From 1789 to 1913, U.S. senators were not directly elected by the people—instead the Constitution mandated that they be chosen by state legislators. This radically changed in 1913, when the Seventeenth Amendment to the Constitution was ratified, giving the public a direct vote. This book investigates the electoral connections among constituents, state legislators, political parties, and U.S. senators during the age of indirect elections. The book finds that even though parties controlled the partisan affiliation of the winning candidate for Senate, they had much less control over the universe of candidates who competed for votes in Senate elections and the parties did not always succeed in resolving internal conflict among their rank and file. Party politics, money, and personal ambition dominated the election process, in a system originally designed to insulate the Senate from public pressure. The book uses an original data set of all the roll call votes cast by state legislators for U.S. senators from 1871 to 1913 and all state legislators who served during this time. Newspaper and biographical accounts uncover vivid stories of the political maneuvering, corruption, and partisanship—played out by elite political actors, from elected officials, to party machine bosses, to wealthy business owners—that dominated the indirect Senate elections process. The book raises important questions about the effectiveness of Constitutional reforms, such as the Seventeenth Amendment, that promised to produce a more responsive and accountable government.

This article is the result of a research on the Kaharingan problematic issues of religious identity after being integrated into Hindu Dharma. During the ‘New Order’ (President Soeharto's government) Kaharingan religion was not included in one of the religions served by the state. The issue of state recognition and the ease of obtaining civil services for Kaharingan adherents are strong reasons for Kaharingan religious leaders to integrate Kaharingan as part of Hinduism. The research raises the issues: (1) how is the process of integrating Kaharingan religion into Hindu Dharma? (2) what are the implications of such integration? and, (3) how is the existence of Kaharingan religious identity as the original ‘Dayak tribe religion’ after integration into Hindu Dharma in the future? This study aims to portray the existence of Kaharingan religion during integration into Hindu Dharma. This type of research is qualitative-descriptive with the method of collecting data through observation and interviews with religious leaders and administrators of religious institutions namely the Hindu Kaharingan Grand Council (MB-AHK), as well as an analysis of documents related to the object of research. Theories used in this research are integration theory, identity theory and locality theory. The integration process has implications for various fields, ranging from education, social, religious, economic, political upto cultural identity. The future challenges of Kaharingan are: internal conflict, a dilemma of distortion from third parties and stigmatization as one of the Hindu Dharma sects.

Over the years the Americas have made significant contributions to the development of international humanitarian law. These include three nineteenth-century texts which constitute the earliest modern foundations of the law of armed conflict. The first is a treaty, signed on 26 November 1820 by the liberator Simón Bolívar and the peacemaker Pablo Morillo, which applied the rules of international conflict to a civil war. The second is a Spanish-American work entitled Principios de Derecho de Genres (Principles of the Law of Nations), which was published in 1832 by Andrés Bello. This work dealt systematically with the various aspects and consequences of war. The third is a legal instrument, signed on 24 April 1863 by United States President Abraham Lincoln, which codified the first body of law on internal conflict under the heading “Instructions for the Government of Armies of the United States in the Field” (General Orders No. 100). This instrument, known as the Lieber Code, was adopted as the new code of conduct for the armies of the Union during the American Civil War.

The long-traditional view of the Roman Catholic Church in Spanish America as a monolithic, wealthy, and all powerful institution has been gradually modified by successive studies over the last thirty years. From these examinations emerges the picture of a complex institution characterized by diversity, and internal conflict. New research continues to enlarge and clarify understanding of the Church's role as an institution of the Spanish empire.What follows will, in highlighting the colonial Church's relationship to the Spanish crown, add to this view of it as a complex and diverse institution. An examination of crown policy with regard to Church finance in the sixteenth century shows that the episcopal hierarchy of the Mexican colonial Church had a subordinate relationship to the crown in the era of the Counter Reformation. Rather than a strong Church influencing the crown, what emerges is the portrait of a relatively weak, dependent institution, supported by the king. The secular church hierarchy had only enough power to carry out its function and serve as a counterpoint to the religious orders, not enough to achieve financial independence on its own. The basis for this relationship lies in the patrimonial nature of Castilian government and its dominant position over the Church hierarchy because of the Patronato Real.
