Economics of Energy Management in a Commune - Chosen Aspects

Conditions of energy sector development correlated with shrinking resources of the conventional energy sources, increased importance of environmental policy as well as continual price increases cause that the territorial governments should, within the scope of their competences and abilities, rationalise energy consumption and costs. This paper presents the tools for energy sector rationalisation in a commune with consideration of the opportunities for optimisation of energy consumption costs within municipal resources by applying the ESCO model. The paper also draws attention to the possibility of utilising the resources of renewable energy sources by communal governments based on the example of wind energy, of which Warmia and Mazury has some of the largest resources in Poland.

<p>The integration of renewable energy sources in modern society has been given priority as these sources are regarded environmentally friendly. However, the variability of natural energy sources, combined with that of energy consumption, demands a different management of the energy system. In this work, we investigate the uncertainty of all variables combined, in order to take this variability into account in energy management.</p><p>Acknowledgement: This research is conducted within the frame of the undergraduate course "Stochastic Methods" of the National Technical University of Athens (NTUA). The region of Warmia and Mazury in Poland is fourth largest voivodeship which occupies 7,7 % of the country’s territory. The Region of Warmia and Mazury in north-eastern Poland is situated at a distance from conventional energy sources. Therefore, the Region is a Polish leader in power generation from renewable energy sources. The structure of electrical grids in the Region of Warmia and Mazury is poorly developed and insufficient. Therefore, electric power infrastructure should be expanded and modernized as part of energy sector development to increase energy efficiency as well as electricity and heat production from renewable energy sources. The Region of Warmia and Mazury is characterized by a considerable discrepancy between energy generation and energy use. It recent years, electricity consumption exceeded energy production more than 10-fold. The region has to purchase energy from external sources and develop new generation methods, in particular those that rely on renewable resources of energy. In Warmia and Mazury, the most popular renewable energy sources include biomass, wind turbines, solar and photovoltaic panels, hydropower, heat pumps and geothermal energy. The region is characterized by distributed energy generation in small polants that carter mostly to local needs. The University of Warmia and Mazury in Olsztyn has developed, in collaboration with the Warmia and Mazury Energy Agency, a renewable energy strategy for 2010-2020 in the Region of Warmia and Mazury. The strategy is consistent with the Polish Energy Policy and the national plan for the use of renewable energy sources. In the region Warmia and Mazury, efforts are being made to generate 14,000 TJ of energy from renewable sources ( approx. 18,4 % of energy consumption in the region) and 1,700 GWh of electricity (approx. 49 % of energy consumption in the region), reduce CO2 emissions in the energy sector by 1,530,000 tons, and the decrease energy consumption per unit of GDP (PLN 1 million) from 1.94 TJ to 1.67 TJ by 2020.

Lithuania, as many other EU countries, encounters key challenges in three energy sector fields: energy independence, energy sector competitiveness and sustainable energy sector development. Such situation is determined by historical and political conditions, as well as by limited internal energy resources. In such context an importance of energy consumption efficiency pursuing country energy sector sustainability is highlighted. By implementing the long-term goals and tasks a country may seek to increase the efficiency of energy production, distribution and consumption, as well as to increase energy production from renewable and waste energy sources. The main objective of the paper is to analyze the efficiency of energy consumption, the factors influencing energy sector competitiveness and sustainability, and to assess the development soundness of the use of renewable energy sources in Lithuania. The paper discusses the main EU legal documents and their provisions regulating energy sector, analyze energy production and consumption efficiency data in Lithuania and reveal the economic effect of the use of renewable energy sources in Lithuania.

In this contemporary era, environmental problems spread at different levels in all countries of the world. Economic growth does not just depend on prioritizing the environment or improving the environmental situation. If the foreign direct investment is directed to the polluting industries, they will increase pollution and damage the environment. The purpose of the study is to consider the relationship between foreign direct investment in Kazakhstan and Uzbekistan and economic growth and renewable energy consumption. The study is based on data obtained from 1992 to 2018. The results show that there is a two-way link between foreign direct investment and renewable energy consumption in the considered two countries. The Granger causality test approach is applied to explore the causal relationship between the variables. The Johansen co-integration test approach is also employed to test for a relationship. The empirical results verify the existence of co-integration between the series. The main factors influencing renewable energy are economic growth and electricity consumption. To reduce dependence on fuel-based energy sources, Kazakhstan and Uzbekistan need to attract energy to renewable energy sources and implement energy efficiency based on rapid progress. This is because renewable energy sources play the role of an engine that stimulates the production process in the economy for all countries.

Nowadays, in the context of climate change, efficient energy management and increasing the share of renewable energy sources in the energy mix are helping to reduce greenhouse gases. In this research, we present the energy system and its management and the possibilities of its development through the example of an ecovillage. The basic goal of such a community is to be economically, socially, and ecologically sustainable, so the study of energy system of an ecovillage is especially justified. As the goal of this community is sustainability, potential technological and efficiency barriers to the use of renewable energy sources will also become visible. Our sample area is Visnyeszéplak ecovillage, where we examined the energy production and consumption habits and possibilities of the community with the help of interviews, literature, and map databases. By examining the spatial structure of the settlement, we examined the spatial structure of energy management. We formulated development proposals that can make the community’s energy management system more efficient.

The paper’s main purpose was to identify and present the current situation and changes in energy consumption in agriculture in the European Union (EU) countries. The specific objectives were the determination of the degree of concentration of energy consumption in agriculture in the EU countries, showing the directions of their changes, types of energy used, and changes in this respect, establishing the correlation between energy consumption and changes in the economic and agricultural situation in the EU countries. All member states of the European Union were deliberately selected for research on 31 December 2018 (28 countries). The research period covered the years 2005–2018. The sources of materials were the literature on the subject, and data from Eurostat. Descriptive, tabular, and graphical methods were used to analyze and present materials, dynamics indicators with a stable base, Gini concentration coefficient, concentration analysis using the Lorenz curve, coefficient of variation, Kendall’s tau correlation coefficient, and Spearman’s rank correlation coefficient. A high concentration of energy consumption in agriculture was found in several EU countries, the largest in countries with the largest agricultural sector, i.e., France and Poland. There were practically no changes in the concentration level. Only in the case of renewable energy, a gradual decrease in concentration was visible. More and more countries developed technologies that allow the use of this type of energy. However, the EU countries differed in terms of the structure of the energy sources used. The majority of the basis was liquid fuels, while stable and gaseous fuels were abandoned in favor of electricity and renewable sources—according to which, in the EU countries, the research hypothesis was confirmed: a gradual diversification of energy sources used in agriculture, with a systematic increase in the importance of renewable energy sources. The second research hypothesis was also confirmed, according to which the increase in the consumption of renewable energy in agriculture is closely related to the economy’s parameters. The use of renewable energy is necessary and results from concern for the natural environment. Therefore, economic factors may have a smaller impact.

Abstract Increasing the share of renewable energy sources is one of the core policies of the European Union. This is because of the fact that this energy is essential in reducing the greenhouse gas emissions and securing energy supplies. Currently, the share of wind energy from all renewable energy sources is relatively low. The choice of location for a certain wind farm installation strongly depends on the wind potential. Therefore the accurate assessment of wind potential is extremely important. In the present paper an analysis is made on the impact of significant possible parameters on the determination of wind energy potential for relatively large areas. In the analysis the type of measurements (short- and long-term on-site measurements), the type of instrumentation and the terrain roughness factor are considered. The study on the impact of turbulence on the wind flow distribution over complex terrain is presented, and it is based on the real on-site data collected by the meteorological tall towers installed in the northern part of Bulgaria. By means of CFD based software a wind map is developed for relatively large areas. Different turbulent models in numerical calculations were tested and recommendations for the usage of the specific models in flows modeling over complex terrains are presented. The role of each parameter in wind map development is made. Different approaches for determination of wind energy potential based on the preliminary developed wind map are presented.
