In view of the methods on remote monitoring of the rivers and lakes water quality are relatively single and low efficiency in supervision at present, this page puts forward a kind of design method of the internet of things system about remote monitoring system based on GPRS/3G technology. The system can realize multi-point data integration, processing, integration and real-time results releasing, with GPRS/3G remote data communication technology as the core, and send the information accesses to the buoys placed on the waters surface, mobile intelligent instruments, and the water quality monitoring ark placed on the water bank via GPRS/3G module to the superior intelligence analysis system, which realizes the real-time display in the GIS map, water quality evaluation, bloom forecast, decision-making, etc. Practice has proved that this system is stable and reliable, and provided the effective monitoring of the rivers and lakes water quality and management decision of algae blooms emergency for the environmental protection department.

Abstract The security threat of power monitoring system is increasing, it is valuable to carry out effective risk assessment, which helps to find the security threats of the system in time, then carry out security management and avoid disasters. This paper presents a risk assessment method of power monitoring system based on Fuzzy Analytic Hierarchy Process (FAHP) and CVSS. Firstly, Considering the structure and security requirements of power monitoring system, the analytic hierarchy process (AHP) model is established, and CVSS is used to quantify the evaluation indicators. Then, the fuzzy consistent judgment matrix is constructed by using the results of index quantification by using AHP and fuzzy comprehensive evaluation theory, and the power monitoring system is comprehensively evaluated from the bottom to the top. Finally, the risk evaluation value and safety level of the system are obtained. The example shows that the method can effectively overcome the difficulty of AHP in checking the consistency of judgment matrix, and can effectively quantify the system risk, and provide reference and basis for risk management decision-making of power monitoring system.

Purpose: of the article is a proposal for a methodology for assessing the level of development of Cycling infrastructure in Moscow and a conceptual model of a system for monitoring transport infrastructure.Methods: to achieve this goal, the authors analyzed foreign and domestic experience in the development of the cycle transport infrastructure and methods for assessing its level of development. In preparing the article, the results of content analysis of scientific publications and research reports of Russian and foreign scientists and practitioners who are experts in the field of increasing the mobility of the urban population in megalopolises, in field studies and observations are used. The study is based on the marketing approach, which takes into account the objective indicators of the development of Cycling and the perceived level of development of Cycling infrastructure.Results: increasing the mobility of Moscow residents using environmental modes of transport is an important strategic task of the metropolis. For its successful solution, it is necessary to create a monitoring system that provides control over the achievement of the objectives of the development of Cycle transport infrastructure. The article presents the results of the development of a system for monitoring the level of development of Cycling infrastructure. A system of indicators, which is the basis of the monitoring system, has been developed, and the methodology has been tested. The test results can be defined as initial for the next monitoring Cycle.Conclusions and Relevance: the analysis of international and Russian experience in the development of transport infrastructure of megacities showed a significant interest in the integration of Cycling in multimodal travel of passengers. Active use of Cycling is associated with a change in the transport behavior of residents of the metropolis. This is largely determined by the level of development of the Cycle transport infrastructure. The Cycle infrastructure must meet the demands of citizens, the safety of cycling around the city, as well as other characteristics that provide the attractiveness and convenience of using cycles in the city. The paper proposes a system for monitoring the level of development of Cycling infrastructure. The monitoring is based on the assessment of hierarchical indicators grouped by management objectives. The indicators recommended for use in the monitoring system correspond to the principles of accessibility of information, reflect both subjective and objective factors that characterize the development of Cycling infrastructure, allow to identify local problems of Cycling infrastructure in all areas of Cycling. Testing of the monitoring system confirmed the possibility of its use to support management decision-making on improving the city’s transport system.

The article is devoted to the actual and less studied problem of realization of the management decision-making analytical support tasks. It is grounded that full or partial uncertainty of the environment in which the enterprise operates determines the clearly structured regulations formation that maximize the information support volume and quality. It is noted that the analytical support task at tactical and strategic management levels is different. On the basis of application of scientific research common scholarly and special methods, the coordination of analytical support tasks of their realization decision-making and consequences in activity-based management was carried out. The comparison of the effective and efficient enterprise management essence has been carried out. It is determined that effective management is the integration of functional and infrastructural components to achieve the long-term enterprise goals. The comparative analysis of traditional tasks of effective management economic analysis and analytical support was carried out. It has been substantiated that the analytical support tasks must necessarily be coordinated with the format of the management solution support system and the management type. A strong correlation between effective management and accounting and analytical support has been established. The influence of tactical and strategic decisions information support by the level of materiality on the reasons of low-quality management has been identified. The model of managerial decisions acceptance and realization in the activity-based management system is reviewed and supplemented. It is offered to allocate two groups of management performance assessment indices-indicators. The first indices-indicators group includes indices of dynamics of assets, capital, liabilities, incomes, expenses, financial results, cash flows. The second group includes indices characterizing the decision-making system as a whole.

Introduction. In modern conditions, the problems of uncontrolled climate change, accompanied by the formation of new challenges to public welfare, are becoming especially acute. The growing human impact on the environment leads to an increase in the number of emergencies, accompanied by a sudden sharp deterioration in the living standards of a large number of people. They also require significant efforts and financial resources to minimize their impact on public welfare. Reserve funds in the budgets are not able to fully meet the need for financial resources to eliminate negative externalities, which raises the question of finding new stabilization tools for resolving these issues. Methods. The study is based on the use of the following methods: monographic – in formulating the purpose and conclusions of the study; theoretical generalization of existing approaches to the formation of the monitoring system in the practice of the world's leading countries; general scientific methods of cognition, such as the dialectical method, analysis and synthesis, induction and deduction, systemic integrated approach in substantiating measures to create a system of state monitoring of the agri-food market. Results. The need to create a system for monitoring the agri-food market as a tool to achieve its balanced development by responding quickly to changes in market conditions based on making reasonable management decisions at the macro and micro levels is proved. The main blocks of the monitoring system of the agro-food sector of the economy are identified, namely: resource potential, efficiency of production activities and availability of resources; financial results; indicators of export activity; indicators of the microenvironment. Indicators and sources of their receipt, periodicity of information, which will help to achieve a higher level of awareness of all agri-food market participants and increase profitability of producers by identifying new markets, transformation of their production strategy for flexible adaptation of Ukrainian operators to globalization. Discussion. Further scientific research of the problem should include substantiation of the constituent elements of information and analytical support of the agri-food market monitoring system and systematization of its filling sources, coordination of their formation at the macro and micro levels.
