The relevance of the article is that in the theory and practice of administrative law the leading place is occupied by the category of tools of public administration. The sphere of providing higher education in Ukraine is not exclusive. The article forms licensing and accreditation as tools of public administration of higher education in Ukraine. It is determined that such procedures determine the efficiency of educational institutions and the quality of education they provide. Medicines are a group of consumer goods of special social importance. It is substantiated that licensing in the field of higher education is a tool of public administration (Ministry of Education and Science of Ukraine), the content of which is the issuance, renewal and revocation of free economic licenses, issuance of duplicate free economic licenses, invalidation of free economic licenses, licensing cases and license registers. control over the observance by licensees of license conditions, issuance of orders on elimination of violations of license conditions, as well as orders on elimination of violations of legislation in the field of higher education. It is substantiated that accreditation is a tool of public administration (National Agency for Quality Assurance in Higher Education), which is provided by current legislation in order to verify the ability (opportunity) of free education to carry out quality educational activities to train specialists in a particular specialization. It is concluded that licensing and accreditation as tools of public administration of higher education in Ukraine - is the need for higher education to confirm the compliance of the educational program of a particular specialty and level of higher education standard of higher education and the right of higher education to appeal to a certain subject of public administration (Ministry of Education and Science of Ukraine and the National Agency for Quality Assurance in Higher Education).

Abstract The articles considers European standards for education quality assessment. The effectiveness of the network of national agencies, in particular ENQA, which includes 40 agencies from 20 countries is described. The European association for quality assurance in education comparing with Ukrainian is described. The ways of introduction of high-quality education in higher educational institutions (hereinafter the HEI) in order to increase the importance of getting education in our state are offered. The key responsibility of the National Agency for Higher Education Quality Assurance (hereinafter the NAHEQA) in Ukraine according to the internal and external evaluation of the quality of higher education institutions is justified. The Law of Ukraine “On Higher Education” and the Law “On Higher Education and Science in Poland” concerning the powers, composition and main tasks of the NAHEQA and the Polish Accreditation Commission (hereinafter the PAC) are analyzed in the comparative aspect. A great attention is paid to the composition of the National Agency for Higher Education Quality Assurance in Ukraine. The criteria for evaluating the programs, subdivisions, and fields of study in Polish higher educational institutions from the highest rating to “no evaluation from 01.11.2011” which are set on the web-portal are described. You should choose the course with the base of all the Polish higher educational institutions. It is estimated that the following indicators such as missions and strategies of the university development and educational standards; teachers qualifications and other people who train students; the interaction with the environment of the socio-economic situation in the learning process; the effectiveness of the internal system of education quality assurance; internationalization of the educational process; accreditation and certificates of institutions, national and international; the infrastructure which is used for implementing learning outcomes, etc during the evaluation of the programs of Polish higher educational institutions are taken into account. The authors of the article give recommendations on ensuring the quality of national higher education as essential for trust in it and European recognition.

Considered the experience of federal educational and methodological associations in the system of secondary vocational education for enlarged groups of professions, specialties created in 2015 by the Ministry of Education and Science of the Russian Federation The main objects of their activity are federal state educational standards, sample programs, quality assurance and development of the content of secondary vocational education, professional improvement of the activities of scientific and pedagogical workers. They showed the formation of a new project team. It is important to collect all railway specialties in one group to ensure the unity of approaches in the development of the content of federal state educational standards of secondary vocational education of secondary vocational education, exemplary educational programs and examination of their content, as well as to improve the quality of educational content and continuity with higher education. The corresponding specialties of higher education are included in one group 23.00.00 “Engineering and technology of ground transport”. Federal educational and methodological associations in the system of secondary vocational education provide expert services in the field of their activities. For this, an Expert Council has been created. The composition of the Expert Council is formed from the number of teachers of educational institutions of open source education. In total, during the work of the Expert Council, more than 130 examinations of educational publications on road and rail transport have been carried out.

Development of the system of ensuring quality in higher education of Ukraine grounded the creation of such management subject as a guarantor of the educational program. However, a formal understanding of the role and uncertainty of the guarantor’s status in the contemporary area of managing higher education institutions became the widespread consequence of those innovations. Considering the stated above, various models of managing the quality of educational programs with the help of the guarantor have been developed in the research, and conditions for efficient application of such models in Ukrainian universities have been grounded. The research is based on the application of the strategic analysis method GAP for identifying issues and features of organizing management in systems of internal quality assurance in universities, and methods of modeling and graphical analysis method for creating alternative management systems in educational programs with and without such professional educational-scientific structural subdivisions as departments. As a result, the developed models include the rational organization of management of educational programs under the conditions of centralized and decentralized systems of internal educational quality assurance provision. For instance, it could create favorable conditions for decreasing bureaucracy and repetition of functions in the management system of universities and lead to the realization of the individual potential of guarantors as managers-experts in educational programs. The article defines that the education system depends on a balanced educational policy, competence of state decisions and correctly placed accents in determining strategic priorities. Achieving a new quality and development of the domestic educational system is impossible without significant changes in the system, processes, mechanisms of public education management. It is established that the quality of higher education is perceived differently by different subjects of the educational process. For students, it is, above all, the knowledge, skills and practical skills necessary for successful employment and career growth. When it comes to the employer, they associate quality education with the training of professionals who have the necessary competencies and are able to adapt to dynamically changing production conditions. It is emphasized that quality assurance should provide an educational environment in which the content of programs, educational opportunities and tools meet the goal. However, there are a number of problems in ensuring the quality of higher education in Ukraine. The main problems in ensuring the quality of higher education, as well as the quality of training in the Free Economic Zone of Ukraine are revealed. Among them are: systematic underfunding of the higher education system; inconsistency of the level of preparation of entrants to the requirements of higher education institutions; lag of Ukrainian higher education from a number of world and European trends in the development of higher education and improving its quality; the problem of employment of graduates, etc. It is proved that despite a number of regulatory regulations, specially created bodies, there are still problems that somewhat reduce the quality of higher education. The expected quality of education is formed under the influence of a set of conditions and factors that cover the methodological, theoretical and practical aspects of education management. The review of the problems shows that the way to quality higher education lies through its definition of the right standards, sufficient resource base, highly qualified staff, proper structural organization and effective management. One of the conditions for improving the quality of higher education is to strengthen the responsibility of universities for the results of their activities by expanding the democratic principle of their functioning and deepening autonomy.

The article examines the problem of creating a comprehensive gender-sensitive educational space in the general secondary, vocational pre-higher, and higher education institutions in terms of finding ways to improve the quality of educational services for career guidance and professionalization of individuals in the new socio-cultural situation in modern Ukrainian society. The main provisions of the article reflect progressive ideas of international organizations and the requirements of Ukrainian legislation on equal rights and opportunities for men and women in all areas of human life, especially in education. The purpose of the article is to conduct a gender analysis of spatial and organizational conditions of educational institutions of different levels and substantiate a possibility of introducing a gender-sensitive approach in the general secondary, vocational pre-higher, and higher education institutions as a basis for quality assurance and professionalization of students. The study uses a comprehensive methodology of gender audit of educational institutions, which includes analysis of scientific and practical, as well as instructional and methodology literature, documents on the organization of educational process, questionnaires for teachers, monitoring of pedagogical communication, interviews with education providers and students, and preparation of a report and recommendations for improving the quality of the educational environment in terms of career guidance and professionalization of adolescents and youth. The results of the gender audit of educational institutions at various levels prove the link between a non-discriminatory environment and the efficiency of preparation of adolescents and youth for conscious and balanced professional choices. They show continuity of each level of education in the creation and cementing of gender stereotypes about social roles and division of professions by gender, which hinders successful professional self-determination of girls and boys; specific typical educational cases with latent discrimination and the reasons that cause lowering of the potential in students of both genders are presented. It is determined that the creation of gender-sensitive educational space promotes the development of critical thinking of adolescents and youth, rethinking and destruction of gender stereotypes in all participants of the educational process, their motivation for creative and innovative activities, their readiness to accept new ideas, and efficient career guidance. Practical recommendations for optimizing spatial and organizational conditions of educational institutions and providing educational services in the process of career guidance of school and college students have been developed.

The article presents an analysis of the decisions of the National Agency for Higher Education Quality Assurance on the accreditation of educational programs of the following specialities: 017 Physical Culture and Sports, 014 Secondary Education (Physical Culture, Human Health). Considering the significant differences between the previous accreditation procedure carried out by the Ministry of Education and Science of Ukraine (until 2019) and the current accreditation procedure carried out by the National Agency for Higher Education Quality Assurance the analysis of accreditation cases is particularly relevant. In the course of the research, the analysis of accreditation cases that took place in the period from November 2019 to November 2020 was carried out. It included the assessment of educational programs, curricula, self-assessment documents, reports of the expert groups, conclusions of branch expert council and decisions of the National Agency. Generalized data on the evaluation of educational programs according to individual criteria is presented. The article presents an analysis of the main shortcomings identified in the process of assessing the quality of educational programs at the stage of field accreditation procedure and, at the stage of assessment of the accreditation case by the branch expert council of the National Agency for Higher Education Quality Assurance. It is shown that the main reason for the decision of the National Agency for Higher Education Quality Assurance on conditional (deferred) accreditation of the educational programs was the presence of significant shortcomings in the structure and content of educational programs, as well as in the processes related to teaching and learning. It was also shown that only half of the educational programs in the field of sports, which passed the accreditation procedure in the period from November 2019 to November 2020 met the requirements for ensuring the quality of the educational process. This indicates that the internal quality assurance systems of Ukrainian higher educational institutions were not ready for the new requirements set by the National Agency for Higher Education Quality Assurance.

The current state of development of the Ukrainian state requires further reform of all spheres of life of the Ukrainian community. The democratization of the principles of higher education needs special attention. Since students are the driving force of society, the developer of unique ideas of the present and future, a factor in the formation and development of civil society, so the democratization of student life, active participation of students in different organizations, leadership skills and teamwork, making the right decisions and responsibility for their implementation becomes especially relevant during educational transformations. Student governments have a significant impact on youth. The range of such influence primarily extends to the realization of the student in the modern world, meeting his/her needs, both in education and in other areas, including volunteer, artistic, managerial, social and more. Therefore, membership in student organizations gives a young person a valuable life experience, which can later be implemented in practice. Participation in student self-government contributes to the development of students' leadership qualities, the formation of their active civic life positions. That is, the activities of student government in higher education institutions are aimed at forming the values of the younger generation. At the same time, student self-government is a unique factor in reforming the modern system of the educational process in higher education institutions. Applicants are actively involved in the development, implementation, and accreditation of educational programs, are experts in the accreditation of the National Agency for Quality Assurance in Education. The article demonstrates the effectiveness of student self-government bodies in higher education institutions on specific examples, substantiates the need for their development as one of the factors that contributes to the improvement of quality assurance processes in education.

Attention is paid to issues of mass valuation of receivables, the evaluation of business value, as well as the problem of calculating the discount rate. Meets the requirements of Federal state educational standards of higher education of the last generation. For students of higher educational institutions enrolled in the fields of study within the bachelor — 38.03.01 "Economics", within the master's program — 38.04.01 "Economy" and 38.04.08 "Finance and credit", and also for students of professional retraining programs "Valuation of enterprise (business)".

Among the organizers of this event were Ministry of Education and Sciences of Ukraine, Institute of Higher Education NAES of Ukraine, National Erasmus+ Office in Ukraine and British Council of Ukraine. The problems of reformation of Ukrainian system of higher education in the context of contemporary legal and normative changes and integration in European Higher Education Area (EHEA) and European Area of Research (EAR) as far as the governance in the system of higher education in the context of quality assurance from the perspectives of joining to European Quality Assurance Register and functioning of National Agency for Higher Education Quality Assurance were discussed.
