The aims of the study discuss about the Steps for the Future of Bulan Bintang Party. This study used qualitative research. The result of this study shows that One of the national work programs that were not optimal during the 2005-2010 term of service of the PBB DPP was the consolidation of the organization and the burden of infrastructure formation in most sub-districts and sub-districts/villages. That the political machinery of party management is one of the strategies to achieve success in the face of general elections. Thus, it is necessary to consolidate the organization and complete the formation of party infrastructure down to the lowest level (Rukun Tetangga/RT). Simultaneous and continuous cadre of members in each party is one of the determinants of progress for the party. However, the reality shows that party regeneration is still relatively limited. Therefore, it is necessary to carry out more massive, intelligent, and measurable cadre cadres in order to meet the qualification needs of party management at all levels, preceded by cadre workshops.

In this article, the author discusses the expansion of the principle of disclosure in parts of the state’s security policy which regard screening procedures that make it possible to access classified information by those interested in the work or service in particular public spheres. To reduce the risk of the state organs making decisions based on extra-substantive factors, the author postulates to include the Ombudsman in the above procedures. This person would balance the position of the parties engaged in the procedure and strengthen the protection of the rights and freedoms of individuals. In a broader context, this idea, built on the premise of preventing undesirable phenomena related to concessions on citizens’ subjectivity, should increase their trust in the state’s security policy. They need to be convinced that proper organs, with secure positions within the political system, hold competences allowing them to make justified interventions that protect the citizens. It will not, however, change the face of the discussion of great importance for the future of the state – on individual citizens resigning from a part of their rights and freedoms in favour of security.

If their judgment was based on George Feaver's ‘Letter from Canada’, it appeared prudent to conclude that it was no small achievement for Canada to have persisted as a state in the face of tremendous adversity. These readers may have also trusted some distinguished experts on Canadian history and politics. Donald Smiley recently wrote that he had ’very much over-estimated the strength of Québec nationalism and provincialist influences elsewhere in the country and very much under-estimated the capacity of the system to respond effectively to such divisive pressures’. Smiley's judgment was supported by Kenneth McRoberts: ‘Canada's most serious political crisis, which originated in the political modernization of the Quiet Revolution and saw the election of a Québec government formally committed to Québec sovereignty, appears to have run its course.’

The study focuses on analyzing the use of modalization in the Political Column of Tempo Magazine. The objectives were to find out the type of modalization and to describe the use of modalization in the Political Column of Tempo magazine. The data were taken from Political Column of Tempo magazine published in June and July 2017. The source of data was Political Column in Tempo magazine. The data analysis applied descriptive qualitative research. There were 135 clauses which contained Modalization from political columns. There were two type of modalization used in the Political column namely, Probability and Usuality. The dominant type of Modalization used in Political text was Probability 97,7% then Usuality 2,93%. The probability itself was realized by modal auxiliaries and modal adjunct. The modal auxiliary which expressed the use of probability in the text was should. The value of the modalization itself was realized by medium value. The use of modalization expressed the attitude of the writer toward the proposition. The use of medium value showed the prediction of the writer about what would happen in the future and expressed the stance of the writer for what he said. Key words: Modalization, Political text, Tempo

Elections in Indonesia cannot be separated from voters with disabilities. Not all humans are created perfectly. Some of our brothers and sisters have to live with various deficiencies, one of which is a person with a disability (diffable / different ability). In reality, people with disabilities remain the most vulnerable group in society. One of the difficulties faced in the political field is the implementation of general elections in using their voting rights. The Lamongan KPUD needs to implement the right strategy in an effort to increase the participation of voters with disabilities. This research uses descriptive qualitative research methods. Qualitative research itself is research that as a whole makes use of interpretive methods by presenting in the form of descriptions. The results of the research obtained are that the Lamongan KPU as the election organizer has implemented a strategy to increase the participation of voters with disabilities by providing socialization and simulations regarding general elections, involving persons with disabilities by conducting a Democratic Volunteer Recrumem, some of whom are persons with disabilities.

A sense of ongoing crisis in these Northern states created anxiety and instability, which manifested in a range of social and political tensions in individual communities. In the face of such realities, Smith argues that a conservative impulse was more than just a historical or nostalgic tendency; it was fundamental to charting a path to the future. At stake for Northerners was their conception of the Union as the vanguard in a global struggle between democracy and despotism, and their ability to navigate their freedoms through the stormy waters of modernity. As a result, the language of conservatism was peculiarly, and revealingly, prominent in Northern politics during these years. The story this book tells is of conservative people coming, in the end, to accept radical change.

If there is a challenge weighted by more responsibility and beset by more uncertainty than that of world hunger, I am not aware of it. The possibilities of tragedy are so appalling, the political obstacles to solution so stubborn, the economic realities so complex, the future so unpredictable, and human moral potential so unpromising that one is tempted to put the tougher ethical questions aside and be content to preach the need for more charity. God knows we need more charity. But preaching charity does not finish the job of helping people understand their Christian obligation in the face of the world's hungry people. Meanwhile, we cannot achieve moral responsibility by demanding a better and simpler world in which to practice it. Nor can we wait with ethics until we are wise enough to do it well.

This article highlights transnational consequences for access to justice of political posturing by national governments in respect of the European Convention on Human Rights (echr). It charts the uk context preceding the adoption of Protocol 15, which inserts the concepts of subsidiarity and the margin of appreciation into the echr preamble. The article argues that whilst this was an attempt to curb the European Court of Human Rights’ (ECtHR) powers, this proved limited in effect, as the court is too well established as a Supreme Court for Europe in the cosmopolitan legal order of the echr. The political-legal interplay which is the genesis of the echr system means that political manoeuvring from national governments is inevitable, but not fatal to its existence. However, the legitimacy of the ECtHR is secured only through political concessions, which act to expel surplus subjects from echr protection. The article concludes that the legitimacy of the ECtHR is therefore secured at the cost of individuals whose rights are worth less than the future of the court.

The use of technological devices in the electoral process has been seen as the solution to electoral fraud and manipulations in many fledgling democracies in Africa. Technological innovations such as biometric devices have reinforced democratic quality of elections, ensuring electoral integrity in many countries in Africa. The study examines the uses of biometric technology in the 2015 elections in Nigeria. This paper argues that although these technological innovations encountered some change in the 2015 elections, these innovations enhanced the free and fair character, credibility and legitimacy of the 2015 elections when compared to previous elections since 1999 in Nigeria. While the paper adopted a qualitative research method it concludes on the need for INEC to undertake critical training of their officials, as well as rigorous education of the political elites on the efficient use of the card readers and the implication for democratic consolidation in Nigeria.

This article contends that the prospects of regionalism in Latin America are highly uncertain. In the light of the inequality that has historically characterized the region, the commodity-oriented dependence, and the political instability, the region will not be able to face the future without cooperation. This article argues that Latin America must aim at pragmatic and non-ideological cooperation to focus on regional development. To reach that goal, the article discusses how both the traditional development formulas of neoliberalism and neodevelopmentalism have been unable to deliver consistent responses to the current regional problems in the face of COVID-19 and the changing global order.
