The article is devoted to the study of the possibilities of applying the system-model approach for the analysis of foreign experience in the development of the system of professional education of specialists in the field of public administration. The main method is a comparative analysis of approaches to the training of public managers in different countries, combined with the generalization of empirical experience to gain an idea of global development trends in the study area. It is shown that the system-model approach is the most productive for determining the latter. The article analyzes the main models of development of vocational education systems of public managers in the context of the peculiarities of management systems and socio-cultural factors of different countries. At the same time, those aspects of foreign experience that can be used for the formation and development of the domestic model of professional education of public managers are highlighted. The managerial and social context of using certain components of the analyzed models for reforming the process of managerial training in Ukraine is determined. The generalizations concerning global paradigmatic (model) directions of development of system of professional education of professional managers which should serve as a basis of planning of domestic reforms in the researched sphere are carried out.

In democratic environments, the integration of the public perspective is vital to the continuous legitimization and acceptance of publicly managed systems, as it justifies the organizations’ existence for the stakeholders who provide the financial support. An integration of the public perspective in the design of innovative business models requires an identification of citizens’ values to enable public managers and entrepreneurs to ascertain if their decisions have the potential to create value according to the public will. As healthcare in Germany is largely funded by the public, we asked the German public about crucial values in healthcare. Three value dimensions, ‘proper organization’, ‘skilled treatment’ and ‘social principles’, consisting of nine value categories, could be identified as potential guidelines.

Purpose Despite long-term, sustained research and industry practice, predicting construction labour productivity (CLP) using existing factor and activity modelling approaches remains a challenge. The purpose of this paper is to first demonstrate the limited usefulness of activity models and then to propose a system model approach that integrates factor and activity models for better prediction of CLP. Design/methodology/approach The system model parameters – comprising factors and practices – and work sampling proportions (WSPs) were identified from literature. Field data were collected from 11 projects over a span of 29 months. Activity models based on the relationship between CLP and WSPs were created, and their validity was tested using regression analysis for eight activities in the concreting, electrical and shutdown categories. The proposed system model was developed for concreting activity using the key influencing parameters in conjunction with WSPs. Findings The results of the regression analysis indicate that WSPs, like direct work, are not significantly correlated to CLP and fail to explain its variance. Evaluation of the system model approach for the concreting activity showed improved CLP prediction as compared to existing approaches. Research limitations/implications The system model was tested for concreting activity using data collected from six projects; however, further investigation into the model’s accuracy and efficacy using data collected from other labour-intensive activities is suggested. Originality/value This research establishes the role of WSPs in CLP modelling, and develops a system modelling approach to assist researchers and practitioners in the analysis of productivity-influencing parameters together with WSPs.

The purpose of the article is to determine the values and meanings of a modern teacher in the national and foreign professional education. The results of the research work: the article provides the theoretical analysis and the analysis of the research results which allowed: to clarify the contents of the concept ‘creativity’, to define it as a significant side of every future teacher’s activity; to consider pedagogical values as norms; to determine the basis of creative interaction between a teacher and a future teacher; to determine the strategy of acquisition of both pedagogical values and meanings and methods of construction of knowledge bases on pedagogical disciplines; to identify the possibility of objective evaluation of the results of pedagogical education; to reveal that a lecture is the main organisational form of pedagogical education both in Russian and foreign experience. Conclusions and recommendations: the socio-pedagogical, group and personal pedagogical values of any future teacher are determined. Abstract. The aim of the article is to study the economic prerequisites for the development of ecological culture of future transport professionals and analyze foreign experience of ecological education of students to adapt their best practices to Ukrainian realities and productive use of achievements in training future transport professionals. The theoretical significance of the article is to determine the economic prerequisites for the development of ecological culture of future transport professionals; to summarize the results of theoretical and comparative analysis of ecological education in foreign countries, establish opportunities to adapt best European practices in the educational context of Ukrainian realities; to determine the preconditions for the development of ecological culture of students of vocational and pre-higher professional educational institutions; to reveal the challenges facing the field of vocational education and training in foreign countries, which address the greening of education. The practical significance of the article is that based on the study of foreign experience, the authors offer recommendations for the introduction of foreign experience during the process of development of ecological culture of future transport professionals in Ukraine. It was found that the state of ecological consciousness of society directly depends on the economic prerequisites for the development of ecological culture of future professionals in various fields of industrial production, the state’s attitude to the development of ecological culture of every citizen. The level of ecological culture of society is positioned as one of the determining factors of economic development of the state, health of the nation, unity of positions on preservation of the natural environment, prevention of its pollution by harmful wastes of production and human life. The study proved that encological education is designed to provide future professionals with scientific knowledge about the relationship between nature and society, to help understand the multifaceted importance of nature for society in general and each person in particular, to form an understanding that nature is the basis of human existence and sugnificant part of nature, to cultivate a conscious and caring attitude to it, a sense of responsibility for the environment, to develop creative activity for the effective use, restoration and protection of the environment. PurposeThis paper aims to introduce a negotiation support system (NSS) with a theoretical modeling that considers the aspects of human personality and negotiator’s behavior to assist the decision-making of public managers and stakeholders in democratic bargaining processes and support social-efficient outcomes.Design/methodology/approachA game theoretical modeling of public participatory negotiations characterized by complete and perfect information is explored with the inclusion of personality aspects and negotiation styles. The importance of the negotiation knowledge disclosure in the sequential bargains of participative budgeting is highlighted by an experiment with 162 state-owned companies’ managers and graduate students to present the contribution of the system’s applicability.FindingsA considerable number of Pareto-efficient deliberation agreements are obtained with few interactions when the negotiation strategies and the personality aspects of opponents and stakeholders are freely available (a symmetry in the public negotiation knowledge). In addition to the set of Pareto-efficient agreements, those with the best social outcome (i.e. that maximize the group satisfaction despite individual losses) are observed when the informational tool for personality and negotiation style inference is enabled.Originality/valueMany scholars argue for Pareto-efficient allocation instead of equal divisions of resources within participative democracies and public governance. This work provides a new system with an empirical application and theoretical modeling which may support those arguments based on the nonverbal negotiation aspects.
