This praxis-based chapter explores advocacy in the English language teaching (ELT) field. The chapter introduces a new conceptualization of advocacy, the Critical Advocacy Framework, informed by Freire's critical consciousness (conscientização), Fanon's race (Black) consciousness, and Crenshaw's intersectionality paradigms. For critical advocacy praxis, this chapter integrates the “iron triangle” model from the American politics and public policy fields to highlight patron-client relationships between multilingual learners (MLs) advocates and stakeholders. This chapter highlights how the racially mixed author, a trained political scientist and newcomer to the ELT field, leveraged her Blackness, experiential and organizational knowledge, skills, and abilities (KSAs) in a Machiavellian sense, to promote diversity, equity, and inclusion (DEI) throughout a TESOL state affiliate. The chapter provides evidence-based practices and learning activities for MATESOL program administrators, pre-service, and in-service English teachers.

This chapter argues that enlightened preference voting is likely to be superior to our current system. In enlightened preference voting, all citizens may vote. When they vote, they (1) register their preferences, (2) indicate their demographic categories, and (3) take a short test of basic, easily verifiable political knowledge. Afterward, all three sets of “data” are anonymized and made public. The government—and any decent political scientist or newspaper—can then calculate what a demographically identical public would have supported if only everyone got a perfect score on the test.

Book Review: Nadège Ragaru, “Et les Juifs bulgares furent sauvés”: Une histoire des saviors sur la Shoah en BulgarieThis presentation reviews a recent book by the French historian and political scientist Nadège Ragaru, analyzing how Bulgarian society has been dealing with the fate of the Bulgarian Jews during World War II. Pressurized by its Nazi German ally to send 20,000 Bulgarian Jews to extermination camps then located in the General Government, a part of the former Republic of Poland, the Bulgarian wartime government participated in the deportation of 11,343 Jews from the territories under Bulgarian administration in Greek Thrace and Yugoslav Macedonia, while withholding, after protests by some politicians and intellectuals, the Church and a part of the Bulgarian population, from completing the number of 20,000 by sending another 8,000 Jews from Bulgaria proper. In three consecutive chapters, Ragaru discusses how the People’s Courts dealt with the persecutors of the Jews, analyzes the ideological sensibilities raised by a film (a Bulgarian-DDR coproduction) about the deportation, and examines the use of three original short documentary shootings of the events. In the two final chapters, Ragaru deals with the relative pluralism of opinions that has been the case since the fall of the communist regime and the internationalization of the topic, especially as the tense relations with North Macedonia are concerned. Rząd Bułgarii, ulegając naciskom swego sojusznika, nazistowskich Niemiec, w sprawie wysłania dwudziestu tysięcy bułgarskich Żydów do obozów Zagłady w Generalnym Gubernatorstwie, wcześniej Rzeczpospolitej Polskiej, deportował 11 343 Żydów z terytoriów greckiej Tracji i jugosłowiańskiej Macedonii, znajdujących się wówczas pod rządami władz Bułgarii. Jednak po protestach nielicznych polityków, intelektualistów i Cerkwi oraz części bułgarskiej ludności władze Bułgarii ostatecznie odstąpiły od procederu wydalenia z kraju pozostałych 8 000 Żydów. W trzech kolejnych rozdziałach Ragaru opisuje, jak Trybunały Ludowe traktowały prześladowców Żydów, jaką podatność na ideologię wśród społeczeństwa bułgarskiego ukazała filmowa koprodukcja bułgarsko- -enerdowska o deportacjach, a także wyjaśnia, do czego posłużyły trzy krótkie oryginalne fragmenty filmów dokumentalnych ukazujące tamte wydarzenia. W ostatnich dwóch rozdziałach Ragaru przedstawia różnorodność opinii po upadku reżimu komunistycznego oraz internacjonalizację tematu, w szczególności kwestię stosunków z Republiką Północnej Macedonii. Autorka wysnuwa ogólny wniosek, że mimo przejawiającej się skłonności Bułgarii do uznania swego zaangażowania [w Zagładę], kwestia ocalenia Żydów [przez społeczeństwo bułgarskie] jest nadal bardziej eksponowana, a współsprawstwo jest wciąż zamiatane pod dywan.

One of the commonest clichés in the study of ancient and modern democracy is the claim that the former is ‘direct’, the latter ‘representative’. A few scholars have recently explored areas in which the Classical Athenian democracy had representative features, particularly the magistracies. These studies continue, however, to understand ‘political representation’ according to the definition proposed by the political scientist Hanna Pitkin, that is, as ‘acting [on the part of the political representative] in the interest of the represented, in a manner responsive to them’. In this paper I introduce the insights of the recent ‘constructivist turn’ in studies of political representation to the analysis of Athenian politics in the hope of suggesting, in what will necessarily be a brief and incomplete exercise, how productive this exciting new paradigm can be for understanding the dynamics of ancient democracy. I first lay out the basic tenets of constructivist representation, particularly the notion of the ‘representative claim’ as developed by the political theorist Michael Saward, and argue for their suitability for studying ancient Greek history and political thought. Next, I adapt the model of the representative claim to two episodes of Athenian democratic deliberation, showing how it illuminates processes of demotic will- and identity-formation. I conclude by briefly underscoring how approaching Athenian politics in terms of constructivist notions of representation restores an aesthetic dimension to ancient democratic debate, one that allows us to compare more productively the ‘demos’ of symbouleutic oratory with its counterparts in poetry, sculpture, and other media, namely as a represented object fashioned for creative and rhetorical purposes.

<p><b>Hizbut Tahrir Indonesia (HTI) is a part of an international network organization called Hizb al-Tahrir (HT). The organization is commonly portrayed as an "anti-system" movement that seeks to overthrow democracy and revives the past transnational rule of the khilafah (caliphate). This view is justified by the doctrine of HT that promotes a revolutionary strategy of non-participation and envisages a political change outside the parliamentary process of democracy. Based on this ideology, many see the future of HT in its role of radicalizing Muslims that eventually lead to violence.</b></p> <p>This study evaluates the consistency of HTI in following its revolutionary strategy of non-participation. It argues that HTI is undertaking a strategic shift from a total non-participation to a selective participation. It establishes a strategic balance between revolution and reform by taking part in the democratic system for stirring opposition toward the existing political system. HTI focuses on challenging the legitimacy of democracy while at the same time engages with the supporting institutions and actors of the democratic system. This strategy resembles the model of political change called by Oxford University's political scientist, Timothy Garton Ash, "refolution." It aims to overthrow the existing political system without overthrowing the political regime. It seeks entry into the system to covert key elements of power holders and to persuade them to undertake a fundamental change from democracy to an Islamic government based on shari'ah law.</p> <p>This change is inevitable for HTI to adjust itself to the democratic context of Indonesia that integrates the majority of Muslims in the democratic system. This presence of Muslim actors in the system has created a perception of political opportunity for Islamization that prevents HTI from confronting the existing political process. This stance betrays HTI's revolutionary doctrine that requires it to uncompromisingly undermine the legitimacy of the democratic system and propagate political detachment. However, HTI understands that opposition to the Muslim involvement in the democratic process can isolate it from its most potential allies.</p> <p>Based on this, this study calls attention to the trajectory of HT outside the box of violent and revolutionary activism. The above path is especially likely for HT that operates in the context of Muslim democracies. HTI offers an alternative strategy toviolent activism and the moderate trend of Islamist movements. Evidence shows HTI is building support bases for the establishment of a pro-shari'ah or anti-system politics, either in the form of starting a new party or in creating a coalition between the existing parties.</p> <p>To support this argument, this study analyzes the nature of HTI's activities and its attitude toward the democratic structure. It is primarily based on a content analysis of HTI's discourse and activities recorded in two of its main publications: Al-Islam weekly bulletin and Al-Wa'ie monthly magazine. These sources cover HTI's activism from 2000 to 2009.</p> <p>Methodologically, it follows references and activities relating to key elements of Indonesian democracy (such as state ideology, democracy, election, the government, House of Representative, and political parties) and elements of Muslim society that are part of the democratic system. Drawing on the theories of political change, the analysis is based on the scope of change and the degree of opposition it promotes. Cases are analysed on a scale of 1 to 3 that represents moderate, radical and extreme. The finding shows mixed attitudes with a significant portion of radical character. This confirms the character of "refolutionary" strategy: it focuses on challenging political system over political institutions and combines political participation with anti-democratic campaign.</p>
