russian Federation; and examines the issues of coercion in the international law, which has its specific features that are primarily predetermined by the nature of interstate relations and methods of their legal regulation. The author provides an update on the problem of “collective counter-measures” or counter-measures in collective interests and classification of activities of the third countries who “have joined” in with the imposed restrictive measures. The author considers the practice and consequences of imposing unilateral sanctions by a number of states, the trends of its development and legitimacy of the existence in light if the modern international law development.

The article analyzes the specifics and content of Armenia's multi-vector foreign policy, its results and prospects for further implementation. The article considers the processes of formation and development of the Armenian statehood in the Soviet and post-Soviet periods. The years when Armenia was part of the USSR were the period of its highest development. At the same time, along with the achievements in the spheres of socio-economic and cultural development, nationalist public sentiments were formed during this period, which undermined the foundations of the multinational state. The most important catalyst for fundamental changes in the development of the political situation in Armenia, in Transcaucasia and in the USSR as a whole was the events in the Nagorno-Karabakh Autonomous Region in the late 80s of the XX century, which transformed into an ethno-political confl ict. The most acute phase of the conflict coincided with the collapse of the USSR and the establishment of the statehood of Armenia and Azerbaijan. With the mediation of the Russian Federation, a ceasefire agreement was signed in May 1994, which was generally observed until September 2020 — the Second Karabakh War. The article examines the main stages of the formation of the statehood of Armenia and the formation of its foreign policy strategy, due to the conflict in Nagorno-Karabakh, as well as the actual blockade and pressure from Azerbaijan and Turkey. Building allied relations with Russia was carried out along with the implementation of a multi-vector foreign policy, focusing on the United States and the European Union within the framework of the European program "Eastern Partnership". The main factors determining the modern foreign and domestic policy of Armenia are considered. Special attention is paid to the analysis of the processes caused by the results of the" Second Karabakh War " (September — November 2020) and their significance for the formation of a regional security system in the South Caucasus. The main vectors of the development of Armenia's relations with the Russian Federation and other leading countries of the region, the conditions and factors, and the prospects for the development of the military-political situation in the South Caucasus are determined.

The subject of this research is the sanctions imposed by Western countries against Russia in response to the Ukrainian events of 2014. Leaning on the available empirical data and expert assessments conducted by various financial and analytical structures, an attempt is made to identify the nature and severity of impact of sanction pressure upon different economic sectors of the Russian Federation, implemented for achieving the foreign policy goals. Emphasis is placed on the absence of uniform sanctions policy due to the specificity of foreign policy goals and peculiarities of sanction mechanisms used by the United States and the European Union. It is underlined that anti-Russian sanctions and Russia’s response in many instances are substantiated by the preceding trends in strategic vision of foreign and domestic policy by the Russian Federation, as well as the nature of its relations with the West. The conclusion is made that the focus in studying the problem of sanctions has shifted towards the political analysis and further analytical and scientific examination. The author believes that in the conditions of uncertainty of the economic effects and absence of common approaches towards understanding the prospects of sanctions policy by the Western countries the two main scenarios of its further development. It would either gradually fade out without “renewed efforts”, slowly negating its practical effect, and prompt the United States and the European Union intensify the dialogue with Russia, avoiding the problematic issues on the status of Crimea, implication in the events in South-Eastern Ukraine, etc.; or it can lead to full “politicization” of sanctions polity and its integration into the negotiation process on settlement of the Ukrainian situation and turning into a powerful tool for conducting negotiations.

Introduction. When patenting pharmaceutical innovations, in the context of rapid technological progress, pharmaceutical companies often have to face identifying patentable objects both in the Russian Federation and in the United States of America and the European Union. The aim of the study is to review the possibilities for patenting pharmaceutical innovations in the Russian Federation, the United States of America and the European Union, as well as to identify the advantages and disadvantages of legal regulation of innovative solutions of pharmaceutical companies in the context of the specifics of legal systems. Material and methods. The national legislation in patenting medical innovations was studied, and the relevant experience of the USA and the European Union was analyzed. The methodological basis of the research is made up of both general scientific and private scientific legal methods: systemic, method of concretization, methods of synthesis and analysis, as well as the comparative-legal method. Results. Depending on the legislator’s position, a basis is being formed for the legal regulation of innovative solutions of pharmaceutical companies, which may not yet be named in regulatory legal acts due to their fundamental novelty. Legal gaps and conflicts in the US and the EU are resolved through in-depth analysis and consideration of each specific dispute by the court. In Russia, the settlement of this issue is on the way to solving it through local regulations and the position of the relevant federal executive bodies. Conclusion. Patenting in the pharmaceutical field is mainly of a stimulating nature, since it allows protecting innovative solutions at the stage of their development. However, the legislator has particular difficulties in identifying patentable objects in the context of rapid technological progress.

The article discusses the issue of increasing the efficiency of the Russian steel industry taking into consideration the requirements of the concept of sustainable development. To solve this problem the author reviews the practices of metal scrap collection and recycling at the leading enterprises of the North America, Europe and the forecast of metal recycling development in the world economy up to the year 2050. This part of the survey shows that technologies of metal scrap and other types of industrial waste recycling could result in considerable economy of different types of resources. The great benefit of using metal scrap recycling technologies by the companies in the United States and the European Union is new jobs creation and improvement of environmental conditions. Taking into account the mentioned benefits of using recycling technologies in steel industry the author analyzes the forecast information and concludes that the further development of steel industry may lead to two times increase in metal scrap collection and recycling by the middle of the XXI century. Companies of the Chinese People Republic, countries members of NAFTA and Japan will prevail in the regional structure of metal scrap consumption. The article also states that the system of metal scrap collection and recycling in the Russian Federation will have to be recreated on the qualitatively new foundation. The most important distinctive feature of a new system still under creation from the former one is that before all the enterprises engaged into metal scrap collection had made part of a single concern and operated as a branch of steel industry. In this regard the Russian Federation faces the problem of re-creation of institutional foundation of metal scrap collection and recycling as well as creation of mechanisms to manage this industry efficiently. This in turn will require the development of legal, regulatory, organizational, economic and scientific support.
