В статье рассматриваются основные аспекты политики французского военного командования в отношении христианских общин Османского Египта и Османской Сирии во время экспедиции Бонапарта (1798–1801 гг.). Особое внимание уделено замыслам Бонапарта и его преемников на посту главнокомандующего по привлечению египетских и сирийских христиан к сотрудничеству с французской оккупационной администрацией в качестве чиновников и солдат вспомогательных военных отрядов. Также в статье рассматривается французская пропаганда в сопоставлении с практическими действиями в отношении египетских коптов и сирийских христиан наряду с ответной реакцией со стороны как христианских общин, так и мусульманского большинства населения Османского Египта и Османской Сирии. Выявлены противоречия и двойственность политики Бонапарта и его преемников на посту главнокомандующего Восточной армии – Клебера и Мену в отношении местных христиан. Французское командование рассматривало восточных христиан как потенциальных союзников, но в то же время не решалось выражать к ним особые симпатии, поскольку подобные действия могли вызвать возмущение среди мусульманского большинства населения и создать впечатление, что французы ведут религиозную войну против ислама и мусульман. В статье сделан вывод о том, что эта непоследовательность стала одной из причин неудачи египетской экспедиции Бонапарта, когда французская армия в ходе военных действий в Египте и Сирии оказалась отрезанной от Франции и в то же время не могла пополнять свои ряды добровольцами из числа местных жителей. The article examines the main aspects of the policy of the French military command in relation to the Christian communities of Ottoman Egypt and Ottoman Syria during the expedition of Bonaparte (1798–1801). Particular attention is paid to the plans of Bonaparte and his successors as commander-in-chief to attract Egyptian and Syrian Christians to cooperate with the French occupation administration as officials and soldiers of auxiliary military units. The article also examines French propaganda in comparison with practical actions towards Egyptian Copts and Syrian Christians, and the response from both Christian communities and the Muslim majority of the population of Ottoman Egypt and Ottoman Syria. The contradictions and ambiguity of the policy of Bonaparte and his successors as commander-in-chief of the Eastern Army – Kleber and Menou towards local Christians are revealed. The French command considered Eastern Christians as potential allies, but at the same time did not dare to express special sympathy for them, since such actions could cause outrage among the Muslim majority of the population and create the impression that the French are waging a religious war against Islam and Muslims. The article concludes that this inconsistency was one of the reasons for the failure of Bonaparte's Egyptian expedition, when the French army was cut off from France during the hostilities in Egypt and Syria and at the same time could not replenish its ranks with volunteers from among the local residents.

This article is devoted to occupational safety issues with regard to members of the services and civilian staff in the course of army and navy normal activity in terms of creation possibility justification of a unified occupational safety and health system for all the Armed Forces of the Russian Federation. The legislative and other statutory and regulatory acts of the Russian Federation, which determine the security procedure for different social categories, incoming and incumbent employees in military units (on boards), were studied. The research found that active service conditions and civilian staff working conditions, as well as corresponding military service and labor security systems in military units (on boards), differ substantially thus creating obstacles for military authorities. The authors propose to create a unified occupational safety and health system for all the Armed Forces of the Russian Federation, which will be based on the principles applicable to the modern occupational health management system, and will account for work factors of the both social categories.

Examining military personnel’s psychological states is an effective way to prevent negative mental health consequences during their deployment in a war zone. The present study identifies changes in the psychological states of military personnel (n = 192) during a 6-month deployment in a war zone in eastern Ukraine. The results confirmed both of our proposed hypotheses. First, with regard to time limits on military personnel’s deployment on the front lines in eastern Ukraine on the basis of examined psychological states, the estimated recommended deployment duration was three months. Second, we found significant differences in the dynamics of the psychological states of service members with versus without previous deployment experience. The results also substantiate that military personnel’s psychological states should be monitored during deployment in order to prevent negative mental health consequences and to ensure that military units successfully accomplish their tasks. Una de las formas más eficaces para prevenir las consecuencias negativas del despliegue en la zona militar para la salud mental de los militares es diagnosticar su estado psicológico. En el presente estudio se determinan las particularidades de los cambios en el estado psicológico de los militares (n = 192) durante el despliegue de seis meses en la zona militar en el este de Ucrania. Los resultados obtenidos confirmaron ambas hipótesis formuladas: en cuanto a la posibilidad de determinar, sobre la base del diagnóstico del estado psicológico, el plazo recomendado para el despliegue de los militares en la línea de demarcación en el este de Ucrania, que es de tres meses. Así como también sobre las posibles diferencias significativas en la dinámica del estado psicológico de los militares que tienen y no tienen experiencia en el despliegue. Asimismo, se argumenta la necesidad de monitorear el estado psicológico de los militares durante el despliegue con el propósito de prevenir oportunamente las consecuencias negativas para su salud mental y para la ejecución exitosa de las tareas de la subunidad militar.

The current manual for crisis management in Korea includes military units and the police as related organizations. However, the duties of police units are very broad, such as traffic control and security maintenance in disaster areas, lifesaving, and the search for missing persons, and the main tasks of such disaster management actions as lifesaving and the search for missing persons are led by fire-fighting units or local governments. Therefore, it is necessary to clearly present the scope of police activities in the event of a disaster. In this study, police manuals in Korea and abroad were investigated to identify problems and implications of the current Korean manual. In addition, through an analysis of common unit tasks that the police should perform in the event of a disaster, domestic crisis management manuals, and overseas cases, additional police unit duties are proposed in detail. As a result, we suggest provisions in the manual that allow the police to immediately intervene in response to disasters.

Introduction. The Tsaritsyn defense line has attracted the attention of historians since the 18th century, but so far, no special study of the history of the Tsaritsyn line in the 1720s has been undertaken. The period is of interest for its policy of strengthening the military-political influence of Russia in the Caspian region, with the Persian campaign undertaken and control over the movements of the Kalmyks increasing. The article aims to show the role of the Tsaritsyn defense line in these events. Materials and methods. The study intends to systematize and reconsider the information about the Tsaritsyn line presented in the historiography of the Persian campaign, in the history of the Kalmyks, and in the history of the regiments of the Russian imperial army, supplementing them with data of legislative acts and office documentation. Results. Tsaritsyn and the Tsaritsyn line were staging points on the path of the formation and movement of the Nizovoi (Lower), or Persian, Corps; practically all military units involved in the Persian campaign passed through the Tsaritsyn line, which was used for rear functions by the Corps as long as it existed. Tsaritsyn, the fortresses on the line, and the villages of the Don Cossacks closest to the line served as winter quarters for the Corps cavalry: here the dragoon regiments were re-equipped, and individual units were sent on missions along the southern borders of Russia. The Tsaritsyn line introduced serious changes in the life of the nomadic population of the Lower Volga region; passages through the line acquiring great military and political importance. Groups of Kalmyks who passed ‘inside’ turned out to be cut off from the Kuban and Crimeans and from other groups of Kalmyks. There was a symbolic meaning to the crossing of the Tsaritsyn line for Kalmyks who feared that their uluses would be taken away from them or they would be converted to Orthodoxy against their will. The study clarifies the data on the number of troops that served on the Tsaritsyn line in the 1720s. Constant was the presence of at least 500 Cossacks, sent on their mission by the Don army, as well as of several dragoon regiments. In the 1720s, units of the Kronshlots, Olonets, Vologda, Tobolsk, Moscow, Arkhangelsk, Dmitrov, and Saratov dragoon regiments served on the Tsaritsyn line from several months to several years. Conclusions. From the very first years of its construction, the Tsaritsyn line not only protected the southern borders of the Russian Empire, but also became an instrument of the imperial diplomatic and military-political influence on neighboring peoples and states.

Analysis of wars and armed conflicts in recent years and the performance of tasks by military units (subunits) in a United Forces operation (anti-terrorist operation) confirms that the success of the troops (forces) in performing tasks will depend on the performance of the logistics system. The availability of military units with serviceable weapons and military equipment (WME) ensures the fulfillment of the mission and the advantage over the enemy. At the same time, the timeliness of providing military units (subunits) with serviceable weapons and military equipment depends on the efficiency of the logistics system, namely, on the recovery subsystem, which is its component. However, as studies have shown, there is currently insufficient sufficiency of the recovery system. All this is related to the definition of the composition of forces and means and the structure of the WME recovery system at different levels of the hierarchy. Therefore, in the article, it is considered that for the WME recovery system, the main parameter is the allowable time of WME recovery, differentiated by levels of complexity of tasks. Determination of this parameter for the basic variant of construction of WME recovery system is proposed using the average indicator of the intensity of the flow of possible volumes of tasks on the WME recovery. To determine the rational structure of WME recovery system and to calculate its main parameters the combined method of optimization of WME recovery system was used. Containing two stages: on the first - based on the requirements to the permissible terms of WME recovery system, the rational structure of the recovery system is defined, and on the second – using the method of statistical modeling, the parameters of the structure and composition of forces and means of the WME recovery system at each level of the hierarchy are defined.

Applying the historical-genetic method, the author attempts to summarise the history data of organisational development of various military units and institutions being stationed in the territory of camp of Military Institute (railway troops and military communications) throughout the chronological period of its existence. The article analyses changes in the development of architecture of the Camp depending on historical conditions. The experience of the development of the training base for different branches of service is investigated. The role and significance of the Camp in the local history and history of the training of military personnel is determined. It is concluded that the events of the World War II served as the main factor in the reconstruction of the infrastructure of the Camp and giving it a modern look, and also that caused its transfer to the jurisdiction of the Railway troops, which has not invalidated to this day.

Unmanned aerial vehicles are used for a wide range of fire protection tasks, includ-ing search and rescue operations. Today, unmanned aerial platforms patrol coastal zones, par-ticipate in road incidents patrolling, and perform many other tasks in various areas of the infra-structure, economy, etc. The Military Fire Protection Inspectorate organizes, supervises, and conducts rescue operations in divisions supervised by Ministry of National Defense. Due to advanced technology, FlyEye unmanned aerial vehicles effectively help to eliminate fire risks in military units and other organizational units.

The aim of the study was to evaluate the organization of screening of conscripts for COVID-19 infection in one of the subjects of the Russian Federation — Orenburg region. Materials and methods of the study. The study of organization of examination of conscripts for COVID-19 infection included study of the experience of the Center of Military Medical Examination of the Military Commissariat of Orenburg Region in carrying out military conscription under conditions of the COVID-19 pandemic; methodological recommendations approved by the Head of the Main Military Medical Department of the Defense Ministry of Russia as well as the analysis of the activities carried out at different stages of medical sorting. Results of the study and their analysis. The results of the study of the organization of COVID-19 screening of conscripts in Orenburg Region showed that sufficient and effective barrier medical screening was organized at all stages. Conscripts in good health condition were sent to the Armed Forces for military service under conscription. No claims were received from military units about poor quality selection of conscripts. In 2020, during the COVID-19 pandemic, recruitment commissions of Orenburg Region coped successfully with the task of drafting citizens for military service.
