Digital antitrust is at the forefront of all expert discussions and is far from becoming an area of consensus among researchers. Moreover, the prescriptions for developed countries do not fit well the situation in developing countries, and namely in BRICS: where the violator of antitrust laws is based compared to national firms becomes an important factor that links competition and industrial policy. The article uses three recent cases from Russian antitrust policy in the digital sphere to illustrate typical patterns of platform conduct that lead not just to a restriction of competition that needs to be remedied by antitrust measures, but also to noteworthy distribution effects. The cases also illustrate the approach taken by the Russian competition authority to some typical problems that arise in digital markets, e.g. market definition, conduct interpretation, behavioral effects, and remedies. The analysis sheds light on the specifics of Russian antitrust policy in digital markets, as well as their interpretation in the context of competition policy in developing countries and the link between competition and industrial policies.

The early industrialization process in developed countries took place under flexible frameworks of intellectual property (IP) protection. Those countries, however, proposed and obtained in trade negotiations the adoption of an international IP regime that expanded and strengthened such protection. While the role of this regime, especially patents, in promoting innovation is controversial, it may effectively limit the ability of developing countries to implement industrial policies. These countries can preserve some room to implement such policies by using certain flexibilities, such as applying rigorous standards of patentability and granting compulsory licenses to broaden the space for local production.

This chapter aims at investigating the evolution of the digital divide within a set of developing countries between the years 2000 and 2005. In doing so, it moves away from the traditional analysis of the digital divide, which compares developed countries and developing countries, and examines the existing gap within a relatively homogeneous group of countries. On the basis of the theoretical and empirical contributions from scholars in different disciplines, we select a series of socioeconomic and technological indicators and provide an empirical assessment of the digitalization patterns in a set of 51 low income and lower-middle income countries. By means of cluster analysis techniques, we identify three emerging patterns of the digital divide and derive a series of policy implications, related to the implementation of an effective strategy to reduce digital backwardness. The characteristics of each pattern of digitalization can be also usefully employed to understand whether past interventions, especially in the area of competition policy, have been successful in addressing country-specific issues.

This chapter offers a coherent approach to competition law enforcement in developing countries. The promotion of economic growth and development should be the paramount objective of competition law enforcement in developing countries. However, ascribing the objective of the promotion of economic growth and development to competition law enforcement in developing countries does not require a detraction from a focus on promoting competition. In addition, competition law enforcement in developing countries must abide by the principle of causing no harm to the poor in society. If a developing country decides to pursue industrial policy, its competition authority may be asked to balance between competition and industrial policy objectives. Ultimately, competition law enforcement in developing countries must take into account the economic characteristics of developing countries as well as the enforcement capacity of developing country authorities.

The goals of competition policy have been a subject of debate almost since its inception. Competition agencies in developing countries are tasked with a wider range of goals than their counterparts in developed countries due to specific traits of the economic and institutional environment of the former. Goal complementarity, path-dependence, comparative efficiency of other government agencies and market characteristics specific to developing countries might make antitrust tools more effective and efficient in dealing with problems that are not strictly antitrust-related. However, no goals are 100% complementary, and can sometimes come into conflict. The mechanisms chosen to prioritize the goals can influence the outcome for competition as well as social and consumer welfare. Additionally, even if the goals are conventional, they can be misinterpreted in the course of implementing competition policy. The paper examines Russia’s recent National Plan for the Development of Competition in the Russian Federation for 2018-2020 and some of the goals postulated there to show how they correspond to the theory of industrial organization and the principles of law and economics. A similar analysis is done on the recent Report on regional development of competition in its section on cartels, which shows how the indicators chosen by the FAS Russia to evaluate its cartel policy can shift the emphasis of enforcement, lead to enforcement errors and distort the incentives of the authority itself as well as economic entities.

Over the last two decades the global auto industry has undergone important structural transformations and policy reforms posing complex challenges for low-volume automobile producing countries. More specifically, during the 1990s, rapid growth in sales and production were experienced in the global auto market, which has interestingly, been largely attributable to strong growth registered in emerging markets instead of the Triad regions. This paper provides a sectoral perspective analysing trade and industrial policies of selected emerging auto countries and concludes with recommendations for future automotive policy particularly for South Africa and other developing countries that are important to developing internationally competitive and sustainable automotive sectors.

Nutrition is important for human health in all stages of life - from conception to old age. Today we know much more about the molecular basis of nutrition. Most importantly, we have learnt that micronutrients, among other factors, interact with genes, and new science is increasingly providing more tools to clarify this interrelation between health and nutrition. Sufficient intake of vitamins is essential to achieve maximum health benefit. It is well established that in developing countries, millions of people still suffer from micronutrient deficiencies. However, it is far less recognized that we face micronutrient insufficiencies also in developed countries.

The analysis of competition policy under economic crisis is motivated by the fact that competition is a key factor for the level of productivity. The latter, in its turn, influences the scope and length of economic recession. In many Russian markets buyers' gains decline because of the weakness of competition, since suppliers are reluctant to cut prices in spite of the decreasing demand. Data on prices in Russia and abroad in the second half of 2008 show asymmetric price rigidity. At least two questions are important under economic crisis: the 'division of labor' between pro-active and protective tools of competition policy and the impact of anti-crisis policy on competition. Protective competition policy is insufficient in transition economy, especially in the days of crisis it should be supplemented with the well-designed industrial policy measures which do not contradict the goals of competition. The preferable tools of anti-crisis policy are also those that do not restrain competition.

The purpose of the present paper is to formulate a composite index of the status of women and to rank both developed and developing countries on the basis of that index. This index is presented as an alternative or complement to the current status of women index, published by the Population Crisis Committee (PCC) and used by the World Bank and the United Nations, which focuses on indicators measuring health, education, employment, marriage and childbearing, and social equality. The paper argues that these indicators have a poverty-bias and measure women's status in terms of structural change rather than in terms of their welfare vis-ii-vis men. The PCC index is also based on the implicit assumption that women's status in developing countries ought to be defined in a similar way as in developed countries, thus including primarily only those indicators which are more relevant for developed countries. To remedy these defects, the paper presents an alternative composite index, hereafter labelled the Alternative Composite (AC) index, based on many more indicators reflecting women's issues in both developed and developing countries. The results of the statistical analysis show that the ranking of countries based on the AC index is significantly different from the PCC index.
