The book is a spin-off from an academic seminar held by the School of Social Development, Universiti Utara Malaysia (UUM) from September 17-19, 1998. It is concerted effort, in particular, by those who are involved in teaching of the International Affairs Management (IAM) programme to enrich reading materials on global affairs. International relations encompass three aspects: international anarchy, with sovereign states recognizing no political superior; routine interactions in diplomatic, legal, and commercial institutions; and moral solidarity, with cultural and psychological links more profound than those of politics and economics. Thinkers who underscore international anarchy regard the idea of international society as fictional. Hobbes, for example, maintains that the only remedy for anarchical competition is to make a contract for a ruler or an assembly to take power and act to ensure security. Grotius and other thinkers who emphasize the extensive informal, legal, and customary interactions in international affairs highlight humanity’s sociability and its potential for constitutionalism and the rule of law. Kant and others anticipate the vindication of humanity’s potential for peace through the deepening of the material and moral interdependence of people around the world. This may come about through uniformity of independent states in standards of virtue and legitimacy or through the political and moral unification of humanity.

The year 1910 continued the era of peace and comparative quiet in international affiairs which the world has enjoyed since the end of the Russo-Japanese War. The electoral and party struggles in Great Britain, involving fundamental constitutional issues, the revolutionary changes in Portugal, the political and social unrest in Spain, the development of the constitutional régime in Turkey, are indeed all facts which considered separately are of the highest interest and which in their joint effect will exert a profound influence also in the field of international relations. But as to these latter themselves, they were free from startling features and dramatic climaxes such as delight the journalist and the war-scare monger. This is not to say that things of the highest significance were not accomplished, that understandings of moment were not given definite form during this year; even some unexpected things came about, but, on the whole, international relations were placid and followed the quiet course of natural development. Yet to the careful observer of international affairs the situations and tendencies that have appeared to the view during this year are of the highest significance. Indeed it may almost be said that some entirely new principles in the action of world politics have been revealed through the groupings and relations of the powers as effected in 1910.

Every discipline which deals with the land question in Canaan-Palestine-Israel is afflicted by the problem of specialisation. The political scientist and historian usually discuss the issue of land in Israel purely in terms of interethnic and international relations, biblical scholars concentrate on the historical and archaeological question with virtually no reference to ethics, and scholars of human rights usually evade the question of God. What follows is an attempt, through theology and political history, to understand the history of the Israel-Palestine land question in a way which respects the complexity of the question. From a scrutiny of the language used in the Bible to the development of political Zionism from the late 19th century it is possible to see the way in which a secular movement mobilised the figurative language of religion into a literal ‘title deed’ to the land of Palestine signed by God.

Abstract The international community is as ubiquitous as it is elusive and its universalist pretensions remain unchallenged in political and academic discourse. In response, this article turns to Bottici's work on political myths. Against the notion of myths as falsehoods, we argue that they create their own sphere of shared social and political reality. The analysis centres on the case of Cambodia, a country that served as an experiment of liberal interventionism. It draws on archival and field research on two consecutive international interventions, a review of public statements by international actors, and interviews with Cambodian actors and activist. We argue that to understand the ideas actors use to orient themselves as they press for change, it is necessary to consider how decades of engagement with the myth have shaped the political imaginary. Our empirical analysis points to three different phases in the use of the myth: Its production during UNTAC, the reinforcement of its narratives through subsequent legal, aid and development interventions, and finally its contemporary use in a post-liberal context. We observe that Cambodian actors increasingly engage the myth to question the terms of transnational cooperation for democracy. Our work has implications for assessments of the legacies of liberal peacebuilding.
