This article attempts to translate the Polish experience related to membership in the European Union (EU) into the European policy of Ukraine. The aim of this article is to present Poland’s European policy from 2004 to 2017, particularly from the perspective of the assumptions adopted by individual governments and the mistakes made. The Polish experience of changes in European politics may be a valuable hint for the Ukrainian political elites, particularly in the context of drawing conclusions from mistakes. Recommendations for Ukraine in relation to their membership in the EU boil down to the issue of building an appropriate state strategy and the stability of institutions that take care of the entire process. Another element is the need to develop the so-called critical European studies to initiate a real discussion among Ukrainian political elites and Ukrainian society.

The system of governance in contemporary Poland is founded mainly on a negative narrative of distrust. That narrative brought to power the country’s present scaremongering rulers. They continue feeding the public with frightening stories of an influx of refugees, threats of war and terrorist attacks, evils of globalisation and a loss of cultural identity to foreign ways of life. A balance between distrust of rulers and trust in them is part of democracy’s constitutional identity. Those currently in power sow distrust in liberal democracy and its values – they violate the constitution, stir up distrust of elites, and make attempts at bringing the judiciary to heelwhile staging judges bashing propaganda campaigns. Distrust of European law and European institutions is part and parcel of this process. The negative narrative weakens and threatens to disenfranchise civil society, blurring the line between law and lawlessness. It also weakens those in power.

The paper presents a previously unknown doctoral dissertation prepared in the 1970s in Polish by Abdullah Jalal Fatah under the guidance of Polish sociologist Józef Chałasiński. The thesis, entitled ‘Development and Dissemination of the Kurdish Culture in Iraq’, bears the mark of communist ideology but also of Polish heritagisation, in which culture and intellectuals became an important driving force in the process of nation-building and in seeking international recognition. Following David C. Harvey’s definition of heritage, and focusing primarily on its intangible aspects, we suggest that Fatah’s thesis can be read today as an interesting document of Kurdish heritage-making inspired by Polish experience and academic tradition. The preschool period is perhaps the most critical period in the life of a young child. It is here that major changes occur in physical, mental, social, and emotional development, which have a huge impact on the personality and appearance of a person in later periods of development and in adult life. The child becomes a conscious member of society, learns its rules and norms, and defines its position among its people. It is at this time that basic habits and ways of behavior, basic needs are formed. It is a period of acquiring social experience. It is therefore of key importance in the development of the character and personality of a young person. Acquired skills and knowledge have a significant impact on the functioning of the child in later periods - on its performance in school, relationships with the environment, and perception of itself. The child also adopts moral principles from the immediate family environment, and the social environment can only develop and reinforce what has been prepared by the family. Suppose. Therefore, parents and educators provide conditions conducive to forming a sense of security in the child during this period of life. If they do not make the child excessively dependent on themselves, they will certainly contribute to the development of a wonderful personality of the child and provide him/her with a good start in school. The article discusses ways of stimulating the development of preschool children through music, art, and literature, noting that these are educational means of holistic child development. They can be used both in work with a sick child or a child with disabilities and in work with healthy children, in whom teachers want to develop and improve their skills in all spheres of functioning, that is emotional, intellectual, and social.

The author notes that Ukraine's desire to integrate into the European educational space necessitates a detailed analysis and systematization of the experience of foreign countries in the professional development of research and pedagogical staff in the system of postgraduate education. The consideration of advanced training and the development of professional competencies of pedagogical and research-pedagogical workers on the experience of neighbouring Poland is actualized. Based on the scientific research of domestic and Polish scientists, the author, taking into account the distribution of professional competencies of academic teachers into four groups: scientific and professional, psychological and pedagogical, managerial and digital, analyses the Polish experience in the development of academic teachers. Theoretically, it states that Polish universities provide their professional staff with a variety of opportunities for professional growth, providing the most effective and favourable conditions for their further professional development. It also notes the importance of developing professional reflection, a creative approach to one's profession, studying and analysing not only one's own pedagogical professional activities, but also one's own educational ones. The author analyses the activities of a number of Higher Educational Establishments on the professional development of academic teachers, these are: the University of Warsaw, Andrzej Frycz Modrzewski Krakow University, Pomeranian University in Slupsk, Social Academy of Sciences. Vivid examples of their activities in the development of academic workers are provided. The author comes to the conclusion that the professional development of academic teachers in Poland today takes place with the help of a variety of tools. It should be noted that the measures taken by the neighbouring country almost coincide with the work to improve the qualifications of research and pedagogical staff in modern Ukraine, however, they are implemented at a higher quality level; teachers are presented with more opportunities to improve their professional activities, Poland attracts more international specialists for the education of its specialists. Programs and grants that contribute to the scientific, research-related and, in general, professional development of education specialists are implemented. In general, in the context of globalization and European integration of educational processes, the exchange of educational experience is necessary to provide high-quality educational services.

Abstract. For the network enterprises under research, the acquisition, organization of application of technologies, programmes, equipment which will improve economic, market, technical indicators, will provide the possibility to increase the general level of innovation has been suggested. To ensure the optimal selection, the use of innovative platforms for the selection of technologies, programmes, equipment has been proposed. Its application provides the possibility to identify the needs of innovative development of each of the enterprises under research and to develop individualized areas of innovation. The purpose of the article is to identify key problems of innovative development of Ukrainian network enterprises and to develop ways to improve its management on the basis of promising technologies. The methodology of assessing the state of innovative development of enterprises on the basis of four groups of indicators, namely the financial ones, the impact of innovative capacity on the level of international business development, staff composition, and logistics system, which has been implemented for five network structures on their primary information base, is presented. The expediency of adapting the Polish experience regarding the use of an innovative selection platform, which provides simulation modelling of the implementation of technologies and programmes, to the conditions and features of Ukrainian networks has been proved. Only network enterprises and their management system and innovative development were considered. The use of algorithms for commercialization of technologies, software that will allow the staff of research units of network structures to identify individualized needs of innovative development and develop individualized areas of innovation of the network structure, thus ensuring greater efficiency of innovation has been proposed. Abstract In recent years, Poland has seen an increased migration of people to cities, which translates into significant urban population growth. This, in turn, raises new challenges in the performance of cities’ tasks and responsibilities. Additionally, climate changes and the depletion of natural resources necessitate the modification of existing urban practices. Polish cities seek solutions which would enable social, economic and environmental demands to be reconciled so that urban spaces become friendly for the city’s inhabitants and investors. Some Polish cities have applied the smart city concept to solve their problems. Despite the fact that the concept has been the subject of scientific research for many years, no universal definition of the smart city has been agreed upon. Analyzed assumptions of the smart city concept as well as the Polish experiences in the implementation indicate that the concept is dynamic and changes over time. It should be considered as a perpetual process unrestricted by a specific timeframe. This impedes the formulation of uniform, generally accepted assumptions of the concept since its existence is inscribed in the change related to urban development. This article claims that this would be a beneficial approach for formulating the general characteristics of the smart city that could be applicable to any city, and that could be employed regardless of the present challenges cities may face.
