The main concepts of the term ‘region' have been determined in this paper and the term ‘innovation' has been analyzed. The problem of regional innovation system's place and role in the development of a region and its internal potential in its competitiveness has been emphasized. Moreover, the diag- nostics model of innovation product implementation has been proposed as well as the comparison of innovation indexes, which are identified at the level of an individual country or a group of them. Finally, the Polish experience of the regional innovation system development under decentralization changes in the country has been explored.

The need in the development, improvement, increasing the efficiency of regional innovation systems is especially relevant at the present time. In terms of global competition, attention is increasingly drawn to the regions as sources of competitiveness. The regional dimension allows to take into account the specifics and peculiarities of the separate territory, prevailing industry and other factors affecting to the development effectiveness in the region, and as a result, the country as a whole. The study of the processes of functioning and assessment of the level of the regional innovation system development due to the need to develop and substantiate the development management of regional innovation system for improving the population's quality of life through innovative development of economy, and as a result, change and modernization of the social sphere. Innovations, as one of the most important factors of economic development of the region, are the result of a number of targeted actions of the various parties of the innovation system, as well as a result effective functioning of its elements.

Purpose: The paper deals with the assessment and analysis of regional innovation systems. It is noted that the quantitative criterion of innovation effectiveness as the degree of influence of resources spent on obtaining the target result is practically not used in the analysis of the development of regional economic systems. Methodology: The issues of quantitative measurement of the effectiveness, performance, and sustainability of the regional innovation system development are considered. According to the methodology proposed by the authors based on an assessment of the materiality and sustainability of statistical relationships between factor and result indicators of innovation activity, a multidimensional statistical analysis concerning the development of the Russian Federation regions by the level of innovative activity was carried out. Result: The principle of division of the space formed by innovative activity features according to their functional significance in the system is formulated. A method of identifying sustainable relationships between elements of a regional innovation system within the process approach concept has been tested. Special groups of factors that have a statistically significant effect on innovation activity are identified. Methods for calculating effectiveness and performance indexes in categories of statistical variation are proposed. The differentiation of regions by the innovative development determinants is revealed. The conclusions about the feasibility of applying the presented methodology for a reliable assessment of the effectiveness of regional innovation system development are made. Applications: This research can be used for universities, teachers, and students. Novelty/Originality: In this research, the model of A system approach to assessing the effectiveness of regional innovation systems in the concept of statistical sustainability is presented in a comprehensive and complete manner.

A small-world simulation model of a regional innovation system combining the strength of the intersubject relationship of the regional innovation system with the loosely coupled system is constructed. We use a simulation to observe knowledge flow within the regional innovation system under relationships of varying strength. The results show that when the relationship between the subjects of the regional innovation system reaches a certain strength, the system will exhibit high module independence and high network integrity, forming a loosely coupled system. The knowledge flow in the system exhibits the emergence of a fast flow rate, a high mean value and little variance. When relationship strength is at other levels, the emergence of knowledge cannot be identified.
