Abstract. The aim of the article is to study the economic prerequisites for the development of ecological culture of future transport professionals and analyze foreign experience of ecological education of students to adapt their best practices to Ukrainian realities and productive use of achievements in training future transport professionals. The theoretical significance of the article is to determine the economic prerequisites for the development of ecological culture of future transport professionals; to summarize the results of theoretical and comparative analysis of ecological education in foreign countries, establish opportunities to adapt best European practices in the educational context of Ukrainian realities; to determine the preconditions for the development of ecological culture of students of vocational and pre-higher professional educational institutions; to reveal the challenges facing the field of vocational education and training in foreign countries, which address the greening of education. The practical significance of the article is that based on the study of foreign experience, the authors offer recommendations for the introduction of foreign experience during the process of development of ecological culture of future transport professionals in Ukraine. It was found that the state of ecological consciousness of society directly depends on the economic prerequisites for the development of ecological culture of future professionals in various fields of industrial production, the state’s attitude to the development of ecological culture of every citizen. The level of ecological culture of society is positioned as one of the determining factors of economic development of the state, health of the nation, unity of positions on preservation of the natural environment, prevention of its pollution by harmful wastes of production and human life. The study proved that encological education is designed to provide future professionals with scientific knowledge about the relationship between nature and society, to help understand the multifaceted importance of nature for society in general and each person in particular, to form an understanding that nature is the basis of human existence and sugnificant part of nature, to cultivate a conscious and caring attitude to it, a sense of responsibility for the environment, to develop creative activity for the effective use, restoration and protection of the environment. The question of standardization of education as a component of determining the level of its quality is considered on the basis of regulation mechanisms and evaluative technologies – state attestation and accreditation of educational institutions. The attempt to streamline the conceptual apparatus of the current legislation in the field of vocational education in accordance to the requirements of modernity in particular includes the terms "standard", "state social standards", "standard of education", "state standard of vocational (vocational) education", "service of education" ; certain objects of standardization (the content of vocational education and its formation system); forms and periodicity of checking the level of knowledge, skills and professional qualifications of students, students of vocational education institutions; means of qualification certification of graduates; educational and planning documentation. It is emphasized the importance of introducing into the system of vocational education such concepts as "state standard" and "professional standard". The author's vision of improvement of the current legislation is proposed by specifying the tasks of professional education in the light of the draft Law of Ukraine "About vocational education"; directing efforts to systematically support the image of an educational institution, ensuring high results of doing, adherence to the requirements of the implementation of the state plan and the placement of graduates; development of the state standards of vocational education for each working profession on the basis of a competent approach. It is determined that other components of educational activity - management, financial-economic and commercial-production – need to be standardized. The ways of further improvement of the professional world system are proposed: approximation of the content of the state standards of the VET to the requirements of employers, dynamic response to socio-demographic challenges, work on increasing the prestige of the workers 'professions, licensing of workers' professions and certification of UPTE.

Long-term socio-economic development forecast of the Russian Federation for the period till 2030 specifies that the main barriers in the implementation of innovative and accelerated scenarios are caused by the shortage of world-competitive professional personnel both at the level of corporations and public administration, the inefficiency of coordination mechanisms. This study is aimed at studying the readiness and possibilities of the system of vocational education and training of the Russian Federation to respond to external challenges, taking into account scenarios of the long-term forecast of the social and economic development of the Russian Federation for the period up to 2035. The study is also aimed at creating scientific, organizational and methodological conditions for the positive modernization of the professional education and training system of the Russian Federation on the basis of regional development strategies, which will allow implementing measures to develop infrastructure, personnel potential, create modern conditions for the implementation of professional educational programs. The study presents predictive scenarios of the development of secondary vocational education, gives their characteristics, and identifies risks and advantages. The presented scenarios allow us to determine the socio-economic potential of vocational education, to determine the goals and objectives in its development.

Purpose The purpose of this paper is to review three international frameworks, including the International Standard Classification of Education (ISCED), in relation to one country’s higher professional and vocational education system. Design/methodology/approach The frameworks were examined in the context of English higher work-related education, and areas of mismatch identified. These were investigated to identify the extent to which they were due to weaknesses in the national system or to limiting assumptions contained in the frameworks. Findings Assumptions based on stages of education are problematic in the context of lifelong higher and professional education, while more open, lifelong-learning oriented assumptions can be too skeletal to aid comparisons between systems of initial vocational education and training. Particular problems are identified with assumptions contained in the ISCED that do not reflect the reality of professional education. Practical implications International frameworks need to take account of patterns of learning that take place outside of formal institutions and throughout life, but which lead to equivalent outcomes. Nevertheless, it is not adequate to substitute assumptions based only on the level of achievement. Social implications The assumptions underpinning the ISCED in particular mean that equivalent achievements in different systems can be classified differently, leading to under-reporting of individual achievements, a lack of comparability in international statistics, and potential for policy distortion. Originality/value The paper builds on the work of Hippach-Schneider et al. by providing additional evidence, from a different national context, for issues relating to the ISCED in the context of higher professional and vocational education, and extends this analysis to the two major European frameworks.

The article presents results of research which is implemented according to the thematic plan of research of the Department of Public Service and Management of the Central Institute of Postgraduate Pedagogical Education of SHES "University of Educational Management on the topic: "Scientific and methodological bases of increasing the efficiency of public-private management of continuous education under the conditions of social transformation in Ukraine" (state registration number № ДР 0116U007183). The author's position is the need to introduce logistics as one of the most successful management mechanisms that enable the synchronization of the educational system`s elements of the educational institution and reduce the risk of ineffective use of educational resources. It is proven that the ideology of changes in the field of vocational education and training are replaced by the consolidated purpose, tasks, development paths and key components of modern vocational education. The components of qualitative vocational education and indicators of competitiveness of educational services are presented.

In this article we discuss vocational education in Sweden against the backdrop of the changing nature of industrial relations in the period from ca 1910 to 1975. Drawing upon evidence from official inquiries and case studies of two industries (forest industry and shipbuilding), we show that Sweden in the 1940s and 1950s can be described as a collective skill formation system in the making, where firms, intermediary associations, and the state cooperated around vocational education and training. However, Sweden developed in a very different direction than similar countries. We argue that this remarkable change of trajectory cannot be understood without considering the simultaneous disintegration of the model of industrial relations, along with general changes in the system of education.

Introduction. Vocational education has always been and still is one of the main factors of successful sustainable development of society as a whole and of the individual in particular. Therefore, in the state policy of different countries of the world, including Russia, special attention is being given to the institutions, which train specialists for the leading sectors of the economy and production. For developing effective policy measures and predicting its effectiveness, it is essential to identify the potential of national vocational education system, to study its phase changes and evolution vectors, to analyse and summarise existing experience in the organisation of the system and to support its functioning at the national and regional levels.The aim of the present research is to identify and characterise the main periods of development of primary and secondary technical and vocational education in one of the major regions of Russia – the Republic of Bashkortostan.Methodology and research methods. The research methodology is based on the system and civilisational approaches. The retrospective analysis was conducted through historical, typological and comparative methods, as well as two conceptual models. In the first model, the pedagogical process is presented as a complete system determined by specific historical conditions. The second model, designed by one of the authors of this article, is based on the logic and structure of this process in its contemporary understanding. These concepts provide adequate analysis and extrapolation of historical and pedagogical experience into modern educational theory and practice.Results and scientific novelty. The authors identified socio-economic, pedagogical, organisational and managerial factors of periodisation of the system of primary and secondary technical and vocational education development of Bashkortostan. For the first time, at the local republican level, the main phases of the process have been identified and described, starting with the pre-institutional stage to the present day. It is demonstrated that the trajectory of gradual formation and improvement of the investigated directions and stages of vocational training in the territory of the Republic of Bashkortostan is regulated by the general laws on the development of social structures. Despite some specificity, the trends in regional education found are quite related to all-Russian processes.Practical significance. The research results can be useful and are already being used when developing and designing vocational development programmes, in particular, they enrich the content of such disciplines as “History of Pedagogy and Education”, “History”, various special courses and curriculum units, concerning the issues on the state and prospects of technical and vocational education. In addition, the research materials can be used for developing regional educational policy.

The article is devoted to practical aspects of implementation of communication strategies by the state agencies of foreign countries. The emphasized that current globalization processes in the information area, which take place in the international arena, actualize the introduction of effective communications, which play an important role in the internal and external interaction of state agencies with the public. In the article was emphasized that in order to systematically and clearly cover the activities of state agencies, as well as the objective perception and understanding of the population of the processes implemented in the field of public policy, informing the public about planned government initiatives, communication strategies are actively implemented. Also noted that in the countries of the European Union (hereinafter – the EU) communications are considered by the national institutions as a tool for foreign and security policy, international cooperation in the format of strategic partnership with a leading international target audience and regional cooperation with European countries. The authors determined the main tasks of realization of external and internal communications of state institutions. In particular, the ways of realization of communications by the state agencies in Norway, Great Britain and Estonia. The preference of modern advanced information communications in ensuring the interaction of state agencies and the public are outlined. As today society exists in the world of global communication, which includes not only traditional media, periodicals or television, but also social networks, information and communication interaction is becoming more important. Most foreign countries use popular social networks, such as Facebook, Twitter, Instagram, YouTube and others. It is concluded that the establishment of comprehensive, clear and strategic communication of state authorities of Ukraine with the international and national community, taking into account foreign experience and basic principles of government communication, is important for building a democratic state.

Цель статьи — представить особенности дуальной системы в профессиональном образовании Венгрии, основываясь на опыте работы Торгово-промышленной палаты Венгрии в этом направлении за последние три года (2019–2021). Предпринята попытка систематизировать управленческие решения по внедрению дуальной системы обучения в профессиональное образование страны на принципах государственно-частного партнерств. Теоретическая значимость заключается в описании современной модели профессионального образования Венгрии (принципы формирования дуальных образовательных программ в двух типах образовательных организаций, механизмов партнерства предприятий и образовательных организаций при координирующей роли торгово-промышленной палаты). Практическая значимость — в описании нормативных правовых решений, обеспечивающих жизнеспособность дуальной модели обучения в стране. The purpose of the article is to characterize the features of the dual system in vocational education in Hungary based on the experience of the Hungarian Chamber of Commerce and Industry over the past three years (2019–2021). Rhe author attempts to systematize management decisions on the introduction of a dual training system in the country’s vocational education based on the principles of public-private partnerships. The theoretical significance lies in the description of the modern model of professional education in Hungary (the principles of the dual educational programmes formation in two types of educational organizations, partnership mechanisms of enterprises and educational organizations with the Chamber of Commerce and Industry having the coordinating role). The practical significance lies in the description of regulatory legal solutions that ensure the viability of the dual model of education in the country.
