In this article, the author touches on the evolution of the European integration process, trying to capture the essence of the idea of federalisation on the way to the creation of the European Union. The theoretical narrative within federal thoughts is complemented by contemporary limitations both in the formal acceptance of the idea of federalisation of the European Union and in the informal “pole organizing the imagination” as mentioned by T. Mazowiecki. The main narrative, therefore, concerns the division of the field of EU integration between the analysis of structural limitations of the idea of federalisation of the European Union, including the system and jurisdictions of nation states, as well as ideational limitations, individual approach of the Member States to the integration process or the electoral success of Eurosceptics.

Since the creation of the first European Community in 1951, countries of Europe have somewhat integrated somewhat their political and economic realms into one supranational entity. It has been observed by some that throughout the integration process, economic factors, rather than political factors, have dominated the integration of Europe. This main assumption is challenged by the author in this article. Currently, the European Union (EU) is dealing with an unprecedented refugee crisis which has been blamed for bringing the process of the EU integration to an impasse. By applying theories of European (dis)integration, this paper assesses the extent to which the current refugee crisis constitutes an impediment to the future of the European Union. This paper’s analysis is constructed around two hypotheses: (1) the refugee crisis triggered Brexit and the failure of the EU’s relocation scheme, symptoms of the EU’s disintegration; (2) the refugee crisis has a dual potential: to simultaneously promote the deeper integration and the disintegration of the EU. To test these hypotheses, this paper examines if and how the refugee crisis is related to Brexit and whether the rebellious reaction of certain EU member states to the implementation of the EU relocation scheme is a sign of reversal in the process of EU integration.

Abstract European integration entity ceased to be just a forum for negotiations between independent and sovereign nation states. To some extent it overlaps with the states and becomes their competitor. In this context, the classical concept of state sovereignty loses its original content and meaning. The participation in the integration project opens the question whether it takes away or weakens sovereignty of Member States? This paper puts on four arguments to proof the hypothesis that Czech Republic continues to be a sovereign country even aft er accession to the European Union.

The article analyzes the peculiarities of the integration of Latvia, Lithuania and Estonia into the European Union. The stages are highlighted, the principles and mechanisms of the European integration policy of the Baltic States are clarified. The problems of Ukraine's adaptation to the requirements of the European Union, in particular the conditions of the Copenhagen criteria, ways to use the relevant experience of Latvia, Lithuania and Estonia are revealed. Recommendations for further rapprochement of Ukraine with the EU are considered. The accession of dozens of new countries to the EU in May 2004 marked a qualitatively new stage in the integration process both in Europe and in the world. As a result of the largest enlargement of the European Union, the state of the economy in the old member states has changed significantly, but rather it has had decisive consequences in all areas of the economy for the new member states. Analysis of the positive and negative phenomena that accompanied the enlargement of the EU is important for countries that have or are considering joining the EU in the future, in the formation of long-term economic policy and deciding on the directions of their integration. The closest to Ukraine in terms of development in the EU are the countries of Central Europe and the Baltics, so their experience will be useful for our country. Integration with the European Union was less difficult for the three Baltic states than for many other accessing countries, due to their strong social impetus to join Western political, economic and legal culture after they regained their independence from the Soviet Union in 1990. However, the accession of Estonia, Latvia and Lithuania had several distinctive features related to constitutional origin and institutions, which had a strong impact on the resolution of problems between the government and the EU institutions. The path taken by the Baltic countries upon accession to the EU was difficult and their role in the EU was not easy. Today, the EU-related agenda requires more skills than ever before in finding allies and choosing partners.

This book examines how the European Union has changed during Brexit and because of Brexit, while also reflecting on the developments of the EU besides Brexit and beyond Brexit. It argues that the withdrawal of the United Kingdom from the EU—the first ever case of disintegration since the start of the European integration process—creates an urgent need to reform the EU. In fact, while the EU institutions and its Member States have remained united in their negotiations vis-à-vis the UK, Brexit has created transitional problems for the EU, and exposed other serious fissures in its system of governance which need to be addressed moving forward. As the EU goes through another major crisis in the form of the response to the Covid-19 pandemic, the case for increasing the effectiveness and the legitimacy of the EU grows stronger. In this context, the book analyses the plan to establish a Conference on the Future of Europe, considering its precedents and discussing its prospects.

In 1949, it seemed that Western governments were ready to accept some delegation of sovereignty, which met the ambitions of increasingly well-organised Europeanists. One of the most ambitious advances was the proposal for a European Assembly, which could have heralded the beginning of an integration process. However, on this point, as on many others, there was not total agreement between the unionists and the federalists: for some, the Assembly was simply a co-operation structure, while others thought it should be a constituent body. The federalists—who had been united since December 1946 within the European Union of Federalists (EUF), which claimed to have no fewer than 150,000 members—were very demanding. After the adoption of the Statute of the Council of Europe on 5 May 1949, the EUF Central Committee approved a “motion on the Consultative Assembly” in which it openly demanded the drafting of a federal pact that would lead to real European power. Faced with the modest intergovernmental status of the Council of Europe, the EUF proposed that the Assembly of this Council should be transformed from a “consultative” to a “constituent” assembly, which amounted to condemning any kind of conciliatory attitude. Therefore, the constituent path was becoming more and more important within the federalist organisation: it was now a matter of pressing, without restraint, for the triumph of ideals freed from initial reluctance, in the most diverse forums. The most important of these remained the Council of Europe, which was, in the eyes of the federalists, an institution that could be improved. Defending an integrated Europe, the federalists called for the creation of a democratic power on the scale of the challenges of the time, which seemed to them to exceed that of the nation states. To achieve this, they defended a “political” vision of integration, of which the Council of Europe could be the spearhead. It is this struggle, which took place at a time when the construction of Europe seems to be based on a simple but firm act of will, that this article will examine.

The two naval operations set up until now by the EU, Atalanta and Sophia, have demonstrated a growing level of consensus and willingness by Member States, a great number of which participating in both operations. Furthermore, and more clearly in the case of Atalanta but also in the first stages of Sophia, it can be said that these CSDP activities have been highly successful, taken into consideration the level of accomplishment of their respective goals. Having shown its potential, the launching of naval operations in crisis management could be seen as a step forward in the creation of a Security and Defence Union. Therefore, the next step in European integration regarding security matters can be the implementation of the Permanent Structured Cooperation anticipated in Article 42.2 and 46 of TEU and developed in Protocol No 10 annexed to the Lisbon Treaty. The European Union (EU), as unprecedented institutional and polity project, is responsible for the fulfilment of a set of policy goals that go beyond the mere sum of the interests of its Member States. The establishment of an ‘area of freedom, security and justice without internal frontiers, in which the free movement of persons is ensured in conjunction with appropriate measures with respect to . . . the prevention and combating of crime’ is probably one of the most demanding goals of the integration process, whose fulfilment requires commitment to coherent action on several levels: vertically, between the EU and the Member States, through incorporating the implementation of the Treaty objectives in the development of their respective criminal policies, and horizontally, between the Member States themselves, by developing mutual trust.
