In the process of an integrated approach to the formation of economic relations of ecological management of the tourism and resort industry, it is necessary to determine type, features and prospects of the use of appropriate natural resources. The natural resources management system should be considered and studied, on the basis of which the tools for improvement of the institutional basis for the development of the natural resources management system, taking into account assimilation potential, ecological capacity and man-caused and anthropogenic load on the corresponding resources, should be taken into account. Particular attention is needed to the system of management of recreational territories of urban agglomerations as a complex dynamic system, which is simultaneously a place to meet the needs of the population, the economic basis and the object of implementation of environmental functions. The purpose of the study is to determine the ways of development and proposals for improving the institutional principles of environmental management of recreational territories of urban agglomerations taking into account the peculiarities of forms of ownership of natural resources.It is determined that ecologization ensures mutually consistent development of functions of recreational activity, which in suburban areas is characterized by simultaneous economic, socio-cultural and methodical-biological functions.The main directions of the state ecological management of recreational nature use are determined, the basic mechanisms and tools of improvement of ecological management of recreational territories of urban agglomerations are offered.It is proved that ecological management is an important element of ecologization of tourism and recreation sphere. The research of the state of the tourist and resort industry was conducted and it was determined that the present stage of their development should be connected with the transition to the process of ecologization of management and implementation of the strategy of sustainable development. The ecological management tools have been researched and it is proved that an important condition for ecologization of the tourism and recreation sphere is to reconcile it with the existing conditions, requirements and needs of the population.

Forest is the part of customary system of the tribe society. However, the forest management done by them is not facilitated in the forestry policy. The centralistic forestry policy causes the overlapping conception of the tribe forest to the state  forest. While it formal normative aspect causes the acces of the tribes to the forest closed and causes reduction of wisdom-based supervision conducted by them. In fact, the community wisdom-based supervision in the socio-culture potential needing a revitalization and  development as the new basis of the change of natural resources management policy which is recently controlled by the goverment proved to be the cause of law and economy harassment to the tribes society of Indonesia. Now we need to change the perception about the forest natural recource management policy controlled only by the government of the forestry instances. It should be the policy based on the community and its development principles to realize the regulation of the forest natural resources consumption. Therefore, the area division is needed to overcome the problems.

The environmental impact assessment system and the environmental plan for the preservation of the land environment are carried out with the aim of preventing damage to the environment caused by human activities, improving the quality of life and creating a pleasant environment. However, despite these various systems, the natural resources have been continuously damaged, and the system to cope with them has been advanced, but there has been a limit to fully conserve natural resources from development. The total amount of natural resources is being promoted as a part of the purpose of supplementing the system, but the evaluation method of the total amount of natural resources suitable for domestic situation is not presented yet. Natural resources are diverse and complicated in their categories and elements, and their measurement units are also diverse, making it difficult to synthesize them into one unit. Therefore, in this study, we proposed a method to calculate the total amount by using the evaluation map of the Environmental Conservation Value Assessment Map (ECVAM) which derives the final achievement with 5 grades using 65 evaluation items. However, we consistently applied the weight twice as much as the grade and did not utilize any information other than the map of ECVAM. The results of this study can be applied to the Total Natural Resources Management System through follow-up study such as application of various environmental information and weighting method.

According to the legal norms of the Russian Federation in the ownership, usage and disposal of natural resources the author analyses interaction between natural resources users and local authorities. The interaction is based upon ecological and economic factors, which cause the peculiarities of requirements put before natural resource users in the Far North. The strategic directions of resource saving economic development of these regions are considered.
