This article, based on almost eight years of continuous anthropological research amongst the Tuareg people of the Sahara and Sahel, suggests that the launch by the US and its main regional ally, Algeria, in 2002–2003 of a ‘new’, ‘second’, or ‘Saharan’ Front in the ‘War on Terror’ was largely a fabrication on the part of the US and Algerian military intelligence services. The ‘official truth’, embodied in an estimated 3,000 articles and reports of one sort or another, is largely disinformation. The article summarizes how and why this deception was effected and examines briefly its implications for both the region and its people as well as the future of US international relations and especially its global pursuance of an increasingly suspect ‘War on Terror’.

In contemporary times, the geo-political agenda and geo-economic strategy of the world is being dominated by the ongoing US-China hegemonic competition. Where the United States is trying to prolong the ‘unipolar moment’ and deter the rise of China; China is trying to establish itself as the hegemon in the Eastern hemisphere, an alternate to the US. The entirely opposite interests of the two Great Powers have initiated a hostile confrontational competition for domination. This paper seeks to determine the future nature of the US-China relations; will history repeat itself and a bloody war be fought to determine the leader of the pack? or another prolonged Cold War will be fought, which will end when one side significantly weakens and collapses? Both dominant paradigms of International Relations, Realism and Liberalism, are used to analyze the future nature of the US-China relations.

Ugandan security concerns throughout the Museveni era have centered round terrorism, both domestic and international. Internationally, there is evidence to suggest, Ugandan intelligence services foiled attempts by Al Qaeda to bomb the US Embassy in Kampala, at the time of the Dar Es-Salaam and Nairobi Embassy bombings. In 2010, Kampala suffered from Al Qaeda-inspired bombings carried out by the Somali group Al Shabaab, in retaliation for sending peacekeepers to Somalia. Domestically, Uganda has also experienced attacks deemed to be terrorism from the Allied Democratic Front and the Lord’s Resistance Army. This chapter demonstrates how the term ‘terrorism’ has been used by the Ugandan government in many different ways and how the expansive use of this term has been critiqued. I argue that the key to understanding the Ugandan government’s response to these disparate threats is through understanding how Museveni has used these crises to become a key US ally in the War on Terror and to position himself as a regional leader in East Africa.

This chapter examines the significance of the Anticommunist Spider Web to anticommunism. Members of the Anticommunist Spider Web formed a conspiracy against democracy that was far more influential than the “communist” conspiracy they fought. Protecting economic advantage was only part of the Anticommunist Spider Web's purpose. Business and political interests also used anticommunism as a tool to control foreign and domestic policy in the challenging environment created by the Great War, socialist revolutions in Europe, and the bitter industrial disputes of the postwar downturn. Government intelligence operatives were among those most concerned by anticommunism, and the Red Scare put state and military intelligence services at the heart of the Spider Web. This chapter discusses the relationship between the Bureau of Investigation, the US Army Military Intelligence Division, the US Navy Office of Naval Intelligence, and the private intelligence networks run by the Spider Web.

This chapter assesses the US-led counter-terrorism response to the September 2001 attacks on the American homeland in order to gauge the successes and failures of the Global War on Terror. It concludes that successes against transnational terrorist threats, as represented by al-Qaida and its affiliates, have been few and far between. Instead, the past decade has been marked by a failure to meet set goals for a number of reasons, including but not limited to: the shifting character of war, the unintended fallouts of the counter-terrorism policies adopted, and an inadvertent strengthening of al-Qaida’s material and ideological capabilities through the US macro-securitisation of the Global War on Terror–all of which point to the absence of a long-term strategic vision. However, our counter-terrorism failures hold crucial lessons for the future and the chapter concludes by outlining how they can enable us to translate our past failures into future successes.

The article is devoted to problems in relations between the EU and Russia. Multiple methods are considered that are aimed at solving the problem of multilateralism in current conditions. The author selected and studied specific documents on essential aspects that are devoted to this topic. Studying the arising problems requires careful consideration since, in the modern world, cooperation between global actors such as the EU and Russia cannot be ignored. Despite all the challenges faced by the parties in their fields, all difficulties are conquerable, and the article provides specific methods for its solving. The article discusses some aspects and problems that require particular attention from specialists in this field. The author concludes that strong US–EU coalition could seem more coherent with history and with the traditional East–West divide. However, the recent evolution of the US attitude towards international relations weakens the probability of such coalition and its perceived payoffs. A more or less defensive Russia–China coalition has been tried with limited results; moreover, if it were possible and probable, the two western players would change their strategy to prevent it or to contain its depth. In fact, we live in a world where many talks of a serious possibility of G2 governance, a peculiar type of coalition where the US and China keep hostile and nationalistic attitudes but join forces to set the global stage in their favor, pursuing a qualitatively limited but quantitatively rich payoff. In such world, as a counterpart of this payoff, both the divided Europe and the economically much smaller Russia would lose power and suffer several kinds of economic disadvantages. Therefore, Greater Europe would be good for Russia and for the EU as well.

The Taliban’s destruction of the Bamiyan Buddha in March 2001 outraged India (and the world). It killed any scope for conciliation with the Taliban. In this context, the US decision to take military action in Afghanistan after the 9/11 attacks was welcomed by many in India. However, Washington’s decision to undertake such action without UN approval (which came only in December 2001) sparked another round of debate between the partisans and the conciliators. As this chapter shows, the former were enthusiastic about supporting the US in its global war on terror, but the latter advocated caution given Washington’s willingness to partner with Islamabad. Despite the global trend to ‘fight terrorism’, the conciliators were successful in steering India away from getting involved in Afghanistan militarily.

India’s relationship with the United States remains crucial to its own objectives, but is also ambiguous. The asymmetry of power between the two countries is such that the relationship, if potentially useful, is not necessary for the United States while potentially risky for India. Moreover, the shift of the political centre of gravity of Asia — resulting from the growing rivalry between China and the US — is eroding the foundations of India’s policy in Asia, while prospects for greater economic interaction is limited by India’s slow pace of reforms. The future of India-US relations lies in their capacity to evolve a new quid pro quo in which the US will formulate its expectations in more realistic terms while India would assume a larger share of the burden of Asia’ security.
