This paper is based on the assumption that libraries have a pivotal role to play in nation building, and future of libraries is in our own hands. It further emphasizes the need for change in libraries in the context of emerging knowledge economy. It makes reference to the United Nations' Millennium Development Goals, UNESCO's Education for All Programme (EPAP), and Information for All Programme (IFAP), as well as the mandate of the National Knowledge Commission (NKC). It also highlights the impact of ICT on the life and work of people, and paradigm shift in libraries. It emphasizes that library consortia, institutional repositories, and open access archives are strategic response to the paradoxical situation of growing digital documents and declining library budgets. It further explains that more important than the name of a library (traditional or digital) is the mandate and the context of the library. It also enlists the challenges and opportunities facing libraries, and concludes that the future of libraries is though uncertain, yet in our own hands. Public libraries play a crucial role in the information and knowledge society. Their access and services in the fourth industrial revolution require review as well as the knowledge of the competency requirements for Library and Information Science (LIS) graduates to offer professional services. This paper presents the competencies LIS graduates require for work. It also seeks to examine the challenges they encounter in public libraries. The study is driven by the notion that a skills gap and a lack of training for LIS professionals are still daunting challenges in most public libraries. The post-positivism paradigm was employed through the triangulation of both qualitative and quantitative methodologies in data collection and analysis. Content analysis and a survey were employed as research methods. The study scanned job advertisements in four newspapers spanning a three-year period (from January 2015 to December 2017). Semi-structured interviews were conducted with assistant directors and structured questionnaires were administered to LIS graduates. Grade 12, one to three years of work experience, computer literacy and communication skills are the most required competencies to work at public libraries. There seems to be no balance between theory and practice offered in most LIS schools, which suggests the need for curricula revision. Employed LIS graduates are facing several challenges, which include lack of practical exposure or knowledge, lack of qualification recognition and individual promotions, and lack of ICT skills and knowledge.

The Republic of Maldives, a small island developing state in the Indian Ocean, has achieved upper-middle-income and high human development category status, and one of the strongest information and communications technology infrastructures in South Asia. However, the country’s library and information science sector, which saw its inception over seven decades ago, has yet to advance beyond the initial development phase. This article traces the emergence of the library and information science sector in the country and draws attention to the myriad challenges faced by it. The article is also an attempt to draw the attention of government decision-makers and motivate them to understand and resolve the difficulties faced by the library and information science sector through engaging library and information science employers, educational institutions, professional trainers, and library and information science professionals. Some concerns are identified and five key action areas with associated action steps are suggested. These may resonate with other small developing countries that are facing similar scenarios.

Purpose – The purpose of this paper is to offer a theoretical framework for applying Web 2.0 technologies and design principles to the development of participatory cultures within libraries. A participatory culture is one that focusses on facilitating interaction and the creation of content by users rather than the consumption of content created or compiled by experts. Design/methodology/approach – This study is a literature-based theoretical analysis that explores the role of libraries as agents of cultural hegemony and techniques for developing socially responsible library praxis. It combines insights from a variety of discourses including Western Marxist theories of hegemony, critical theories of library and information science, professional literature regarding “Library 2.0” service models, and media studies theories of participatory culture. Findings – Libraries do not just organize knowledge; they construct it. Furthermore, these constructions tend to reinforce dominant discourses while marginalizing others. By adopting participatory technologies and design principles, libraries can support greater diversity of expression and create spaces for marginalized discourses. Practical implications – This paper offers suggestions for applying principles of participatory culture to the design of library services such as collection development, cataloging and classification, reference, instruction, and institutional repositories. Originality/value – This paper provides a conceptual framework for understanding and evaluating the significance of Web 2.0 for library and information science by applying theoretical perspectives from other disciplines.

This report presents a case study about building a working digital language archive in a hosted university institutional repository. Best practices in language documentation regarding information architecture, organization, and retrieval are considered in relation to university library commitments to resource acquisition/preservation and online cataloging/delivery systems. Despite challenges, findings suggest that constructing digital language archives in university institutional repositories may offer viable collaborative solutions for researchers unable to find suitable, pre-existing archives in which to deposit their language documentary materials. The report concludes that, in such situations, the ability to satisfy best practices may respond to the strengths/weaknesses of particular software implementations as much as it reflects the design team’s vision, as theory and method in language documentation increasingly become matters of library and information science.

The development of library cooperation in the Philippines, particularly among academic, school, and special libraries, started in the early 1930s and was known under different names (Ladlad, 2003), such as resource sharing, partnership, consortium, linkage, library cooperation, and networking. Libraries usually come together in the form of consortia to supplement existing resources by providing access to information available in other libraries. Through cooperation, libraries are able to withstand the skyrocketing prices of information resources as well as budget cuts by means of consortium/cooperative purchasing. Likewise, library cooperation has proven to be an effective way of presenting smart solutions to common library problems/concerns through communities of practice. This chapter provides an overview of major library consortia in the Philippines. The compiled list is as exhaustive as possible. However, due to scarcity of sources, some active consortia may not have been included in the list. The information provided in this chapter was gathered mostly from published Websites. A comparative study, in terms of aims/objectives and activities being carried out by the different consortia, was also included and can be found at the end of this chapter.

This chapter discusses the impact of digital revolution on academic libraries and the need to acquire core competencies and new skills to effectively the 21st century academic libraries and information technology centres. Further, the author examines the sets of skills required by Library and Information Science (LIS) professionals to survive in the digital-based environments.

This article explores the use of the Institute for Scientific Information’s Journal Citation Reports (JCR) for journal management in academic libraries. The advantages and disadvantages to using JCR citation data for journal management are outlined, and a literature review summarizes reported uses of these data by libraries and scholars. This study researches the impact of journal self-citation on JCR rankings of library and information science (LIS) and genetics journals. The 1994 rankings by impact factor and total citations received were recalculated with journal self-citations removed; then the recalculated rankings were compared to the original rankings to analyze the effect of self-citations. It is concluded that librarians can use JCR data without correcting for journal self-citation, although self-citations do exert a major effect on the rankings for a small number of journals.

Purpose The purpose of this study is to determine the place of library and information Science (LIS) research within leading knowledge management (KM) journals and conferences. Design/methodology/approach Authors examined articles published from 2000-2018 in top-20 KM publications identified by Google Scholar to look for relationship with LIS. Authors analyzed the identified LIS-related articles to determine the publication trends based on LIS terms used, populations, authorship pattern, country, information setting type and top-cited articles. Findings Authors found that the coverage of LIS-related articles within leading KM publications was very low. From the more than 10,000 KM research articles, less than 1 per cent were LIS-related. Research limitations/implications This study would help LIS researchers measure the space they have created for their field within leading KM research. By showing the relatively low coverage of LIS within KM research, the study demonstrates that LIS researchers/practitioners need to do more for LIS to be recognized as an important area within KM. KM publications can also enable greater synergies with LIS for mutual benefit. Originality/value LIS researchers have increasingly called for KM implementation within libraries. The KM field has a long history in library practice in the context of managing and organizing codified knowledge. Both KM and LIS share the common goals of providing access to knowledge for sharing, transfer and use. However, hardly any studies have looked at the amount of synergy or overlap between these two different but related areas, and whether LIS matters to KM, even though LIS practitioners have been highlighting that KM matters to LIS.

This paper briefly discusses the knowledge society and characteristics of the knowledge society at the beginning. Secondly it discusses the implications of knowledge society on education and the role of teacher librarian in the knowledge society. Then it goes on to discuss the education system of Sri Lanka, status of school libraries in Sri Lanka, the second General Education Project which supports the implementation of education reforms and the establishment of National Institute of Library and Information Science (NILIS) with an emphasis on training of teacher librarians by NILIS. Finally it describes the implementation model of its knowledge skills programme and the model and contents of the actual knowledge skills programme. The paper is concluded with some remarks on the factors, which will affect the success of the project.

AbstractPurposeIn recent years, one can witness a trend in research evaluation to measure the impact on society or attention to research by society (beyond science). We address the following question: can Twitter be meaningfully used for the mapping of public and scientific discourses?Design/methodology/approachRecently, Haunschild et al. (2019) introduced a new network-oriented approach for using Twitter data in research evaluation. Such a procedure can be used to measure the public discussion around a specific field or topic. In this study, we used all papers published in the Web of Science (WoS, Clarivate Analytics) subject category Information Science & Library Science to explore the publicly discussed topics from the area of library and information science (LIS) in comparison to the topics used by scholars in their publications in this area.FindingsThe results show that LIS papers are represented rather well on Twitter. Similar topics appear in the networks of author keywords of all LIS papers, not tweeted LIS papers, and tweeted LIS papers. The networks of the author keywords of all LIS papers and not tweeted LIS papers are most similar to each other.Research limitationsOnly papers published since 2011 with DOI were analyzed.Practical implicationsAlthough Twitter data do not seem to be useful for quantitative research evaluation, it seems that Twitter data can be used in a more qualitative way for mapping of public and scientific discourses.Originality/valueThis study explores a rather new methodology for comparing public and scientific discourses.
