This article presents an analysis of the process of optimizing the process of managing the integrated supply chain in the system of logistics of military units of the National Guard of Ukraine. The paper optimizes the process of managing the integrated supply chain in the logistics system of military units of the National Guard of Ukraine is considered as an interconnected and interdependent set of organizations, resources and knowledge flows involved in ensuring supply and value formation. A general model of creating an integrated value formation system is proposed, which is a sequence of actions and strategies, the implementation of which is necessary for the successful reorganization of the existing supply chain for the military units of the National Guard of Ukraine. Within the framework of the offered model the reflected processes consist in optimization of coordination of various functions. Emphasis is placed on the need to create a logistics center that functions as an information adapter in order to rationally manage the flow of the supply process. This article highlights new tasks, the solution of which requires employees to supply the highest level of intellectual and creative potential. The work for the military units of the National Guard of Ukraine offers criteria for selecting decisions on the use of internal and external sources. The article develops a model for estimating the structure of total costs in the supply chain, which acts as a link that is connected between consumers and suppliers. The main factor in the use of information systems for the successful functioning of the supply chain in this article considers the need for almost perfect connections, both within the company of the stakeholder of the military unit, and between them. Emphasis is placed on the fact that the created model changes the very basis of decision-making, using an approach that stimulates the reduction of aggregate costs in the supply chain and increase the overall competitive advantage in the movement of materials and information from supplier to military units. The article proposes a system for measuring efficiency, which is not only applicable at several levels of organizational management, but also able to integrate multi-level operational activities to achieve the goals of organizations in the supply chain.

This article proposes a unified theory of logistics for the Air Forces of the Armed Forces of Ukraine based on the existing theories of armament and the logistics of the Armed Forces, and on the general laws and established consistent patterns, trends, principles, forms and methods of the use of the logistics of the Air Forces of the Armed Forces of Ukraine. The objective function of the logistics system of the Air Forces of the Armed Forces of Ukraine is formulated to achieve compliance of the capabilities of this system with the predicted volume of logistics tasks. In order to implement this compliance, it is necessary to ensure the convergence of requirements and capabilities at all levels of logistics management. The assessment of the functioning of the Air Forces logistics system of the Armed Forces of Ukraine is proposed on the basis of the stated views on the logistics theory of the Air Forces of the Armed Forces of Ukraine by assessing the set of real capabilities of each subsystem that is a part of its structure and system as a whole. At the same time, the assessment of the quality of the logistic support of the military units (formations) of the Air Forces of the Armed Forces of Ukraine should be related to the level of implementation of the potential capabilities of the logistics system when solving problems of each subsystem at the various stages of combat training, unblocking and operational deployment, the preparation and conduct of operations (combat actions), restoration of combat capability of troops (forces).

The existing separate arms theory and the theory of the Logistics of the Armed Forces as components of military science lose their functional purpose as partial theories in modern conditions of operations (combat actions).The article proposes a unified theory of logistics of the Air Forces of the Armed Forces of Ukraine, based on the existing theories of armament and the logistics of the Armed Forces, based on the general laws and established consistent patterns, trends, principles, forms and methods of the use of the logistics of the Air Forces of the Armed Forces of Ukraine. This article presents an analysis of the planning of logistics processes in the daily activities of military units of the National Guard of Ukraine. The article systematizes the specific features of logistics functions in contrast to similar functions of the traditional approach to resource management. Particular attention is paid to the fact that the distinctive features of the system of logistics functions are the deep systemic relationship of logistics functions with each other, as well as the focus on the management of material and related flows. In this article, the methodological basis of the logistical approach to resource management is to ensure the relationship between all types of resources, as well as structural units of the stakeholder organization in making strategic and operational decisions and ensuring their focus on achieving optimal economic performance of military units. The paper proposes a scheme of operational and functional nature of planning the logistics activities of military units of the National Guard of Ukraine. The article develops a system of requirements for planning logistics processes in the daily activities of military units. The scheme of the logistics system of military units as a part of managing and managed subsystems is offered. The article considers the subject of management of the logistics system of military units, which is the organizational structure of resource management, its structural components and specialists with the necessary knowledge, skills to manage the movement of all types of flows. The role and functions of each type of logistics in the daily activities of military units of the National Guard of Ukraine are separated. The article proposes the main directions of planning the logistics approach, which should be implemented for the military units of the National Guard of Ukraine in the process of solving everyday tasks. The article emphasizes that as a result of effective planning of logistics processes of the army should ensure the acceleration of the physical distribution and minimization of the total cost of supply of products and achieve the required quality of products or services. The practical result of the scientific research of the article is the system of recommendations of military units of the National Guard of Ukraine regarding the planning of logistics processes.

The current stage of reforming the Armed Forces of Ukraine (AF) confirms that the crisis in the country's economy has significantly affected the system of logistics of troops, which ensures its main task – to maintain the combat readiness of military units and ensure their livelihood in peacetime. The war in the east of the country and the existing state of providing troops showed the need to improve the organization and management of the process of logistical (technical, rear and medical) provision of training and combat use of the Armed Forces of Ukraine, which is currently in the phase of perspective changes and necessitates the development of a new concept of military information management and logistical flows, which will be implemented by a new, more efficient structure, called the "military logistics system". The purpose of the article is to determine the directions for the creation and accumulation of an optimal nomenclature of stocks of material resources in peacetime and their rational separation at the tactical, operational and strategic levels of management. The article describes the contents of the concepts of "logistics", "echelon", "stocking", "operational accounting". Important tasks of modern conditions of process of creation and management of stocks in the course of reforming of the Armed Forces of Ukraine are systematized; variants of the offered models of inventory management are outlined. The goal is achieved through theoretical and experimental research on volume optimization and material separation at all levels of management, which is one of the key problems of military logistics.

In the military units of the National Guard of Ukraine, a system for repairing automotive vehicles has been introduced, which provides for current, secondary and overhaul repairs. Maintenance of machines is carried out in order to eliminate malfunctions arising from the use of machines, and allows the replacement of individual units, including the main one. The average repair consists in the replacement or overhaul of not more than half of the main units. Overhaul restores the life of the machine and should be carried out at specialized enterprises of the Ministry of Defense of Ukraine or at other enterprises under contracts. Actually, in the military units of NGU, only current repairs are carried out. This is due to the high cost of overhaul and its low quality. Therefore, for the military units of the NGU, a diagnostic and recovery system for repairing automotive vehicles is proposed, including two types of repair: maintenance and restoration. The essence of maintenance repair consists in eliminating malfunctions, violations of adjustments during the operation of the machines according to the inspection, listening ? diagnostics with built-in and external diagnostic devices. Reconditioning repair consists in carrying out repair operations related to disassembling, troubleshooting, mechanical or other processing of component parts, assembling units, assemblies, testing them, and, if necessary, replacing them with new or repaired ones. Maintenance and repair repairs of automotive equipment are carried out only if there is a need for their implementation. It is proposed to establish ten parameters of the diagnostic and recovery system for the repair of automotive equipment at NGU and determine the life of the machine only before being discarding. The procedure for determining the number of machines that must be written off and get new ones to increase the non-reduced resource in each operation group is given.

The urgency of the article is due to the stable European integration aspirations of Ukraine, the participation of military formations of Ukraine in particular the National Guard of Ukraine in international cooperation, so the organization of language training in military units in modern conditions should become an integral part of professional development and training of officers in general. An analysis of scientific sources on the readiness of officers to conduct language training in military units of both the NGU and the Armed Forces revealed that this problem has not been studied and needs additional attention. The essence of the of the readiness of officers to carry out language training in the military units of NGU is revealed – this is the quality that is formed as a result of a set of measures for the formation of professional readiness for service and pedagogical activity which is formed by purposeful pedagogical influence for the formation of psychological readiness and the necessary competencies.

The purpose of the article is to create methodological bases for increasing the competitive position of organizations for tender procurement to meet the needs of units of the National Guard of Ukraine. Research methods are the use of optimization economic and mathematical models and computer simulation. In the article, by involving representatives of the command of the National Guard of Ukraine, an expert assessment of the impact of various factors in the specific conditions of the procurement process for the needs of logistics of military units. The degree of importance of each of the factors became the basis for the creation of a methodology for interaction of the partner organization with the relevant military unit. In turn, the proposed technique became the theoretical basis for the development of Microsoft Visual Studio 2010 decision support system. This information system helps to support management decisions to improve the effectiveness of the organization's interaction with the military unit of the NMU. The created prototype of the decision support system should be used to solve in the mode of dialogue poorly structured tasks of interaction of the organization with the military unit, which are characterized by incomplete input data, lack of existing standard procedures, incomplete clarity of goals and limitations. In global conditions, improving the competitiveness of the organization in terms of tender procurement will save the defence budget, will be an effective means of preventing corruption in the field of defence procurement, will create favourable conditions for the development of a competitive environment in public procurement and fair competition. The theoretical result of the article is the method of ensuring the competitiveness of the organization in terms of tender procurement for the needs of military units of the National Guard of Ukraine. The practical result is to substantiate the ways to increase the efficiency of the organization on the basis of ensuring competitiveness in terms of tender procurement for the needs of military units of the National Guard of Ukraine.
