The aim of the work is to study the motivation for the development of the private medical sector in the system of public-private partnership on the basis of sustainability. Results. Emphasis is placed on the challenges of sustainability in the health care system, including the fragmentation of the health care system, labor constraints, and investment in improving technologies that put pressure on the financial capacity of health systems to meet needs. The article considers the conditions for the formation of a healthy lifestyle infrastructure in the context of the development of the health care system using the foreign practice of public-private partnership. The article also focuses on the imperfection of the existing health care system and the system of ensuring a healthy lifestyle of the population, on the regional specifics that must be taken into account when implementing the state policy in the field of public health protection in a certain territory. A study of the infrastructure of the health care system and the infrastructure of a healthy lifestyle was conducted. The economic and institutional assessment of the activities of health authorities in the context of the use of public-private partnership mechanisms is given. It is noted that the development of the health care system is impossible without the joint efforts of private organizations, central and territorial state authorities. The author’s definition of the concept of healthy lifestyle infrastructure is given in the article. Improving the infrastructure of a healthy lifestyle, at the same time, is possible only with the use of public-private partnership (PPP), as a key mechanism for interaction between authorities, legal entities and citizens, especially taking into account the regional and municipal specifics of a certain territory.

The article describes the current world experience in the formation and development of the private medical sector in the health care system of the country on the basis of public-private partnership. The traditional approach to the formation of consumer behavior and ensuring its environmental orientation by determining the content of the relationship between social and environmental forms of capital has been adapted. It is established that the priority areas of socially responsible business in the medical sector on the basis of public-private partnership are the development of internal programs for its staff, participation in socio-environmental projects, participation in regional and local development programs in cooperation with local authorities, charity. It is substantiated that the consumer can be considered as an entity that organizes actions for the consumption of goods and services and encourages producers to introduce certain methods of production, which ensures the satisfaction of social needs in full. As a result of satisfaction, producers reimburse costs, and the added value becomes an indicator of economic development and plays an important role in financially ensuring qualitative and quantitative changes in the management system aimed at socializing the behavior of private health sector consumers in public health on a public-private basis. partnerships. The use of the developed proposals and recommendations for improving the conceptual foundations of socialization of private medical sector consumers in the health care system on the basis of public-private partnership will ensure harmony and proportional development in the system "production - consumption - environment" and will have a positive impact on society. in the national economy.

India stands on 67<sup>th</sup> position out of 133 (approx) developing countries with regard to the number of doctors, while stands on 75<sup>th</sup> position with respect to number of nurses. Out of total healthcare spending in India, the government owned health facilities accounts for only 20% in comparison to 80% of private sector. Over 72.2% of Indian population lives in rural areas under poor and unsatisfactory environmental conditions, with high levels of openness to diseases and ill health. A significant proportion of poor in India are destitute due to lack of affordability to the services of private hospitals, characterized by highly qualified doctors and costly equipments, whereas public hospitals are noticeable by insufficient number of facilities, lack of personnel, medicines along with long queues which further highlights economical disparity problems of Indian people to thrash about the health related problems. As per the NFHS 2 data, only 43% of the urban poor children are fully immunized by the completion of one year of age. The percentage of severely underweight children among the urban poor is 23.0 which is twice the urban average (11.6%) and five times (4.5%) that of urban high income group. The vast majority of the country suffers from a poor standard of healthcare infrastructure which has not kept up with the growing economy. The only hope for the improvement in condition of the health care system of developing countries can be the mixture of public –private through Public Private Partnership. This paper aims to examine the current status of health infrastructure in developing countries like India, about the challenges lying in front of Government in developing health care system, identifying critical gap and requirements in Health services besides the comparison with other developing economies. It also seeks to examine the socio-economic environment of developing country, attracted towards private sector participation in health care development and review of potential benefits and risk involved, to ensure success and sustainability of Public Private Partnership.

This article is devoted questions of use of concession agreements as the most effective and specific forms of public-private partnerships. The concession provides efficient management of property in state and municipal property. Introducing a mechanism of private initiative for the concession agreement provides the maximum benefit for the public and private sectors.

Objective: Public-private partnerships can provide the health systems with the required resources to prevent disease, render effective care services, and promote individual and community health. The purpose of this study was to review application of the public-private partnership model in the delivery and promotion of health services to investigate the scope of this model and its success in health systems. Information sources and selection methods for the study: This critical review was conducted by conducting a search in the databases of ISI, Scopus, PubMed, Science Direct, ‌SID, and Magiran using a combination of the following keywords:  public-private partnership, health promotion, health delivery, health improvement, health service, health care services, and providing health services. No time limit was considered in the research process.  A total of 238 articles were extracted and reviewed. Results: Finally, 12 eligible articles were studied, which resulted in 4 main themes: public-private partnerships and prevention, public-private partnerships and infectious-communicable diseases, public-private partnerships and chronic diseases, and public- private partnerships and clinical health services design and information. Conclusion: The public-private partnerships were successful if supported and organized by the government. In most studied articles, the extent of private sector participation and its benefits were not clear. So, clarification of the interactions between these two sectors will increase the confidence of policymakers in public-private partnerships.

A Public-Private Partnership (PPP) is a government service or private business venture which is funded and operated through a partnership of government and one or more private sector companies. Public-Private Partnerships and Collaboration (PPPs and PPC) in the Health Sector is important and timely in light of the challenges the public sector is facing in healthcare finance, management, and provision. PPPs and PPC in the health sector can take a variety of forms with differing degrees of public and private sector responsibility and risk but are characterized by various similarities as well. In our country, with regard to health care, the main responsibility is that of the state which aims to provide free access to health care system to all sections of the society. But a look at the health infrastructure of our country shows that in rural areas, in particular, there is insufficient infrastructure, be it hospitals, primary health care systems, ambulances etc. Hence, the urgent need of the government is to immediately take measures that will help to develop a basis to provide the needed medical support to all. Although the private sector is inequitable and expensive with over-application of clinical/operational procedures, it is perceived to be easily accessible, better managed and more efficient than its public counterpart. It is expected that PPP model in the sector will prove the success story of Indian health care system.

The article substantiates that the country's health care system is in a state of constant transformation. Being a multi-level and branching structure, the system is evolving into complex approaches to defining governance mechanisms in the public and private healthcare sectors. It is in them that the state reproduces a new system of governance mechanisms, which need to be considered in the aggregate of the effects of meso, macro and microfactors with the use of new forms of government at all levels.According to the National Strategy for the Reform of the Medical System of Ukraine for the period 2015-2020, key problems, potential directions and ways of their solution for the formation of a new state policy in the field, including deep regulatory transformations and introduction of new financial mechanisms for ensuring human rights in the field of protection, have been identified health. In such circumstances, the country's medical system must be based on three fundamental principles: human-centered, result-oriented, best-in-class, and best practices in healthcare delivery.A review of historical and scientific sources shows that the management of the health care system requires systematic changes and qualitatively new approaches, finding alternative ways of reforming the organizational and economic mechanism of the medical industry, developing new models of interaction of public administration mechanisms to preserve the able-bodied population. We also believe that the mechanisms of public health management currently in place in our country do not correspond to its current changes.
