China’s cross-border e-commerce will usher in a new golden age of development. Based on seven countries which include the Russian Federation, Mongolia, Ukraine, Kazakhstan, Tajikistan, Kyrgyzstan and Belarus along the “Belt and Road”, an evaluation system for cross-border e-commerce investment climate indicators is established in this study. This research applied the entropy method twice to evaluate the investment climate of seven countries based on 5 years panel data comprehensively and these countries are then classified into politics-oriented and industry-oriented countries, and then the weight of indicators for each category is analyzed. In addition, cross-border e-commerce investors are proposed to prioritize industry-oriented countries. Back propagation neural network algorithm is used to map the existing data and optimize the evaluation index system in combination with the genetic algorithm. This research denotes the effort to find out the index evaluation combination corresponding to the best overall score, make the established evaluation index system applicable to other countries, and provide reference for cross-border e-commerce investors when evaluating the investment climate in each country. This study provides the important practical implications in the sustainable development of China’s cross-border e-commerce environment.

Policy transfer is a process in which different organizations learn from each other to achieve policy innovation. It is also considered as an important channel of policy issuance. In China, national independent innovation demonstration zones serve as carriers of not only technological development, but also technological policies issued by China. Along with development of these national independent innovation demonstration zones, policy exchange and cooperation has become increasingly frequent among them. This paper attempts to find out different paths for policy transfer through a textual analysis of policies among China’s national independent innovation demonstration zones. First, quantitative connotation and characteristics of policy transfer are analyzed. Then, a policy transfer quantitative evaluation index system is built based on three dimensions of policy transfer, namely intensity, breadth and speed. Following that, the quantitative evaluation index system is used to analyze policy transfer among national independent innovation demonstration zones. The paper tries to explore favorable policy categories for transfer, and learn the policy development status in these national independent innovation demonstration zones as well as the policy transfer trend from different perspectives. To sum up, this research can provide not only data support for policy innovation of China’s independent innovational demonstration zones and accelerate their in-depth cooperation in terms of policy transfer, but also a new methodological research paradigm for quantitative analysis of policy transfer among parallel organizations.

Over recent decades, the application of artificial intelligence methods in manufacturing has led to new spheres of research such as the Internet of Things, Cyber–Physical Systems, and Cloud Computing and Big Data, leading to the so-called Industry 4.0. However, to date, little research has been geared towards assessing the factors that influence intelligent manufacturing on a regional scale. Addressing this problem, this paper constructs an evaluation index system for the Yangtze River Economic Belt (YREB) intelligent manufacturing sector using eleven years (2008–2018) of provincial panel data. The entropy method is applied to three evaluation criteria, namely intelligent innovation, equipment, and profit, to construct an evaluation index system. An analysis of the results revealed that the level intelligentization of the manufacturing industry of the YREB increases yearly, and that intelligent innovations are notably occurring at a faster rate than profits. Disproportional enterprise returns on investment have occurred, which decreases enterprise motivation to be innovative in the first place. Additionally, it was also observed that FDI, financial development, government intervention, and the level of opening-up were the primary factors modulating regional intelligent manufacturing levels.

The aim of this study is to investigate and discuss the potential security issues arising from the deployment of the Cloud Enterprise Resource Planning system, and to propose a perfect and standard set of security evaluation index system for Cloud ERP security issues. Considering the issues which may be inherent in the conventional Enterprise Resource Planning systems and new ones brought by Cloud Computing, Cloud Platform, Cloud ERP, we use text mining technology to mine the related standard files in this paper. Since the standard literature is based on the comprehensive results of technology, science and practice, its characteristics of standardization, objectivity and validity also ensure the effectiveness and applicability of indicators. By using NLP methods, we construct a Cloud ERP security evaluation index system consisting of five parts: evaluation method security, information access security, data security, management security and others. The entropy method is used to assign weights for the Cloud ERP security evaluation index system, which is more scientific and rational and the method moderates the lack of objectivity caused by traditional evaluation methods which over-relies on evaluators. By analyzing cases of Cloud ERP collected in various application reports and research papers, we improve our system and find that compared to other evaluation systems, our system can evaluate the security of Cloud ERP more comprehensively.

The research on the connotation and the evaluation index system of low carbon competitiveness in the ocean economic zone is not comprehensive, it ignores some factors, such as, spatial structure, fairness, regional cooperation, urbanization, system innovation. This paper first puts forward the connotation and the benefit-potential evaluation index system of the ocean economic zone, and then uses the index system to evaluate low carbon competitiveness of Shandong peninsular blue economic zone by using the empirical method.Low carbon competitiveness in the ocean economic zone means a competitive advantage that can optimize economic benefit, social benefit, and the ecological benefit of the zone, and the competitive advantage is formed by the synergistic effect, cooperation, rational distribution of the component elements of the zone and by the interaction in low carbon development of the ocean economic zone and external region. In the process, the principle is 6R of low carbon development, and the basis is regional interest coordination mechanisms. The results show that: there is great difference in urban low carbon competitiveness of Shandong peninsular blue economic zone because the highest value (0.77526) and the lowest value (-0.57536) is in Qingdao and Weifang respectively, and the difference is 1.35062; Qingdao is the first order low carbon development pole of the zone, Yantai (0.25704) and Dongying (-0.04371) are secondary low carbon development pole; the zone has point-axis spatial structure characteristics; there is a positive correlation between low carbon competitiveness of the ocean economic zone and regional economic developing stage; the differences in spatial structure characteristics of the six system layer indexes indicate that every index is independent and their spatial structure is diversiform; there is great difference between different city in system layer index, so the coordination of the urban system layer indexes should be paid attention to and the spatial structure of low carbon competitiveness in Shandong peninsular blue economic zone should be optimized.
