The purpose of the article is to review and study the main directions of improving the efficiency of quality of life management of the population. The level of living is a quantitative characteristic of the lifestyle in general, which is usually used to determine the statistics and other data that are taken into account. The methodology for assessing the level and quality of life of the population as a whole is an important analytical tool of the state socio-economic policy. This article proposes to use the methodology for assessing and analyzing the quality of life of the population of the Kyzylorda region. The study will help answer the challenges and present regional problems of the current state of the quality of life in the regions of the country, as well as in the districts of the region. In a modern market economy, the quality of life of the population is different in different regions of the country, and according to statistics, the quality of life of the population and the consumer basket is high in regions with concentrated production. In addition, this article includes important indicators for assessing the quality of life of the population in the regions of the country.

Whether international relations are a solution to the problem or a way to provoke war is worth discussing. The Democratic Peace Theory under Liberalism holds that all democracies (or, more accurately, all liberal democracies) will not or rarely go to war with another. This theory is further explored in depth the link between democracy and peace. This paper analyzes the situation in Afghanistan, North Korea’s nuclear program and the United States intervention in the world. Finally, it is concluded that international relations theory can solve regional problems and lead to conflict and war. In other words, international relations are both parts of the problem and part of the solution to the issues in international affairs.

This essay presents the findings of the International Conference on Handling of Cultural Goods and Financing of Political Violence and introduces provenance research that examines the market in Europe for antiquities from Asia and the market in North America for antiquities from Europe. It summarises findings, such as the involvement of violent political organisations, transnational organised criminals and politically-exposed persons (PEPs) in illicit trafficking of cultural objects. Regional governments and regional intergovernmental organizations play an increasingly important role in land use and transportation planning in many countries. In the U.S., regional organizations such as metropolitan planning organizations provide regional forums and institutions to coordinate actions of local government necessary to overcome collective action problems that result from the fragmentation of local authority. Their regional scope allows them to directly address collaboration problems or broker collaborative arrangements among local governments within their boundaries. Nevertheless, the scale of regional problems often extends beyond the boundaries of these regional entities. Thus, collaboration across regional governance organizations is necessary to address problems that have multi-regional impacts, such as large transportation projects. Extant research generally measures regional collaboration based on counts of collaboration actions undertaken, but this does not account for the fact that some are symbolic, while others require resources and commitment. Drawing insights from the institutional collective action framework, we advance an explanation for how regional organizations overcome collaboration risks to participate in collaborative solutions to regional and multi-regional problems. The analysis employs a unique national survey of metropolitan planning organizations (MPOs) and adds a novel application of item response theory (IRT) to capture differences in risk or difficulty among collaborative actions. The IRT results offer support for our ICA-based explanation of collaboration commitments. The implications of the findings for theory development and empirical study of RIGOs are discussed in conclusion.

Original Regional Revenue (PAD) originating from zakat actually has great potential to be utilized by the regions if it is managed properly and optimally. This new fiscal resource can help solve regional problems such as poverty and unemployment. This study aims to see concretely how the management of zakat as PAD and tries to explore what factors are the obstacles to managing Zakat as PAD by Baitulmal Aceh based on Qanun Number 10 of 2018. In-depth interviews were conducted with 15 informants in Baitulmal Aceh who were selected using the method purposive sampling. While the data analysis uses the Miles and Huberman interactive model. The results show that there are different views in responding to the implementation of zakat as PAD. The first response is supportive because it is in accordance with the specificities of Aceh Province as regulated in Act no. 11 of 2006 concerning the Government of Aceh. Another response was refused because it could be burdensome for Muslims if two obligations were to pay at once to pay taxes and zakat. The zakat policy as PAD itself still creates multiple interpretations so that it becomes an obstacle in its implementation. Apart from the facts in the field that shows the contribution of zakat in local revenue is still relatively small.   (Pendapatan Asli Daerah (PAD) bersumber dari zakat sejatinya memiliki potensi besar untuk dimanfaatkan oleh daerah jika dikelola secara baik dan optimal. Sumber fiskal baru ini dapat membantu menyelesaikan permasalahan daerah seperti kemiskinan dan pengangguran. Studi ini bertujuan melihat secara konkret bagaimana pengelolaan zakat sebagai PAD dan berusaha mengeksplorasi faktor apa saja yang menjadi kendala pengelolaan Zakat sebagai PAD oleh Baitulmal Aceh berdasarkan Qanun Nomor 10 Tahun 2018. In-depth Interview dilakukan terhadap 15 orang informan di Baitulmal Aceh yang dipilih menggunakan metode purposive sampling. Sedangkan analisis data menggunakan model interaktif Miles and Huberman. Hasil menunjukkan ada perbedaan pandangan dalam merespon implementasi zakat sebagai PAD. Tanggapan pertama mendukung karena sesuai dengan kekhususan Provinsi Aceh yang diatur dalam Undang-Undang No. 11 Tahun 2006 Tentang Pemerintahan Aceh. Tanggapan lainnya menolak karena dapat memberatkan umat Islam jika dibebankan dua kewajiban sekaligus untuk membayar pajak dan zakat. Kebijakan zakat sebagai PAD sendiri masih menimbulkan multi tafsir sehingga menjadi kendala dalam pelaksanaannya. Selain fakta lapangan yang menunjukkan kontribusi zakat dalam pendapatan asli daerah masih relative kecil.)

Vehicle tax is included in regional income that can support development through regional revenue and expenditure budgets. Progressive is a tax where the levy is by increasing taxes that must be paid in accordance with the provisions of the tax object. The purpose of this study is to determine the application of progressive tax on motor vehicle taxpayers in Bali Province and to determine legal protection for taxpayers against the imposition of progressive tax on motor vehicles in Bali Province. The method used is empirical legal research. The method used is empirical legal research. Sources of primary legal materials are obtained through research results and it can be concluded that the imposition of progressive vehicle tax can increase regional income towards motor vehicle tax (PKB) which is part of the Bali Province Regional Revenue and Expenditure Budget (APBD) which aims to improve the structure and infrastructure that support the welfare of the local communit. Reducing the number of private vehicle ownership for the community so that it can solve regional problems, namely congestion. Legal protection for progressive taxpayers is often a problem for vehicle owners, because people often do not report that the vehicle has changed hands.

В статье рассматриваются проблемы функционирования транспортно-логистической системы в регионах Российской Федерации. Одной из важнейших задач, стоящих перед федеральными и региональными властями является развитие транспортно-логистической системы регионов. Возникает ряд сложных проблем, таких как: транснационализация товарных рынков из-за углубления кооперации и специализации производства, увеличение количества позиций товарной номенклатуры. Учитывается параллельный рост потребляемой массы продукции, внедрение инновационных технологий в логистические цепочки поставок и другие возникающие изменения. The article deals with the problems of functioning of the transport and logistics system in the regions of the Russian Federation. One of the most important tasks facing the federal and regional authorities is the development of the transport and logistics system of the regions. There are a number of complex problems, such as: the transnationalization of commodity markets due to the deepening of cooperation and specialization of production, an increase in the number of items in the commodity nomenclature. It takes into account the parallel growth of the consumed mass of products, the introduction of innovative technologies in the logistics supply chain and other emerging changes.

This study aims to analyze spatial interactions in supporting the development of regional potential in West Halmahera Regency, Tidore Islands City and Ternate City.  Spatial interactions are very influential in the development of regional potential.  Spatial interactions that occur through complementary processes, transferability and intervening opportunities then develop towards the establishment of cooperation systems between regions.  This paper uses a combination of quantitative approaches.  Data obtained through observation, surveys, and documentation.  The accumulation of potentials and regional problems as the basis of the linkages in regional development.  Spatial interaction development of dominant potential develops in Ternate City and the support of more adequate transportation facilities and infrastructure reconditions the position of Ternate City as a market area, Tidore Islands City and West Halmahera Regency as generating areas or potential areas.  Spatial interactions that take place physically, economically and socially are more dominant towards Ternate City, and are reciprocal, showing disparity in services between cities and between regions within a single system of regional potential development in the Province  Keywords: Interaction, Spatial, islands;  Ternate City;  West Halmahera;  Tidore City; AbstrakInteraksi keruangan sangat berpengaruh dalam pengembangan potensi wilayah. Interaksi keruangan terjadi melalui proses komplementaris, transferabilitas dan intervening opportunities kemudian berkembang kearah pembentukan sistem kerja sama antar wilayah. Potensi wilayah di Provinsi Maluku Utara dapat dimaksimalkan dengan meningkatkan hubungan antarwilayah. Penelitian ini bertujuan untuk menganalisis interaksi keruangan dalam mendukung pengembangan potensi wilayah pada Kabupaten Halmahera Barat, Kota Tidore Kepulauan dan Kota Ternate. Tulisan ini menggunakan gabungan pendekatan kuantitatif dengan metode analisis LQ dan analisis gravitasi. Data diperoleh melalui observasi, survai, dan dokumentasi. Hasil penelitian menunjukkan bahwa akumulasi potensi dan permasalahan wilayah sebagai dasar keterkaitan dalam pengembangan wilayah. Selanjutnya interaksi keruangan pengembangan potensi dominan berkembang pada Kota Ternate dan dukungan sarana dan prasarana transportasi yang lebih memadai merekondisi posisi Kota Ternate sebagai wilayah pasar, Kota Tidore Kepulauan dan Kabupaten Halmahera Barat sebagai wilayah pembangkit atau wilayah potensial. Interaksi keruangan yang berlangsung secara fisik, ekonomi dan sosial yang lebih dominan kearah Kota Ternate, dan bersifat timbal balik, menunjukkan disparitas pelayanan antarkota dan antarwilayah dalam satu kesatuan sistem pengembangan potensi wilayah di Provinsi
