As leader of the Russian Federation, a state with both a large military stockpile and veto power in the United Nations, it is important to understand who Vladimir Putin is as a leader. In order to do so, we must first identify and understand the contexts of Putin's leadership. One of the ways in which we can do that is by looking at his rhetoric. This thesis looks specifically at the language and recurrence of ideas in Putin's New Year Addresses. Given the cultural significance of this holiday to the Russian people and the holiday's own significance to Putin's presidency, it is a useful genre for identifying philosophical and historical context within his speeches. This thesis not only identifies the foundational elements of this genre of speech, but it is able to identify the shifts in rhetoric and understand the context behind them.

The article scrutinizes the current legislation aimed at combating corruption. Special attention is paid to crimes the number of which among corruption-related crimes is overwhelming. These include, in particular, Art. 290 “Bribe-taking”, 291 “Bribe-giving”, 204 “Commercial bribery” of the Criminal code of the Russian Federation. Also, attention is paid to relatively new offences providing for liability for crimes of corruption, namely: Article 291.1 “Bribery facilitation,” 291.2 “Petty bribery,” 204.1”Commercial bribery facilitation” and 204.2” Petty commercial bribery “ of the Criminal Code. The paper analyzes international instruments governing the fight against corruption, especially the United Nations Convention Against Corruption. Based on the analysis of the above norms, the authors argue the need to amend the current legislation, inter alia, in order to bring it in line with international instruments.

We are pleased to present an academic interview with the Ambassador of the Vatican Archbishop Celestino Migliore, the Apostolic Nuncio to the Russian Federation, who kindly agreed to answer questions asked by Maria A. Burganova, the editor-in-chief of the journal Burganov House. The Space of Culture. The meeting between Russian President Vladimir Putin and Pope Francis, which will undoubtedly facilitate further development of relations in the context of the positive historical dialogue that has long been developing between the Vatican and Russia, was the impetus for the interview. Archbishop Celestino Migliore, an Italian prelate and Vatican diplomat, is the Apostolic Nuncio to the Russian Federation since May 28, 2016. Archbishop Migliore has a master’s degree in theology from the Center of Theological Studies in Fossano and Doctorate in Canon Law from the Pontifical Lateran University in the Vatican. He has been in the diplomatic service of the Holy See in different countries since 1980. He was appointed as Special Envoy to the Council of Europe in Strasbourg, the Under-Secretary of the Section for Relations with States of the Vatican’s Secretariat of State, and the Permanent Observer of the Holy See to the United Nations. Celestino Migliore received his episcopal consecration from John Paul II on January 6, 2003.

Актуальность статьи определяется востребованностью на нынешнем этапе осмысления опыта современной России исследований, посвященных процессам, явлениям, принципам и подходам, сопровождавшим формирование ее внешней политики. При этом речь идет как об универсальном, так и об индивидуальном (личностном) уровнях. Об актуальности выбранной темы свидетельствуют совпавшие в 2020 году два юбилея — Организации Объединенных Наций, ее Совета Безопасности и юбилей министра иностранных дел России Сергея Викторовича Лаврова. С учетом последнего факта данная статья не носит свойственного юбилейным статьям характера. Ее цель состоит в том, чтобы проанализировать, какие принципы и подходы в конце ХХ — начале XXI века были положены в основу российской внешней политики. Для реализации заявленной цели автор использовал открытые источники — послания Президента РФ В. В. Путина Федеральному собранию с 2000 по 2004 год, а также все протоколы заседаний Совета Безопасности ООН за вышеуказанный хронологический период, и выделил для статьи те из них, которые касались борьбы с терроризмом, поскольку эта проблематика была востребована в 2000–2004 годах и предоставляла хорошие шансы для объединения усилий различных партнеров. Данные материалы потребовали применения системного подхода, историко-генетического, историко-типологического и сравнительно-исторического методов. Результатами проведенного исследования стали систематизация официальных внешнеполитических установок, анализ принципов и подходов, использованных С. В. Лавровым на посту постоянного представителя России в Совбезе ООН. Полученные результаты необходимо воспринимать как предварительные. Работа над проблемой должна быть продолжена. The relevance of the article is accounted for by the necessity to analyze and reassess research works devoted to the processes, phenomena, principles and strategies that have shaped the foreign policy of modern Russia. The article treats the issue on both universal and individual (personal) levels. The relevance of the issue is accounted for by two anniversaries we celebrate in 2020, namely the 20th anniversary of the United Nations Security Council and the 70th birth anniversary of the Minister of Foreign Affairs of the Russian Federation Sergey Viktorovich Lavrov. It should be noted, however, that the tone of the article is not celebratory. It is aimed at the analysis of principles and strategies of the foreign policy adopted by the Russian Federation in the late 20th — early 21stcenturies. To achieve the aim of the research, the author of the article analyzes open sources, such as Presidential Address to the Federal Assembly of the Russian Federation given by the Russian president Vladimir Putin in 2000–2004, and all the minutes of meetings of the United Nations Security Council in 2000–2004. The author focuses attention on speeches devoted to the struggle against terrorism, for the issue was highly relevant in 2000–2004 and demanded that partners should coordinate their efforts to combat common challenges. To analyze the abovementioned data, the author of the article employed systemic approach, history and genetic approach, historical-typological approach, comparative-historical approach. The research enabled the author to systematize official guidelines of Russian foreign policy and to analyze the principles and strategies used by S. V. Lavrov as permanent representative of the Russian Federation to the United Nations Security Council. It should be noted that the findings of the research are preliminary and require further analysis.

The aim of the study is to develop the main approaches to providing states with international information security. The role of the Russian Federation and other states in advances in information and telecommunications within the framework of international security is being investigated. Attention is drawn to the rapid formation and use of information and communication technologies, which have made up a large and lasting dependence of adverse government mechanisms on real cyber technologies and has been the reason new threats. The role of the Russian Federation in the purposeful work of shaping the United Nations doctrine on world information international security is being investigated. The UN General Assemblys Resolution A/RES/56/19, Advances in Information and Telecommunications in the Context of International Security adopted on 7 January 2002, endorsed the idea of researching current and possible threats to information security and drawing attention to the likely collective measures to eliminate them. The Russian Federations proposal for education, the composition of government experts, which could concentrate and discuss the most important stages that aim the subjects of international law to participate in the UN General Assembly Resolution of December 8, 2003 No. 58/32 Achievements in the field of information and telecommunications in the context of international security are analyzed. The article draws particular attention to the document of the UN General Assembly A/55/140 which outlined five principles on international information security. The article examines in detail the resolutions of the United Nations General Assembly Advances in Information and Telecommunications in the context of International Security from December 4, 1998 to October 22, 2018 to ensure international information security. The novelty of the study is the conclusions and proposals on problematic issues in the field of international information security, which would contribute to the adoption of a single international UN Convention, which would contain a conceptual apparatus, objectives, objectives, types of threats, priorities and mechanisms for their implementation, as well as provisions on the responsibility of States in the international information space.

In the conditions of transformation of geopolitical environment and escalating magnitude of natural and man-made disasters, the international humanitarian cooperation becomes one of the priorities on the agenda of all global actors. This substantiated by the fact that the increasing frequency of natural disasters requires the development of new approaches and programs for addressing the humanitarian issues. The goal of this article lies is the analysis of vectors and peculiarities if cooperation between the Russian Federation and the United Nations, as well as systematicity of their interaction in terms of humanitarian aid and disaster risk reduction. It is established that one of the urgent problems for the Russian Federation in the context of disaster risk reduction is wildfire prevention. The problem attracts as a global challenge has drawn particular attention of the UN.. Special emphasis is placed on the Sendai Framework on Disaster Risk Reduction, which for the Russian Federation and majority of countries of the world, serves as the methodological guide in the questions of participation and interaction with international partners towards overcoming humanitarian disasters and reducing the risks of anthropogenic hazards. Special attention is given to examination of the vectors and measures of support of the Russian Federation to the countries suffered from disasters. The conclusion is made that within the framework of interaction with the United Nations in terms of disaster risk reduction, the Russian Federation fully conforms to all strategic priorities and key provisions of the Sendai Framework on Disaster Risk Reduction. The acquired results are valuable for the improvement and development of the principles of international humanitarian cooperation between the countries in the context of formation of the new paradigm of civilizational development.

This article examines the question of reform of the United Nations as one of the key objectives that has been on the agenda of this institution for several decades. The organization was established for the purpose of relieve future generations from the disasters of war that caused indescribable grieve to humanity; however, for quite a while there is an opinion that the UN has lost its authority and influence on the international arena. This article considers the improvement of work mechanisms of the United Nations. Particular attention is paid to the new principles founded in the early XXI century, reforms carried out within the system of UN, as well as position of the Russian Federation pertaining to the subject of research. Currently,  the United Nations is virtually the only institution that ensures security on the international arena, significantly contributes to the prevention of escalation of a high number of conflicts, despite the fact that there do still exist problematic hubs in the activity of this Organization. The UN greatly benefits the international community since its establishment; however, it requires changes and reforms in order to improve its effectiveness.

On May 25, 2019, the International Tribunal for the Law of the Sea (ITLOS) issued a provisional measures order to the Russian Federation to release two Ukrainian warships, a naval auxiliary ship, and their servicemen. This case adds to the jurisprudence concerning the Tribunal's institutional authority to issue a provisional measures order under Article 290(5) of the United Nations Convention on the Law of the Sea (UNCLOS).
