In order to improve the effect of urban and rural regional spatial planning and resource allocation, we need to focus on the factor of urban and rural population flow. Therefore, this paper evaluates the effect of urban and rural population mobility and spatial planning under the background of big data. Based on the evaluation of the effect of urban-rural population migration, according to the evaluation principle of the effect of urban-rural population migration after the reform and opening up, the evaluation index system is constructed, the dimensionless processing of the evaluation index system is carried out, the evaluation index weight is calculated, and the evaluation index is quantified, so as to complete the effect evaluation of spatial planning. Finally, taking Tianjin as an example, the application effect of this design method is verified.

Applying composite index leading to an evaluation index system of urban-rural integration, using entropy method for secondary weighting, a model is constructed of quantitative analysis of the regional urban-rural integration. This paper has made a quantitative analysis of the development levels of regional urban-rural integration in the case of the Shandong Peninsula Blue Economic Zone. The research results show that in the problem of multi-target integrated evaluation, the application of composite index, constructing evaluation index system, enables the evaluation process to cover more assessment information without any increase in calculation steps. Application of the model presented in this paper makes feasible a quantitative analysis of the regional urban-rural development.

Ideological and political course is a key course to implement the fundamental task of building morality and cultivating people. Teaching evaluation is an important part of the construction of ideological and political courses. Constructing a perfect teaching evaluation index system is an urgent need to further deepen the teaching reform of ideological and political courses and improve the teaching quality of ideological and political courses. In order to improve the practical application effect of mixed teaching mode, an online and offline mixed teaching effect evaluation method based on big data analysis is proposed. Firstly, the big data in the process of mixed teaching are collected by using big data technology, and the evaluation index system is constructed from three dimensions. The required data are extracted according to the index, and then the association rules between the relevant data of the evaluation index are established, the phase space distribution of the data is obtained. Finally, the constraint parameter analysis method is used to fuse the control variables and explanatory variables of the index-related data to realize the online and offline mixed teaching effect evaluation. The application analysis results show that the method in this paper obtains ideal evaluation results of online and offline mixed teaching effects, which is conducive to improving teaching quality.

Effectiveness evaluations are one of the important ways to guide grid investment and to improve investment efficiency. Improving the effectiveness of grid investment evaluations is studied based on the optimization of the investment evaluation index system and the utility evaluation model. The index system is optimized by establishing an evaluation index system of grid investment effectiveness, considering the redundancy between the indices, and constructing an ISM-DEA model. The utility function model was introduced to fully consider the different risk appetites of decision-makers, and a utility evaluation model that takes risk appetite into account was established. An improved weight integration model based on multiobjective optimization was established by considering the minimum deviation and the trend-optimal objective function when setting the index weights. The calculation results show that the feasibility of the index system optimization model and utility evaluation model constructed in this study is verified under the premise of satisfying the assumptions. By adjusting the risk preference coefficient of decision-makers, the dynamic optimization of the grid investment utility evaluation results can be realized.
