The article is devoted to the analysis of the structure, the peculiarities of functioning and the socio-economic and political effects of the «platform capitalism». The basis of this model is the network effects produced by the integrated information and communication infrastructure, which contribute to the monopolization and the constant expansion of platform companies into new areas. The principle of functioning of this infrastructure is the continuous collection and further monetization of data extracted from the interactions of individuals among themselves or with one of the elements of a digitalized economy or government structures. Such an infrastructure — forms a potential threat of strengthening state and corporate control over citizens. In addition, the activities of platform companies produce negative effects on the labor market, reinforcing the process of precarization of employment. The integrated information and communication infrastructure of platform companies form a system of a kind of «digital Taylorism», which deprives the employee of autonomy and privacy in the workplace. The influence of digitalization, subjected to the technocratic logic of the neoliberal model of governance in democratic countries, strengthens the de-politicization of relations between the citizen and the state and further changes the balance of power between labor and capital in favor of the latter. Large-scale protests of the last years against the companies of “capitalism of platforms” demonstrated the structural contradictions of this model and formed new forms of organization and actions of grassroots workers of the “digital economy”.

The properties of electric power systems (EPSs) are currently in the process of digital transformation, which should be taken into account when controlling them. Despite the numerous advantages of the digital transition, there are still problems with quality of the data used to control the EPS, and they are to a greater extent associated with the cybersecurity threats to the EPS information and communication infrastructure. The paper demonstrates the effect of changes in cybersecurity properties of the information and communication infrastructure on the quality of data streams coming from SCADA and WAMS, and reveals their complex interaction. The need has arisen to assess the quality of data during cyberattacks on systems for collecting, transmitting and processing the information. An algorithm is proposed to assess the quality of measurements based on the fuzzy logic.

Subject. The article updates the issue of information security associated with the extremely intense import of goods of information and communication infrastructure (ICT) and low volume of production of similar goods in the Russian Federation. Objectives. The aim is to develop principles of formation of customs tariff tools to regulate the import of ICT goods in the Russian Federation. Methods. The study employs the content analysis of existing approaches to defining the customs service concept, and general scientific methods of research. Results. The paper presents a unique approach to the development of tools for customs tariff regulation of imports, formulates an original definition of customs service, highlights the contradiction between the current model of implementation of the escalation principle, established by the World Trade Organization, underpins the need to differentiate the rates of import customs duties for the said group of goods. Conclusions. Due to the current specifics of the use of customs and tariff instruments, not all of them are applicable as measures to regulate the import of ICT goods. Currently, the most effective tools for regulating the import of information and communication technology goods are the unified customs tariff and the commodity nomenclature of foreign economic activity.

The United Nations Economic Commission for Africa (ECA) launched the African Information Society Initiative (AISI) in May 1996, which serves as a guiding framework for building the information and communication infrastructure in Africa. Since the launch of AISI, ECA has been supporting member states to embark on the development of National Information and Communication Infrastructure (NICI) policies, plans and strategies, which are instrumental to materialize the visions enshrined in the AISI at the national level and to create an environment conducive for information and communication technology (ICT)-led development initiative. Thus far, more than 30 countries in the continent have embarked, in one form or the other, on the development of national ICT strategies, and more countries have expressed interests to initiate national ICT policies. One specific element of the NICI process is to realign the country’s development goals, more precisely the Poverty Reduction Strategy Paper (PRSP) objectives, with the emerging ICT Policy. It is not an easy task, as traditionally the decision makers see ICT as a completely separate domain and often fail to see the role of ICT as a tool to attain the PRSP goals. Therefore, The Gambia NICI process was deliberately geared towards centering ICT policies and plans on the country’s declared PRSP elements. The NICI policy that was developed consciously mapped the route to underlay the ICT tools that will help the country reach its PRSP destination swiftly, efficiently and more responsibly to the people. This article illustrates an e-government strategy built on the objectives of poverty reduction as illustrated by a case study of The Gambia e-government strategy and NICI policy. The process and its evolved mechanism might serve as a model for e-government strategy and policy developers, planners and all stakeholders in general working in the area of digital governance.
