The subject of the research is theoretical foundations and practical aspects of the State-based regional development in Ukraine, which is influenced by the process of decentralization. The article describes the status and characteristic tendencies of unification of regions of Ukraine. The problems of «duplication» of administrative functions of subjects of the State-based regional policy, as well as establishment of interaction of the State bodies with local self-government are considered. Negative results from delegation of powers to local public authorities and transfer of financial resources to city budgets are disclosed. The article researches reasons for the imbalance of regions and its consequences according to different indicators, as well as the mechanism of the State-based regulation of balanced development of regions. It is determined that the regional development strategy should solve the real problems of the functioning of amalgamated hromadas and effectively implement decentralization processes. The place of information policy in the system of making effective managerial decisions is defined. The authors substantiate the objective need to form a more practical strategy and its possible impact on the development of local units and the country in general. The instruments of public administration in the process of abuse of power at the regional level are examined. A number of top-priority problems are specified, which should be solved in the process of implementation of the decentralization reform. In particular, the issue of «local oligarchy», abuse and corruption in the context of decentralization of budgets are considered. According to the results of the research, promising directions for improving the regional development strategy for the effective functioning of the capacity of territorial hromadas for the purpose of social and economic development of society are defined.

The article is devoted to analysis of the specifics involved in implementing the State Strategy for Regional Development in Ukraine, and monitoring of its implementation. Methodological, organizational and economic recommendations on improvements of the regional development strategy formulation in the context of decentralization and the increasing importance of territorial and administrative setting in Ukraine are elaborated. The specifics involved in elaboration and implementation of the State Strategy for Regional Development in Ukraine till the year of 2020 are analyzed from the perspective of the strategic goals included  in it: (і) enhancement of the regions’ competitiveness; (ii) territorial socio-economic integration and spatial development; (iii) effective public administration of regional development. A review of existing theoretical approaches to studying socio-economic development of regions is made, with outlining the existing drawbacks in monitoring. The emphasis is made on improvements in the system for assessment of the effectiveness of the achievement of goals and objectives of the regional development strategy, which will enable to make the decision making process in this field better grounded and improve control over its implementation It is argued that the system of statistical indicators needs to be constructed by the principle of consistency and informativeness, meaning that it has to be complete and capable to assess the development of Ukrainian regions in conformity with the fundamental provisions of regional policy The statistical tools selected and formed in timely and adequate manner have critical importance for practical implementation of the regional policy provisions. It follows that the statistical indicators have to be systematized in a way to be capable for assessing quantitative and qualitative specifics of macroeconomic and regional development. The system of indicators for assessment of the Strategy goals is formed, which expected estimates are targets of its implementation. It covers the indicators designed to assess the achievement of a result (such as number of finished projects), characterize the qualitative conditions of the regulated object (number of small enterprises per 10 thousand of the population), and the effectiveness of resource utilization (energy capacity). Also, the conceptual areas for improvement of the system for assessment of the effectiveness of the achievement of goals and objectives of the State Strategy for Regional Development are formulated.

The relevance of this study is determined by the need to improve the tools for developing strategies for the development of territorial socio-economic systems, taking into account the realities of the current stage of development. Among these realities are the formation of the economic space of the region and the limited resources for development, which determined the logic, goal and objectives of this study. The purpose of this study is to develop theoretical, methodological and practical recommendations for the formation of a regional development strategy taking into account the spatial component. To achieve this goal, the following tasks were formulated and solved: clarification of the essence and content of the category "economic space" as the basis for accounting for this category in strategic developments; identification of the features of regional development, taking into account the spatial component; development of principles and prerequisites for regional strategy taking into account the spatial component of development; formation of a scheme for accounting for the spatial component in the development of strategies for multi-level territorial entities; development and testing of a modified model of resource provision for territorial development strategies as an updated toolkit for regional strategy. The novelty of the results of this study lies in the development of theoretical, methodological and practical recommendations for using the spatial component in the formation of a regional development strategy, which, unlike existing developments, allow taking into account the properties and characteristics of economic space when developing a block for the distribution of territorial resources and thereby provide conditions for increasing the resulting parameters multilevel territorial entities and the region as a whole.

During the years of independence in Ukraine, a certain set of investment instruments of state governance for regional development has been created: state and regional target programs, regional development agreements, agreements on implementation of interregional projects, programs for overcoming the state of depression, the State Fund for Regional Development (DFRD), and others. However, their level of performance is quite low.Notwithstanding the provisions of the State Strategy for Regional Development for the period up to 2020, regional development agreements and programs to overcome the state of depression of the territory are not implemented at all. The use of the DFRR in the "manual mode" reduces the role of the fund in solving the tasks of regional policy of the state.One of the main investment instruments of state governance for regional development are regional target programs. The analysis of target programs of the Odesa Oblast, which operated in 2015, showed that most of them did not meet the priorities of the economic and social development strategy of the Odessa region and (or) have other defects.Agreements on the implementation of interregional projects, the implementation of which contributes to the improvement of socio-economic development of two or more regions, have not been used at all. The same situation with regard to programs to overcome the state of depression of the territory.The inadequate institutional support of the DFRD leads to its underfunding, non-compliance with the rules for distributing its funds between regions, and non-compliance with the priorities of regional development.The article proposes: to return the practice of using agreements on regional development as a mechanism for coordinating the interests of central executive and local self-government bodies in relation to the implementation of strategic tasks of regional development; based on the principle of subsidiarity, delegate to the regional level the authority to develop programs to overcome the state of depression of the territory; to implement methodological recommendations for the evaluation of regional target programs.

The remit of the article is regional development strategizing. Regional development strategy as part of regional regulatory environment could ensure the task of sustainable development due to determining priorities for resource conservation, development of a “green” economy, and restoration of natural resources. This is especially important for the extractive economies of the Russian regions. On the contrary, the research revealed the preservation of extractive policies in most of the Ural regions. The manuscript contains the description of the ecological and economic position of the regions of the Ural macroregion, that have a high anthropogenic impact on the environment because of their nature of economy. We analysed the content of the development strategies of the regions of the Ural macroregion and the issues of sustainable development. The Chelyabinsk region and the Republic of Bashkortostan didn’t include sustainable development in the top priorities. It leads them to stick their place in the tail of the National Environmental Rating of Russian Regions. Orenburg region’s strategy conclude the most quality mechanisms for ensuring environmental safety in regional strategic documents. The author highlighted the comprehension of the deep interrelationships of ecological well-being with all spheres of human life in the development strategy of the Sverdlovsk region. The regional development strategy is an important mechanism for ensuring a balance between industrial growth and environmental conservation. Therefore, the authority of traditional industrial regions of the Urals should strengthen the component of sustainable development in their strategies.

The article aims at determining the strategic priorities of Ukraine’s budget development policy while implementing the regional development strategy for the years 2021–2027. The strategic priorities of the budget policy on territorial development are substantiated in the context of, first, creating the regional development strategy and territorial development strategies for the years 2021-2027, and second, shifting the focus from spatially oriented measures, i.e. stimulating the development of problematic areas, to the policy of territorial development through activating untapped potential, the policy being aimed at increasing regional and national competitiveness, with special attention paid to innovation. The necessity to observe both the vertical and horizontal integration of the formation and realization of budget policy on territorial development, and the necessity to implement it, combining the problem-oriented and general approaches to directing the territorial development budgeting (territorial development budgeting is based on the following: competitive advantages of the functional types of the regions; development of problematic regions; regional development in the context of smart specialization; border areas development in the context of cross-border cooperation). A prospect for further research in this field is seen in making an attempt to form the budget policy on territorial development in Ukraine on the basis of defining strategic priorities for regional development and the development of different level territories, aimed at: reducing interregional and intra-regional asymmetries; ensuring universal improvement of the quality of life; transferring the territories to development based on sustainability, inclusiveness, innovation, and the maximization of using and building up the existing potential.
