The problem of domestic violence that exists in Ukraine is recognized as a serious problem and requires significant and comprehensive efforts to its solution, as well as the involvement of various actors, whose activities are aimed at overcoming domestic violence. Public organizations play an important role in such activities, the role of which is reflected in the Law of Ukraine “On Prevention and Counteraction to Domestic Violence”. The scientific novelty of the article is to study the directions and forms of work of public organizations in the field of prevention and counteraction to domestic violence and their systematization, introduction into scientific circulation of analytical materials and information prepared by public organizations. The research methodology is based on a dialectical approach to the cognition of socio-legal phenomena through comparative and legal analysis of definitions, historical and analytical methods in studying the activities of public organizations and their participation in the formation and implementation of public policy, using the observation method. Analysis of the work of public organizations as subjects of state policy to prevent and combat domestic violence provided grounds to clarify the systematization of the main areas of such work. Such grounds include prevention of domestic violence, advocacy of ratification of the Istanbul Convention, advocacy, participation in public policy (development of programs at the national and regional levels), work with offenders, training of specialists, policy monitoring and provision of services to victims. Forms of work of public organizations develop in time and space, in accordance with the needs of practical activities. Improving the efficiency of public organizations is seen in their networking, strengthening cooperation with scientific and educational institutions.

The authors of the research provide a comprehensive analysis of the role of state policy in the formation of religious and secular values. Scientists give various examples and evidence of the effectiveness of the Turkish model of religious and confessional policy for Kazakhstan. The article considers the problem of religious minorities in Kazakhstan and Turkey. Also the features of cooperation of the Turkish state and authorities with public organizations were analyzed and the possibilities of using the Turkish experience in the practice of Kazakhstan were considered.

Information and communications technologies are emerging as important drivers of reform in the public sector. This chapter explores both enabling and constraining aspects of the role that ICTs can play in transforming the development and delivery of public policy. Two issues are explored: the reduction in flexibility of decision making that frequently accompanies ICT-based initiatives, and the critical role of knowledge embedded in networks of stakeholders in policy development and delivery. A case study, which traces the knowledge embedded in networks of relationships of actors involved in developing and implementing operational policy in an Australian public sector agency, is presented to illustrate the unintended constraints on knowledge activities. A framework for analyzing socio-technical networks involved in integrating ICTs into the cycle of public policy is presented.

Domestic violence, war against woman and gender inequality is the gender issues faced by both males and females. It is the phenomenon that not only dividend the home but also cultural, social, economic and political implications on human life. Education always plays a lucrative role in the eradication of social evils. This study was aimed to explore the root causes of domestic violence and gender inequality and the role of educational institutions in eradicating domestic violence. 200 teachers from government secondary schools were interviewed in which there were 120 male and 80 female. Informal interview was used as in-depth information was needed for the phenomenon. Modified analytical induction approach was applied according to the nature of the study. Themes and patterns were drawn from the interviews and conclusion was made. The study revealed that gender discrimination existed in the field of education, health, cultural, political, social and economic spheres of life in society. The study found out that male-dominant society, poverty, illiteracy, child issue, culture issue, morality, and psychological feelings were the factors responsible for domestic violence. Recommendations to eradicate this problem were made in the light of research findings.

Introduction. The history of public organizations is an actual topic of scientific research. Originated in ancient times, they have passed a long way of development. Comparative study of the legal status of public organizations is extremely rare, although such studies would be not only interesting, but also useful for further improvement of legislation. Purpose. The aim of the study is to identify models of property disposal after the liquidation of public organizations in Roman law and to trace the reception of these models at different stages of development of domestic legislation. Methodology. Formal legal, comparative historical and comparative legal research methods were used in writing the article. Results. It is revealed that in Roman law there were three variants of disposal of property after liquidation of public organizations. In the domestic legislation these models were applied in various configurations depending on concrete historical circumstances. The transfer of property to state ownership was most often used in Soviet law, the direction of property for the implementation of statutory purposes prevailed in pre-revolutionary legislation. Modern Russian law gives preference to the latter option, but in rare cases allows the possibility of turning property into state property. Conclusion. The issues covered in the article will allow to better understand the place and role of public organizations at different historical stages of the development of the national state. The predominance of one or another option of disposal of property after the liquidation of public organizations indicates the degree of freedom of the latter from the state. A comprehensive study of the legal regime of the property of public organizations at different stages of the development of civil society in Russia is seen as promising in this regard.

Combating trafficking in human beings is a major challenge for society and constitutes a separate policy area, where the subjects of its implementation are both governmental and non-governmental organizations. The role of the latter is multifaceted and subject to change and development. The author of the article has studied the development of forms and directions of activity of organizations, their interaction with various state institutions, scientific and educational institutions to ensure their effective development. The methodological basis of the publication was a dialectical approach to the cognition of social and legal phenomena through the historical and comparative legal analysis of definitions, the use of the method of included observation, as well as problem-chronological analysis of the activities and participation of public organizations in the formation and implementation of state policy. Theoretical basis of the publication was theoretical and ideological concepts and research of domestic and foreign scholars in relation to public organizations. The scientific novelty of the article is to cover the dynamics of the development of public organizations’ participation in the process of forming and implementing state policy on the example of combating trafficking in human beings, as well as in analyzing the interaction of public organizations with educational and scientific institutions as a factor of ensuring the qualitative and effective work of both parties. The author has distinguished and analyzed three stages in the formation and development of NGOs working in the field of combating trafficking in human beings: the first – the nineties of the XX century, the second – 2000–2013, the third – from 2014 to the present day. In order to effectively develop NGOs, it is important to interact with educational and scientific institutions, to share experience and knowledge. Positive changes can be caused by prudent implementation of necessary policies, continuous improvement of the professional level of the employees, transparency in the activities of NGOs, providing feedback to their target groups, a combination of professionalism and activism, cooperation with state institutions.
